About this file

This is an Amendment to Solicitation that provides answers to prospective offerors' questions and incorporates changes to solicitation 140D0426Q0802 for Exclusive Use Fire Helicopter Flight Services supporting the U.S. Wildland Fire Service in South Florida. The amendment clarifies that emergency pop-out floats are not required for the aircraft; tundra pads remain mandatory per Section A1. All questions regarding float requirements, installation, storage, and government provision have been resolved by deleting Section B6.14.2 and confirming that only tundra pads are needed. The amendment also confirms that a cargo basket is required for all offerors, with updated specifications mandating a minimum length of 90 inches and minimum load capacity of 250 pounds, with quick attach/detach capability. Additionally, the Public Address (PA) system requirement has been deleted from Section B7.5.4, meaning PA systems are no longer required for contract performance.

The solicitation seeks one light helicopter for exclusive use during 120 calendar days (January 15–May 15) based at Everglades National Park or Big Cypress National Preserve, with a five-year ordering period structure. The aircraft must meet minimum requirements including five insured passenger seats, 1,200-pound non-jettisonable internal payload at specified conditions, turbine engine powerplant, 120-knot VNE, 14 CFR Part 27 certification, skid-type landing gear with tundra pads, and crash-resistant fuel system. Pricing includes daily availability rates, flight hour rates, and extension rates for all five contract years with a $10,000 not-to-exceed amount for additional pay items. The minimum guarantee is 120 days of daily availability in the base year, with a maximum ceiling of $5,000,000. The contract requires contractor-operated and contractor-maintained services including pilot, mechanic, fuel service vehicle driver with relief personnel, and all associated equipment and maintenance. An Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract vehicle is being used with task orders to obligate funding for each ordering period.

Please see attached Questions & Answers and conformed solicitation containing all changes.

Period of Performance: 01/01/2027 to

12/31/2031

Question 1 Section A1 and B14 Page 8 and 16 Paragraph A1 and B6.14.2

In the A1 Requirements the landing gear requirements is "Skid Type with Tundra Pads", in B14.2 there are listed Emergency Pop-out floats. Are Pop out floats required for this solicitation?

Answer 1 No, emergency pop-out floats are not required for this solicitation. Section B6.14.2 is deleted.

Tundra pads are required per Section A1.

Question 2 Section B14 Paragraph B6.14.2

Is the performance required for the contract to be calculated with the pop out floats as part of the aircraft installed equipment?

Answer 2 No, emergency pop-out floats are not required for this solicitation. Section B6.14.2 is deleted.

Tundra Pads are required per Section A1.

Question 3 Section B14 Paragraph B6.14.2

Is the contract to performed with the pop out floats installed at all times?

Answer 3

Question 4

Paragraph B6.14.2

If not, will the government be providing storage for the floats when not required?

Answer 4

Question 5

Paragraph B6.14.2

If the contract is not to be performed with the pop out floats at all times, when the government orders the pop out floats to be installed, will they be installed while on contract?

Answer 5

Question 6 Section B6 Paragraph B6.21.2

Confirming a cargo basket is required for all offerors?

Answer 6 Yes, a cargo basket is required for all offerors.

Question 7

Paragraph B6.21.2

What size basket is required by the contract if a basket is required for all aircraft offered? Is a "medium size basket" acceptable if a basket is required?

Answer 7 Section B6.21.2 is updated to add the following: The basket must have a minimum length of 90 inches and a minimum load capacity of 250 lbs. The basket/rack must be quick attach/detach.

Question 8 Section B7 Paragraph B7.5.4

Confirming a PA system IS required and must be installed for contract performance?

Answer 8 PA system is NOT required. Section B7.5.4 is deleted.

Question 9

Paragraph B6.5.1

The offeror's Airbus H145 (D3) aft cabin seats are FAA-approved, energy-attenuating utility seats (UH-72 Lakota type). Each seat has a fixed 4-point restraint (two shoulder straps and a lap belt), certified under TSO-C114 and fastened with a single-point, metal-to-metal, USFS-standard lift-lever buckle. The certified seat design does not include inertia reels. Will the Government accept these fixed shoulder harnesses, without inertia reels, as meeting B6.5.1?

Answer 9 Section B6.5.1 is updated to add the following: Note: If energy attenuating the seats are installed with either single diagonal strap or double strap having a single-point, metal-to metal quick-release buckle then inertia reels are not required.

Question 10

Paragraph B6.14.2

Requires emergency pop-out floats with fixed provisions installed. The offered Airbus H145 (D3) is a twin-engine helicopter with one-engine-inoperative (OEI) capability, so it can continue flight to a suitable landing area after an engine failure. Will the Government waive the float requirement, including the fixed provisions, for a twin-engine aircraft with OEI capability? If floats remain required, will the Government accept a float kit installed only when requested, with no fixed provisions left on the aircraft at other times?

Answer 10 Emergency pop-out floats are not required for this solicitation. Section B6.14.2 is deleted. Tundra Pads are required per Section A1.

Question 11

Paragraph B6.21.1

Requires a 15-cubic-foot baggage compartment within the fuselage, designed to carry cargo separate from the cabin. The Airbus H145 (D3) has no separate baggage compartment; its cargo area is the aft cabin, reached through the rear clamshell doors. The offeror has an FAA-approved cargo divider that separates the aft cargo area from the passenger seating, giving a massive 60+ cubic feet of enclosed cargo space that fits 58-inch tools, with a cargo restraint system per B6.22.

Will the Government accept this FAA-approved divider installation as meeting B6.21.1?

Answer 11 No, "separate from the cabin" is required by the Government.

Question 12 Section A Paragraph A3.1

Could the USWFS review and adjust Extended Rates annually like the USFS? This would help avoid creating an economic hardship on the vendor performing the contract when Government mandated wages set via DoL Wage Determination, exceed the fixed extended rates set at the beginning of the 5 year contract performance period.

Answer 12 No change to the terms in Paragraph A3.1.

Question 13 Section A Paragraph A3.1

Due to the Volatile nature of the price of diesel can we get the per mile rate reviewed on an annual basis to account for changes in the cost of Diesel instead of it being fixed for 5 years? As it is impossible to know how many miles will be driven on contract from year to year.

Answer 13 No change to the terms in Paragraph A3.1.

A3.2 Aviation Fuel Information

The contract's hourly flight rates are subject to economic price adjustments (EPA) for changes in the price of the Jet Fuel contiguous United States (CONUS) fuel base price (see C13, Economic Price Adjustment-Fuel).

IMPORTANT NOTICE: The hourly flight rates proposed are subject to adjustment, up or down, due to the fluctuation in jet fuel price from the reference below. It is important for the contractor to understand the ramifications of the contract's Economic Price Adjustment clause (see C13). The referenced price below (in this section) should be considered when developing the hourly flight rates offered in your quotation. If the referenced price per gallon for jet fuel changes in accordance with section C13, the Government or contractor is entitled to an adjustment to the hourly flight rates based upon the change in fuel price per gallon and the economic cruise speed and fuel consumption of the contract aircraft. The Contractor agrees to accept price adjustments, up or down, based upon its aircraft fuel consumption information and the current reference price of jet fuel at the time of the adjustment. The adjustments will be made via issuance of a bilateral

USWFS Exclusive Use Type 3 Helicopters 13 Solicitation # 140D0426Q0802 Everglades NP modification, which must be agreed to by both parties prior to being fully executed.
