About this file

This file is a Questions and Answers (Q&A) document for solicitation 140D0426R0078, issued by the Department of the Interior's Interior Business Center for contractor-provided helicopter flight services in Alaska.

The Q&A addresses six substantive clarifications regarding contract terms and requirements. Key points include: (1) availability charges apply daily for each day of hire regardless of aircraft location, with charges incurred only for contracted days rather than the full performance period, though charges cease if the aircraft or pilot cannot meet contract compliance; (2) the Government determines when a mechanic is required, with mechanics billed at a daily rate (updated from the original hourly rate) when requested and identified at time of hire; (3) a vertical compass card representation cannot substitute for a Directional Gyro, with no substitutions permitted; and (4) no waivers will be granted for Section B25.5.1 requirements. The document also confirms that Section C20.6 contains detailed specifications regarding mechanic pay items and on-site availability requirements, and that the solicitation has been updated to clarify the mechanic pricing methodology in the Additional Pay Items Schedule.

1Is the AV charged every day the helicopter has been contracted for work regardless of if the helicopter is at its designated base or away from base?Yes, availability is guaranteed for each day of hire reguardless of designated base. However, if the aircraft and or pilot are unabel to meet contract compliance, then unavailibity would incurr. The availability will only be for days of hire, not the full period of performance window of the task order.

In the past, the mechanic rate was negotiated between the vendor and the Government at a daily rate.Soliciation Section A- Additional Pay Items Schedule- has been updated to reflect the mechanic at a daily rate.
4Section: Section A - Schedule of Supplies/Services, Additional Pay Items Schedule, page 17, paragraph viiiiThe Note at the bottom of page 17 references Section C regarding Additional Pay Items; however, there does not appear to be any information in Section C regarding the Mechanic Pay Item. Please clarify how the Mechanic Pay Item is intended to be priced and applied. The solicitation has been updated to clarify information on the Mechanic Pay Item at Section C20.6. "When requested by the Government, the Contractor must provide a fully qualified mechanic who is on-site and immediately available to service and inspect the contract aircraft at the designated/alternate base."
