About this file
This is a Special Notice Announcement issued by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) for appraisal and valuation services.
The Government intends to issue multiple solicitations and award multiple purchase orders to qualified contractors for two specific appraisal requirements. The first appraisal, tracked under Bureau of Land Management internal number 44054953, is located at Joint Base Elmendorf Richardson in Alaska and will establish the Market Value of Eklutna/CIRI's selection rights in connection with a property exchange. The second appraisal, tracked under Bureau of Reclamation internal number 44056389, is located in Grant County, Washington and will support the non-federal side of a proposed acquisition/exchange. Price is the primary selection factor, with award going to the technically acceptable quote presenting the lowest price; however, past experience and/or past performance may be used at the Government's sole discretion to justify awarding to other than the lowest priced quote. Interested contractors must maintain active registration in the System for Award Management (SAM.gov) at the time of quote submission and award, and must possess the necessary licenses and professional qualifications required to perform appraisal services in the applicable state(s). Contractors should email AQDSAT@ibc.doi.gov by Tuesday, August 18, 2026 at 2:00 PM Eastern Daylight Time, indicating business size and specifying which appraisal(s) they intend to bid on. The announcement includes a small business set-aside under NAICS 531320; if fewer than two small businesses respond to any appraisal requirement, the Government reserves the right to issue the solicitation(s) on an unrestricted basis. Specific requirements will be identified in future solicitations, and this announcement may serve as the only notice issued for these appraisal services.
