About this file

This document is a Combined Synopsis Solicitation Amendment 2 (140D0426Q0576) issued by the U.S. Department of the Interior's Interior Business Center that clarifies requirements and answers ten pre-award questions regarding a Request for Quote (RFQ) for Globus software subscriptions.

The RFQ seeks two items: (1) Globus High Assurance Subscription Renewal and (2) Globus for Amazon S3 (High Assurance Level). Both items must match the existing National Cancer Institute (NCI) account configuration. The subscription ID cannot be disclosed publicly due to security concerns. The Government confirmed that the scope is limited to software subscription renewal, maintenance, updates/upgrades, and standard technical support (Monday–Friday, 9 a.m.–5 p.m. Central Time), with no installation, deployment, configuration, integration, professional services, onsite support, or travel required. Questions must be submitted by July 10, 2026 at 10:00 a.m. Eastern Time, and quotes must be submitted by July 20, 2026 at 10:00 a.m. Eastern Time to Melissa_Onyszko@ibc.doi.gov and Patrick_Jackson@ibc.doi.gov. Any Globus-authorized reseller may submit a quote with proof of authorization from Globus, though such documentation may be requested. A Voluntary Product Accessibility Template (VPAT) must be submitted with the quote; alternatively, if Globus has prepared a blanket VPAT for these specific subscriptions, that may be submitted instead. Representations, certifications, and reseller proof documentation are not required at quote submission but may be requested after price evaluation.

The purpose of this Combined Synopsis Solicitation 140D0426Q0576 Amendment 2 is to answer questions, as follows:

1. Question: Amendment confirmation. Please confirm Amendment 0001 applies to

Solicitation 140D0426Q0576 and establishes the current deadlines as: questions due July

10, 2026 at 10:00 AM ET and quotes due July 20, 2026 at 10:00 AM ET, notwithstanding the conflicting dates appearing in the original solicitation narrative.

Answer: Amendment 1 did apply to solicitation 140D0426Q0576 and updated the information to Quotes submitted in response to this RFQ must be emailed to

Melissa_Onyszko@ibc.doi.gov and Patrick_Jackson@ibc.doi.gov; no later than 10:00

AM Eastern Time, July 20, 2026, to be considered for award. Questions related to this

Request for Quote (RFQ) package must be emailed to Melissa_Onyszko@ibc.doi.gov and

Patrick_Jackson@ibc.doi.gov not later than 10:00 AM Eastern Time, July 08, 2026…

This amendment also extends the questions submission date to July 10, 2026, 10:00 AM

ET.

2. Question: Item numbers / SKUs. Please provide the manufacturer, reseller, or product

SKUs/part numbers for each required item, or confirm that the item descriptions in the solicitation and Attachment 4 are sufficient to satisfy the technical acceptability requirement of providing the correct item number/quantity:

1. Globus High Assurance Subscription Renewal

2. Globus for Amazon S3 (High Assurance Level)

Answer: The subscription ID is a license key and can’t be made public. Anyone with this ID can register a node to the subscription. Globus knows NCI by referencing: NIH -

National Cancer Institute (NCI).

3. Question: Subscription renewal basis. For the Globus High Assurance Subscription

Renewal, please confirm the license metric or renewal basis required for an apples-to-apples quote — specifically whether offerors should price a single organizational High

Assurance subscription or match an existing subscription/account configuration.

Answer: Account to match is: NIH - National Cancer Institute (NCI)

4. Question: Existing account identifier. If an existing Globus account number, subscription

ID, or customer renewal identifier is required for Carahsoft/Globus to quote the renewal, will the Government provide that information to authorized resellers, or should offerors price based solely on the descriptions and period of performance stated in the RFQ?

Answer: Account to match is: NIH - National Cancer Institute (NCI)

5. Question: Amazon S3 connector scope. For Globus for Amazon S3 (High Assurance

Level), please confirm whether the requirement is for one Amazon S3 High Assurance connector subscription, and whether pricing should account for any specific number of

S3 storage gateways, buckets, collections, storage volume, or transfer volume.

Answer: Account to match is: NIH - National Cancer Institute (NCI)

6. Question: Scope boundaries. Please confirm that the scope is limited to software subscription renewal, maintenance, updates/upgrades, and standard technical support

(Mon–Fri, 9am–5pm CT), and that no installation, deployment, configuration, integration, professional services, onsite support, travel, or other direct costs are required.

Answer: Confirmed, no installation, deployment, configuration, integration, professional services, onsite support, travel, or other direct costs are required.

7. Question: Authorized reseller proof. Please confirm what documentation will satisfy the

“proof of being an authorized reseller” requirement — for example, a letter from

Carahsoft, a letter from Globus/University of Chicago, or documentation showing the offeror is an authorized Carahsoft channel/reseller partner for Globus.

Answer: Please provide documentation from Globus authorizing Carahsoft to utilize your company as a reseller.

8. Question: Reseller eligibility. Please confirm whether any authorized small business reseller capable of providing the brand-name Globus items may submit a quote, or whether the Government requires the quote to come directly from Carahsoft or another specifically named reseller.

Answer: Any Globus-authorized reseller can submit a quote. Note that proof of being an authorized reseller may be requested.

9. Question: Submission timing for VPAT/reps & certs. Section 2 instructs offerors to submit completed provisions and the VPAT with the quote, while Section 3 states the lowest-priced offeror will be asked to provide the VPAT, representations/certifications, and reseller proof. Please confirm whether those documents must be included with the initial quote submission or only provided upon Government request after price evaluation.

Answer: The offeror may submit the VPAT/reps & certs with the quote they are already prepared. However, they are not required at time of submitting the quote.

10. Question: Section 508 VPAT/ACR source. For Section 508 compliance, please confirm whether the current vendor-provided Globus VPAT/Accessibility Conformance Report

(ACR) will satisfy the RFQ’s VPAT/ACR requirement for this brand-name SaaS subscription renewal.

Answer: A VPAT will need to be submitted with the quote. If Globus has already prepared a blanket VPAT for these specific subscriptions, that can be submitted instead.
