This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions.

The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement

(BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the Government’s intent to issue a contract using other than full and open competition to American University of Beirut, in accordance with FAR

6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy

Agency Requirements.

The Bureau of Safety and Environmental Enforcement (BSEE) anticipates entering into a firm fixed price contract with American University of Beirut for the project entitled, "Oil

Thickness Sensor Phase II".

The oil thickness sensor was initially developed under BSEE contract E17PC00001. The

American University of Beirut (AUB) under BSEE contract E17PC00001 developed a Phase I prototype to measure slick thicknesses of 1/8” to 3” and to communicate this data wirelessly and in real time. The prototype was designed to be dipped into the oil/water layer or mounted to a skimmer or oil spill boom that is in contact with the oil/water layer. The tool, through contact with the oil and water, measures oil thickness and communicates the data to the user.

Testing at Ohmsett in November, 2017 verified the viability of this technology, and AUB applied for a provisional patent on this technology.

This project will allow AUB to continue development of this technology. They will develop two different prototypes for different uses. The first will be a hand held unit with a telescoping pole that can be extended up to 9 feet and measure either from a vessel or from the side of a test tank. Oil thickness will be read directly by the user on the tool’s handle. The second prototype will mount on a skimmer or in the apex of a boom and provide thickness information wirelessly to a user to a distance of up to 600 feet.

It is anticipated this effort will have a twenty-four (24) month period of performance. The applicable NAICS Code is 541690, Other Scientific & Technical Consulting. This is NOT a request for competitive proposal.
