About this file
This is a Special Notice Announcement for appraisal and valuation services issued by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD).
The government intends to issue multiple solicitations and award multiple purchase orders to qualified contractors for five appraisal assignments: (1) Bethel, Alaska—Bureau of Indian Affairs (BIA) for advertised or negotiated sale purposes, opinion of supported market value required per Statement-of-Work instructions (tracking number 44056218); (2) Anchorage, Alaska—BIA for advertised or negotiated sale purposes, market value opinion required (tracking number 44056219); (3) Dillingham, Alaska—BIA for advertised or negotiated sale purposes, market value opinion required (tracking number 44056332); (4) San Bernardino County, California—National Park Service to determine just compensation for property rights acquired or conveyed (tracking number 44056311); and (5) Fresno County, California—Bureau of Reclamation for partial property acquisition, not for other use (tracking number 44056314). Specific requirements will be detailed in future solicitations. The government will use price as the primary selection factor, awarding to the lowest-priced technically acceptable quote; however, past experience and performance may justify awarding to other than the lowest-priced quote at the government's sole discretion.
Interested contractors must maintain active registration in the System for Award Management (SAM.gov) at quote submission and award, and possess necessary licenses and professional qualifications required for the state(s) in which they bid. Contractors should email AQDSAT@ibc.doi.gov by Friday, August 14, 2026, at 2:00 PM Eastern Daylight Time, indicating business size and which appraisals they intend to bid on. If fewer than two Indian-owned Small Business Economic Enterprises (ISBEEs) or Indian-owned Economic Enterprises (IEEs) respond, the government reserves the right to issue solicitations to the broader small business community. If fewer than two small businesses under NAICS 531320 respond, solicitations may be issued on an unrestricted basis. This announcement may serve as the only notice issued for these appraisal services.
