Solicitation No. 140D8121R0001 Hawaii On Call Helicopter Flight Services in support of the Department of Interior and other federal and non-federal agencies operating in Hawaii

The current AK/HI On Call Helicopter Flight Services contracts will expire on 2/28/2022. The purpose of this solicitation is to award Indefinite Delivery Indefinite Quantity (IDIQ) contracts for fully Contractor operated and maintained helicopter flight services throughout Hawaii on an on-call basis to support the many DOI bureaus with natural resource and other missions in the state. This acquisition is a 100% Small Business Set Aside.

NOTE: There are numerous changes from the previous contracts, so be sure to read the solicitation thoroughly before deciding to submit a proposal. Requirements and items in this solicitation are not negotiable.

If you submit a proposal, you must include pricing for the base period, as well as all the option periods. Your best pricing should be submitted in case discussions are not held. If your pricing cannot be determined fair and reasonable, you will not be given an award/contract. All flight rates are wet, meaning you will not be reimbursed for fuel separately and should build fuel costs into your flight rate(s).

NOTE: Your proposal should be priced competitively and should be prepared independent of other contractors.

Agreement or mutual understanding among competing firms that restrains the natural operation of market forces is suspect and can be seen as antitrust violations. Pricing the same as others can be considered collusion and the Federal Acquisition Regulations prohibit this. (see FAR 3.303)

If your offer is selected for an award, your prices will remain in effect for the base period of the contract (through February 28, 2023), as well as your pricing for subsequent option years if they are exercised. No adjustments to prices will be made except as otherwise permitted in the contract. Renewal of the contract(s) is at the option of the Government.

Section D, 52.212-1, Instructions to Offerors and Evaluation, outlines what you must submit with your proposal and how the proposals received will be evaluated. Prior to submission of your proposal, please check to see that you have included all the information requested. Failure to include the information identified may adversely affect the evaluation of your proposal. For your convenience, a checklist has been attached for your use (last page of the solicitation).

Proposals are due by 12:00 pm, Hawaii time, October 13, 2021 to the email address provided in Section D2.2.

Proposals received after this time and date would be subject to the conditions of D6 Late Submissions, Modifications, Revisions, and Withdrawals of Offers.

The following highlights some of the changes you may wish to review prior to submitting a proposal:

GENERAL REQUIREMENTS

B1 Scope of Contract

B1.1 The intent of this contract is to obtain fully Contractor-operated and maintained on-call helicopter flight services to transport personnel and/or cargo in support of Government natural resource missions in Hawaii or the Commonwealth Area of the Pacific. Contractor services include provisions of a helicopter, personnel, and all other associated equipment, as prescribed in this solicitation. Missions will include, but are not limited to, fire management program support such as fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, rehabilitation seeding, search and rescue (SAR), aerial capture, eradication and tagging of animals (ACETA), overwater, platform and vessel landings, and law enforcement limited to nonthreatening surveillance, and other administrative and related natural resource activities. The Government will direct aircraft to support its missions and objectives. During the availability period and any subsequent extension, aircraft furnished shall be subject to the exclusive use and control of the Government.

B1.2 The Government and Contractor must establish an effective working relationship to successfully complete this contract. The Contractor’s employees’ cooperation, professionalism, and positive attitude toward aviation safety and accomplishment of the mission are an integral element of this relationship.

B1.3 The Government has interagency and cooperative agreements with other Federal and State agencies and private landholders and may dispatch aircraft under this contract for such cooperative use.

B1.4 Aircraft furnished under this contract must be operated and maintained by the Contractor.

B1.5 Aircraft furnished under this contract must be subject to the exclusive use and control of the Government, 24 hours per day, 7 days per week throughout the periods specified under Section A when ordered. The aircraft must not be operated except as directed by the Contracting Officer or an authorized representative of the Contracting Officer.

B1.6 ACETA, Basic Fire, Offshore, Vessel Landings, and Extended Overwater flight activities are permitted under this contract if offered and awarded by the Government (see section C exhibits). Award will be discretionary by the Government.

B1.7 Operators who list a Hawaii or Commonwealth Area of the Pacific as their base of operations may be requested to perform within any of the Hawaiian Islands or Commonwealth Area of the Pacific.

B2 Certification

The Contractor must obtain and keep current all of the following required certificates and must ensure that contract aircraft are operated and maintained in compliance with those certificates at all times:

B2.1 A Federal Aviation Administration (FAA) Air Carrier or Operating Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., rotorcraft, visual flight rules (VFR) day/night, passengers, and cargo).

B2.2 A Title 14 of the Code of Federal Regulations (CFR) Part 135 Air Carrier certificate. These aircraft must be carried on the list required by 14 CFR Part 135.63 or Operations Specifications Part D085, "Aircraft Listing," as appropriate.(Note: Not applicable for aircraft issued a Restricted Airworthiness Certificate only.)
