B3 Order of Precedence (Specifications)

In the event of inconsistencies within the technical specification, the following order will be used in such https://www.doi.gov/aviation/library/guides Herrman, Lynn M I know in DoD, only non-law enforcement tasks are permitted. Are there any exception/guidance for non-DoD federal entities? I checked Appendix A of OFPP Policy Letter 92-1 (archives.gov) and the specific task is not listed as long as these services do not include “direct conduct of criminal investigation).

Herrman, Lynn M In Appendix B, it specifically states “The following list is of services and actions that are not considered to be inherently governmental functions.”

19. Contractors' providing special non-law enforcement, security activities that do not directly involve criminal investigations, such as prisoner detention or transport and non-military national security details.

I’ll double check this with OAS to ensure there’s nothing more to the LE missions that would make them inherently governmental.

Per conversation with Josh, no LE tasks are performed, just assistance with LE mission transportation.

Grand Canyon National Park 12 Solicitation # 140D8022R0008 resolution: (1) typed provisions of these specifications; (2) DOI Office of Aviation Services (OAS) supplements and/or exhibits incorporated by reference; (3) 14 CFR incorporated by reference; (4) aircraft manufacturer's specifications; and

(5) other documents incorporated by reference.
