About this file

This is a solicitation amendment and associated Q&A document for a Request for Quote (RFQ) for light installation services at the Iwo Jima Marine Corps Memorial in Arlington, Virginia. The Department of the Interior's Interior Business Center, Acquisition Services Directorate issued RFQ 140D0427Q0879 as a Total Small Business set-aside under NAICS Code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a $19.0 million business size standard. The amendment extends the closing date to October 16, 2026 at 3:00 PM EDT and provides responses to 103 contractor questions received during the solicitation period. The contract involves installation of 30 government-furnished ERCO Castor Lights (20 800MM bollards and 10 500MM bollards) to replace inoperable existing fixtures at the memorial's walkway.

The scope of work consists of two phases: Phase 1 (seven calendar days) includes electrical wiring inspection and replacement of deficient conductors at approximately 15 of the 30 fixture locations (assuming 50-foot average replacement length per run), installation of junction boxes, grounding, and connections to existing electrical service; Phase 2 (ten calendar days) encompasses mounting location preparation, fixture installation using Hilti concrete anchors or approved equals, electrical connections, grounding, alignment, and testing. The contractor must repair or replace approximately 15 existing concrete bases (with new bases for three locations where repair is infeasible), perform nighttime testing to confirm proper illumination, provide a 30-day warranty period for correcting installation-related deficiencies, and restore all disturbed areas. The period of performance extends from October 20, 2026 to November 27, 2026, with work scheduled to avoid the Marine Corps Marathon (October 25) and Marine Corps Birthday (November 10). Government-furnished fixtures will be delivered to the GWMP NPS Maintenance Yard approximately October 30, 2026. The contract is firm fixed-price; offerors must provide a price breakdown including materials and labor matrix in an unprotected Excel spreadsheet. Service Contract Act wage determinations apply (WD 2015-4281 Revision 39), and general liability insurance of at least $50,000 per occurrence is required. Quotes must be submitted electronically to the Contracting Officer, Angelina Clements, and payment will be processed through the Invoice Processing Platform (IPP). The amendment clarifies that this is a service contract (not construction), no bonds are required, work is maintenance-level with no project-specific permit needed, and the worksite jurisdiction is Arlington, Virginia. Contractors may invoice Phase 1 completion separately with balance due at final acceptance.

Iwo Jima Light Installation Questions Question

# Contractor Question Government Response

Could you please share what the 30 government-furnished replacement fixtures look like — a photo or the manufacturer and model number would be ideal.

Please review updated Statement of Work Paragraph 1.0 and Attachments with ERCO Fixture Spec Sheets

SF1449 block 8 shows 10/15/2026 at 1700 ED, while Section A and the FAR 52.212-1 addendum require 3:00 PM ET/EDT on October 15.

Please confirm the controlling quote receipt time and issue the correction to all offerors.

The closing time has been corrected to reflect a closing time of

3:00EDT

Please reconcile the October 20-November 27 cover period, Phase 1 seven days excluding inclement weather starting within two days of award, Phase 2 ten days from delivery notification, and the 21-calendar-day deliverable. Confirm whether each phase is calendar or working days, the start trigger, required finish, expected fixture delivery, allowed phase overlap, and event blackout/access periods around October 25 and November 10.

The overall period of performance listed encompasses all required work in addition to the expected events. The per-phase POP remains what is stated in the Solicitation. Phase 1 is 7 calendar days and Phase 2 is 10 calendar days. Paragaph 13 of the Statement of Work has been updated to align with Paragraph 7.

Please provide the October 7 site-visit records and Q&A, all referenced contract drawings, fixture-location plan, existing one-line/as-builts, photographs and utility records. If no measured plans are available, can an additional inspection be scheduled before quotes are due? Was October 7 attendance a condition of quote eligibility?

All questions from the Site Visit are included in this amendment.

Additional Site Visits will not be held, though the location is open to the public.

Electrical Site Plan Markup (circa 2004) is attached indicating color-coded locations of lights to be replaced, as well as relevant locations/runs of service utility points, conduits, and underground vaults.

Additionally, 2004 Electrical Plan/Panel sheets E3-E8 (E1 and E2 were old Demo) are attached for reference.

A color-coded image of GIS site utility information is also attached for general reference.GIS image is general only and shall not be used as basis for any ground work. If ground work is required, field verify conditions.

Operating voltage is shown on attached Site Plan (circa 2004).

Panels have not changed since this time. Existing panels, breakers, photocells, timers, and controls are observed to function and shall remain.

Please identify the government-furnished replacement fixture manufacturer/model, voltage/wattage, dimensions/weight and complete supplied kit contents, including drivers, mounting bases/plates, anchors and connectors. Provide installation instructions and confirm quantity, delivery date/location, unloading, staging/storage and transfer-of-custody requirements.

See Response to Questions 1 and 22. Additionally, Beyond plans record (attached) conduit conditions are not fully known. Existing field observations and maintenance staff input indicate that the majority of the underground conduit system is generally serviceable. For bidding purposes, contractors shall assume the following:Existing raceway system consists of 2-inch Schedule 40 PVC conduit.Existing conductors consist of three (3) No. 10 AWG conductors and one (1) No. 10 AWG grounding conductor.Existing conduit routes shall remain in service unless field conditions demonstrate otherwise. The Government has no continuity testing, insulation resistance (megger), or failure documentation available.Contractors shall not assume full circuit replacement.Contractors shall assume replacement only of deficient conductors identified through required field testing. At each bollard location, the contractor shall perform:-Continuity testing of all conductors entering and leaving the location.-Insulation resistance (megger) testing of all conductors entering and leaving the location.- Where either test indicates conductor failure or unacceptable condition, the contractor shall replace the affected conductors in kind. For bidding purposes, contractors shall assume:-Replacement of conductors at 15 of the 30 bollard locations.-An average conductor replacement length of 50 feet per conductor run.-Existing conduits are usable and suitable for conductor replacement efforts.Any conductor replacement work determined unnecessary based upon testing results shall be credited back to the Government. No new conduit routes, service modifications, control-system modifications, or electrical design services are required under this solicitation

Please provide circuit quantity, voltage/phase, existing conductor and conduit sizes/routes/lengths, test results and known failed sections.

Must offerors price full circuit rewiring or only replacement of deficient wiring? Identify required new routes and specify conductor/ground sizes, raceway type/size, boxes and service/control work, or state who is responsible for their final design and approval.

See Response to Question 5

Please provide existing-base condition and the approved fixture mounting detail. How many new bases or base repairs are required, and what are their dimensions, concrete/reinforcement/cure requirements? For Hilti concrete anchors or approved equal, identify anchor type/diameter/embedment, number per fixture and any inspection or pull-test requirement.

The replacement fixtures shall be mounted in accordance with the manufacturer's published recommendations.Contractors shall provide:-Manufacturer-recommended base plates.-Stainless steel mounting hardware.-Anchor systems suitable for exterior concrete installation and approved by the fixture manufacturer. For existing concrete bases, contractors shall assume repair and reuse where practical. For bidding purposes, contractors shall assume:- Repair/regrout/re-anchor of fifteen (15) existing bases.-Replacement of three (3) concrete bases in their existing locations where repair is determined impractical or infeasible. As a basis for pricing, base repairs may include:-Removal of deteriorated grout.-Surface preparation.-Installation of approved adhesive anchors (such as Hilti HIT-HY 200 V3 adhesive anchoring system with compatible threaded rod, or approved equal).-Re-establishment of fixture bearing surfaces using a non-shrink structural grout suitable for exterior concrete applications (such as Hilti Precision Grout, Five Star Grout, SikaGrout, or approved equal).Contractors shall verify anchor diameter, embedment depth, edge distances, and spacing requirements based on fixture manufacturer requirements and field conditions. No proof-load or pull testing is required unless a visibly deteriorated base condition warrants additional evaluation and the Government directs such testing. For the three assumed base replacements, pricing shall include:- Demolition and disposal of existing base.- New concrete base construction.- Reinforcement as required for a structurally sound installation.- Restoration of disturbed surfaces. If an existing base can be successfully repaired rather than replaced, the contractor shall provide an equitable credit to the Government.Any turf areas disturbed as part of authorized work shall be:Backfilled with suitable material.Restored to original grades.Seeded to match existing conditions. The Government will provide seeding specifications for restoration.

Please define permitted excavation routes, machine versus hand excavation restrictions, required cover/total depth/width, bedding/backfill/compaction requirements, utility-locate responsibilities, and any tree-root, cultural-resource or environmental monitoring restrictions. Provide disturbed surface types and restoration/acceptance requirements, including turf species and walkway matching.

For bidding purposes, contractors shall assume no excavation and replacement of conduits is required.

Based upon available maintenance information and site observations, the Government believes existing underground conduit is generally serviceable.

Should unforeseen conditions encountered during construction require…
