The government reserves the right to issue a competitive Request for Proposal based on responses received and retains sole discretion to proceed with the sole source award or pursue competition. Notice of Intent to Sole Source Department of the Interior, Interior Business Center, Acquisition Services Directorate
The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), intends to award a firm fixed price sole source contract, utilizing Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services in conjunction with the procedures outlined in FAR Part 15, Contracting by Negotiation, on behalf of the United States Park Police (USPP), to Bell Textron, Inc. for the procurement of two new Bell 412EPX helicopters and one new Bell 407GXI helicopter.
The required aircraft are the only helicopters in the size class that possess the performance capability required for USPP missions, including hoist, Medevac, search and rescue, surveillance, law enforcement support, dignitary protection, and mass casualty capabilities without changing configuration. Aircraft in the same engine category do not have the lifting capability, endurance, or mission versatility and would jeopardize mission success if utilized. Additionally, USPP is staffed with seven pilots who have been utilizing Bell aircraft to perform the missions outlined above. Pilot performance during high task loading situations is optimized when pilots are consistently flying the same make and model of aircraft and are not having to pause to consider the differences in emergency procedures, performance, and limitations between various makes and models of aircraft. The use of the same platform as the existing fleet increases the likelihood of mission success and greatly decreases safety risks.
This notice is issued in accordance with FAR 5.201. This notice serves to announce the Government’s intent to solicit and award this requirement as a sole source acquisition under the authority of FAR 6.302-1. No solicitation is available at this time, and this is not a request for competitive quotes. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government.
Any interested sources must submit sufficient documentation of their capabilities and qualifications demonstrating their ability to fulfill this requirement. The Government will consider all submissions received by 03:00 P.M. PST, 03 February 2026. Late responses will not be accepted. Please be advised that it is the offeror’s responsibility to ensure the Government receives your submission on or before the specified due date.

Respondents are responsible for appropriately marking any proprietary information. Responses will not be returned. Responders are advised that the Government will not reimburse for any information or administrative costs incurred in response to this Special Notice; all costs associated with responding to this Special Notice will be solely at the interested parties' expense.
Information received is solely for the purpose of determining whether to conduct a competitive acquisition. The Government reserves the right to issue a Request for Proposal (RFP) as a result of this announcement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based on the review of any responses to this notice.
