About this file

This is a Questions and Answers document for the DTRA Tunnel 7 Repair Request for Information (RFI). The document addresses clarifications regarding contractor responsibilities, government-provided resources, and project specifications for the tunnel repair and instrumentation work at White Sands Missile Range.

Key clarifications include: the DTRA batch plant will be available for concrete and shotcrete production, with DTRA personnel operating the plant while the contractor provides materials and equipment operators; the contractor is responsible for proposing and obtaining approval of concrete, grout, and shotcrete suppliers and mix designs; the contractor must provide office trailer and power since Capital Peak office complex is unavailable; a Tunnel 7 Inspection Report covering stations 0+56 to 2+58 will be provided to support excavation volume calculations; a geotechnical report is available upon request from the Contracting Officer; government-owned equipment (GOE) is available but availability cannot be guaranteed due to competing projects; the contractor is responsible for supplying concrete trucks and coordinating with approved suppliers through the submittal process; instrumentation support options must be bid together (labor and equipment); no timeline has been established for executing options; and there are no known hazards, hazardous materials, or residual contamination within Tunnel 7. The document confirms that all prospective vendor questions and responses are included in this formal document to ensure a consistent bidding basis, and that the Department of the Interior's Interior Business Center serves as the contract office while DTRA remains the job owner.

Section 3.2 – Site Conditions, along with the MW6 Design Specifications and RD-TS SOP, require the contractor to comply with all safety and environmental regulations and to implement appropriate hazard controls for underground operations.

Given the historical testing activities conducted at WSMR, please confirm whether there are any known hazards, hazardous materials, or residual contamination within Tunnel 7 or adjacent work areas that may impact construction activities.

If such conditions are known, please provide available documentation including prior testing reports, hazardous material surveys, environmental assessments, and any required handling or disposal procedures. There are no known hazards, hazardous materials, or residual contamination within Tunnel 7 or adjacent work areas that may impact construction activities.

The contract documents do not appear to identify the in-situ compressive strength of the surrounding rock mass or provide Rock Quality Designation (RQD) values for Tunnel 7.

Please confirm whether laboratory test data, geotechnical reports, core logs, compressive strength results, or RQD measurements are available for the work area. If available, please provide the relevant documentation.

This information is necessary to evaluate ground stability, anchorage performance, shotcrete application requirements, and overall construction methodology. Geotech Report is available to share, please request a copy from the Contract Specialist and Contracting Officer.

As referenced in Clause 3.1.3.3, Government Owned Equipment (GOE) is available for use by the KTR, with requests to be submitted in writing a minimum of 30 days in advance.
Please provide a list of the GOE currently available for use on the Tunnel 7 project. Will send list, the list is the inventory of what equipment is available. That does not mean that the equipment is readly availble, due to many projects going on at the same time, and equipment does break down. If it is available and functioning, vendors can utilize; however, its availability cannot be guaranteed.

Clause 3.1.1.3 references the Batch Plant Operating Guide for the use of DTRA’s batch plant; however, it is unclear who is responsible for supplying materials and operating the batch plant.

Please clarify:

oWho supplies concrete and shotcrete materials (Government or contractor); and
oWho is responsible for operating the batch plant (Government personnel or contractor).KTR will provide all material and operator to operate KTR's bucket loader. DTRA personnel will operate the batch plant.

Division 03 references coordination with a “Concrete Supplier” (Section 1.6.5 – Quality Control Program); however, the contract documents do not identify a specific supplier or batch plant.

Please confirm whether:

oA Government-designated concrete and grout supplier or batch plant is intended for Tunnel 7; or
oThe contractor is responsible for proposing and obtaining approval of the concrete and grout supplier (including batch plant) through the submittal process. The contractor is responsible for proposing and obtaining approval of the concrete and grout supplier through the submittal process. This includes concrete trucks. The government will provide the batch plant located near PHETS.

The specifications provide material performance and testing requirements; however, approved mix designs for concrete, grout, and shotcrete are not included in the contract documents.

Please confirm whether:

oPre-approved mix designs will be furnished by the Government; or
oThe contractor is responsible for developing, submitting, and obtaining approval of all concrete, grout, and shotcrete mix designs in accordance with the contract requirements and applicable standards. The contractor is responsible for developing, submitting, and obtaining approval of all concrete, grout, and shotcrete mix designs in accordance with the contract requirements and applicable standards.
Clause 3.3.11 states that the contractor shall provide the mine rescue crew with proper Personal Protective Equipment (PPE) for the duration of underground work and the instrumentation support period.
Please clarify the actual site requirements and identify what PPE and related support items were provided onsite by the incumbent and previous contractors. This question is asked as it is not uncommon for variances to be granted at sites such as WSMR.See OSHA 1926.800.g.05.

Regarding Options under Section 3.1 of the SOW, what is the timeframe for these options, and when is it anticipated that they would be executed? Additionally, will these options be completed together or individually (for example, 3.1.1.1 Option 1: Instrumentation Support (Labor), would likely need to be completed with 3.1.1.2 Option 2: Instrumentation Support (Equipment). No time frame for when options will be excuted. As for your example 3.1.1.1 Option 1: Instrumentation Support (Labor), would likely need to be completed with 3.1.1.2 Option 2: Instrumentation Support (Equipment) is correct.
