SECTION A – REQUIREMENTS AND PRICES
A1. ITEM REQUIREMENT
The Department of the Interior (DOI), United States Wildland Fire Service (USWFS), requires a contractor operated and maintained aircraft for Exclusive Use (EU) flight services in support of natural resource and fire suppression missions. The EU period will be 90 calendar days each contract year.
USWFS requires one (1) Type II (medium) rotary-wing aircraft equipped for flight services to transport personnel and/or cargo in support of Government natural resource missions. Contractor services include provisions for a helicopter, personnel, fuel servicing vehicle, and fuel (lower 48 States only), as well as all other associated equipment, as prescribed in this solicitation. Missions will include, but are not limited, to fire suppression, fire monitoring, initial attack, prescribed fire, and aerial ignition; law enforcement limited to non-threatening surveillance and reconnaissance, and other administrative and related resource activities. Field locations may include tent camping facilities and the preparation of meals in a field camp setting.
The Government will direct the aircraft to support its missions and objectives. The Government plans to provide fuel while the aircraft is in Alaska; however, if DOI requires the repositioning of the aircraft to the lower 48 contiguous states during the EU period, the Contractor must provide fuel, a fuel servicing vehicle, and a fuel truck driver while working in the lower 48 United States. The designated base of operations is at Fort Wainwright (Fairbanks), Alaska, as directed by the Government; however, the aircraft will be subject to dispatch anywhere in the State of Alaska and in the lower 48 United States. The Government will assign the aircraft to support its missions and objectives 24 hours per day, 7 days per week during the predetermined EU period, as well as during any extension period needed.
Environmental conditions during the exclusive use period will vary, with paved and/or gravel surfaces in remote locations.
Temperatures may be below freezing in the spring and in the high 90s during the summer. Flights are often conducted in remote mountainous terrain where frequent thunderstorms are common. Turbulence associated with large wildland fires and thunderstorms is often encountered during fire missions.
With 24 hours of sunlight, temperatures, and lightning storms, aircraft may require double-crewing and increased maintenance.
The Government may request additional pilots and mechanics should the need arise.
This contract has a base five-year ordering period with up to six months extension of services option, IAW FAR 52.217-8.
