Question 1 Regarding B 8.1.2.1 “Vehicle must be a 4 wheel drive truck” Please confirm whether this means that there is a way to engage the front (steering) axle or if engaging both rear axles qualifies for this requirement. My understanding is that the 2 rear axles on a standard fuel truck have 3 configurations.
1. Front axle drives with no option to engage the 2nd axle
2. Front axle drives with an “inter-lock” option that engages the second axle in a limited slip drive mode
3. Front axle drives with a “Locker” option which turns both rear wheels into drive mode
The 4-wheel drive requirement has been removed from this solicitation.
Question 2 Section: B Page: 34 Paragraph: B32 Question: I have a letter of intent committing two Bell 205A1 ++ helicopters for lease. Our intent would be to bid these aircraft against the Burns, Oregon and Twin Falls, Idaho locations.
The aircraft are currently in service with another operator in Canada and are not available for reweighing. I have the last certified weight and balance documents from each aircraft including the current equipment lists. Our question, Since the aircraft are not expected to be available by the bid due date would it be acceptable to provide the current documents along with a version with the equipment changes that make the aircraft contract compliant. The last weighing for the aircraft was 2017, which is compliant with the Transport Canada rules where they are currently operating but outside the 24 month contract requirement.
Would it be possible to use manufacturer data for all equipment changes and add an additional weight to ensure that we can meet or be less than our bid weight ensuring full value for the agency.
The letter of intent will be acceptable. Provide the most current weight for the proposal as well as a proposed timeline to get the conformity inspection done and have aircraft listed on D085. A weight within 24 months will be required at the time of inspection.
Question 3 Section: D Page: 84 Paragraph: D4.9 Question: Our Aircraft has been recently purchased and it is undergoing maintenance for FAA conformity and is not currently listed in our operations specification D085. The aircraft will be added to our Ops Specs as soon as the maintenance is complete, which will be in approximately three months. Is there anything other than a DO85 we can provide as a bid qualifying document, such as a letter from the FAA confirming that the aircraft will be added to our Ops Specs once it is inspected and verified to meet the FAA type design?
Proof of purchase and a letter from the FAA will suffice for the solicitation.
Question 4 Section: B Page: 11 Paragraph: B6.13.1 Question: Is Aeronautical Accessories Inc. (AAI) 28” skid gear STC SR1052AT considered equivalent to Dart skid gear listed in the solicitation?
28” AAI gear is determined to be equivalent and therefore acceptable.
