About this file

This is a Request for Information (RFI) issued by the US Wildland Fire Service (USWFS) for market research purposes to determine aircraft availability for supporting national wildland fire response. The RFI seeks vendors' capability to provide one multi-engine turbojet-powered aircraft meeting specified minimum requirements for use as a Leadplane in the USWFS Aerial Supervision Module (ASM) Program. The aircraft will be operated throughout the contiguous United States, Alaska, and occasionally in Canada and over Mexico. The Government will provide the Leadplane-qualified pilot and fuel, while the Contractor must provide the aircraft, Instructor Pilot, insurance, and all scheduled and nonscheduled maintenance to maintain FAA airworthiness and DOI policy compliance.

The minimum aircraft specifications include FAR Part 23 or Part 25 certification with a Standard Airworthiness Certificate, single-pilot operation capability, IFR/VFR Day/Night certification, and Known Icing capability. The aircraft must accommodate one pilot plus four passengers (including co-pilot seat), achieve a minimum airspeed of 215 KTAS at 15,000 feet, carry a 525-pound payload with four hours fuel plus 30-minute reserve, and operate from 4,000-foot runways at 3,000 feet pressure altitude and ISA +37° Celsius. The manufacturer must provide engineering and logistical support and approve the aircraft for the ASM Leadplane special mission profile. Respondents must provide company information including name, address, point of contact details, business size standard, and number of available aircraft with configurations. This RFI does not constitute a solicitation, promise to award a contract, or obligation for payment, and responses will not be returned. No funds have been authorized for this effort.

RFI Purpose

Vendors are specifically requested to indicate whether they can provide one aircraft, each meeting the minimum specifications outlined below. The purpose of this contract is to obtain fully a Contractor operated and maintained on call aircraft when needed for flight services for the USWFS Aerial Supervision Module (ASM) Program for use as a Leadplane. DOI pilots perform aerial supervision over incidents such as wildland fires, coordinating and leading air tankers, transportation of personnel and/or cargo, and related activities. The USWFS operates its ASM Leadplanes throughout the contiguous United States, Alaska, and occasionally in Canada and over Mexico. The Government will provide the Leadplane qualified pilot and fuel.

The Contractor will provide the aircraft, Instructor Pilot, insurance, and maintenance, both scheduled and nonscheduled, as required to keep the aircraft airworthy in accordance with Federal Aviation Administration (FAA) regulations and DOI policy.
