About this file
This is a Special Notice Announcement issued by the Department of the Interior's Interior Business Center on behalf of the Bureau of Indian Affairs, announcing the government's intent to issue multiple solicitations and award multiple purchase orders for appraisal and valuation services.
The announcement covers seven separate appraisal requirements across Indian lands in Alaska, Montana, and Wyoming. These include market value appraisals for advertised or negotiated sales in Yakutat, Alaska; appraisals to support negotiated land sales at Northern Cheyenne (three separate appraisals); an appraisal for property conveyance via gift deed at Fort Berthold; a market study in Big Horn County, Montana to support real property transaction decisions involving trust and restricted lands under 25 CFR Part 152; and an appraisal to assist in a potential land exchange at Rosebud Sioux Reservation. Specific technical requirements will be identified in future solicitations. The response deadline for contractor interest is June 23, 2026, at 3:00 PM Eastern Daylight Time, with responses to be submitted to AQDSAT@ibc.doi.gov.
Award will be based primarily on price, with the government selecting the technically acceptable quote presenting the lowest price. However, past experience and past performance may be used at the government's sole discretion to justify award to other than the lowest priced quote. Contractors must maintain active SAM.gov registration and possess the necessary licenses and professional qualifications for the state(s) in which they bid. The announcement includes set-asides for Indian-owned Small Business Economic Enterprises (ISBEEs) and Indian-owned Economic Enterprises (IEEs), as well as small businesses under NAICS 531320, with the government reserving the right to expand eligibility if fewer than two qualified firms respond to any requirement.
