Wildland Fire Learning Portal User Training Services Questions and Answers Solicitation 140D8020Q0014
1) Approximately how many participants will take place in the trainings?
a. The number of participants will vary based on an as-needed basis each week. The government anticipates the level of effort to be approximately 25 hours per week. This is not a guarantee of minimum hours per week, but an estimate based on projected requests for user training to be received during this time.
2) Is the training expected to be synchronous or asynchronous?
a. The user training is expected to be developed and delivered via a variety of methods including, but not limited to: one-on-one phone, email, or webinar tutoring sessions; pre-recorded screen animation videos; job aid documents; group webinar sessions, or traditional classroom instruction.
When appropriate, the Contractor shall create job aids, recorded screencasts, training presentations, or other documents to train users on how to use the Learning Portal. Upon approval by the COR, the Contractor shall post training job aids and documents to the Learning Portal in accordance with Government furnished guidance on where to post the files.
3) Will all of the participants be on the same learning track at the same time? Is this a cohort or will participants enroll throughout the year?
a. Though it may occur during the contact, participants will normally not be on the same learning track at the same time. Participants will require training on an as-needed basis each week throughout the year.
4) Can the government specify the training topics and expected method of training delivery?
a. The training topics will be selected on an as-needed basis when users require training in accessing or using the Learning Portal and its capabilities.
The user training may be developed and delivered via a variety of methods including, but not limited to: one-on-one phone, email, or webinar tutoring sessions; pre-recorded screen animation videos; job aid documents; group webinar sessions, or traditional classroom instruction.

5) Does the government have idea on how training will be scheduled (date/time)? How far in advance will the contractor know about scheduled live trainings?
a. Work is to be performed on an as-needed basis each week when users require training in accessing or using the Learning Portal and its capabilities.
The Government anticipates the level of effort to be approximately 25 hours per week.
6) Is there a reason why the government choose Totara as the LMS? The site is not easy to navigate in comparison to other LMS. There is also a significant delay in customer service requests.
a. The government formed a stakeholder team with representatives from throughout the wildland fire education and training community to establish functional requirements, research off-the-shelf commercial and open source LMS solutions, evaluate candidate solutions, and select a solution. The government selected Totara Learn to best meet its functional requirements.
7) I see in VOLUME TWO of Section E: Preparation Requirements, there is a note about submitting signed copies of SF 30, if any. Where may I find this form? Have any solicitation amendments been issued for this project?
a. The SF-30 is posted with amendment(s) to the solicitation. Yes, Amendment 0001.
8) I have a Totara expert who is certified and licensed in Totara Learn v11, not v12. Is having a certified Totara 11 designer sufficient? Or is her lack of certification in Totara v12 grounds for disqualification?
a. Please refer to SECTION F – Evaluation – Commercial Items (OCT 2014) ADDENDA for information regarding the evaluation of Technical Capability.
