About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for solicitation number 140D0426Q0566, issued by the Interior Business Center, Acquisition Services Directorate on June 12, 2026. The amendment addresses vendor questions related to appraisal services for multiple land allotments and clarifies government requirements regarding resource analysis, report structure, and property access assumptions.
The amendment provides responses to six vendor questions concerning the appraisal assignment. The government confirms that no allotments have economic mineral resources and will provide a mineral consultation report post-award. For parcels with timber, the government will furnish timber statements reflecting net stumpage value for allotments 182 1679 and 182 1541 post-award. The government requires separate appraisal reports for each allotment rather than a single project report. All allotments should be appraised with the general assumption of legal and physical access to public roads. For parcel 182 1679 (94 acres split into non-contiguous parcels), the appraiser must provide a single combined valuation rather than separate values. All other solicitation requirements remain unchanged.

Amendment Attachment 001 Questions and Answers
Solicitation – 140D0426Q0566
Question No. Question Government Response
Please confirm whether any of the subject tracts contain merchantable timber, mineral interests, water rights, or other reserved or severable property interests requiring separate analysis or valuation. If such interests are present, may the appraiser engage qualified third-party specialists (e.g., foresters, timber cruisers, mineral or resource valuation consultants) to assist in developing those components of the appraisal assignment, with the appraiser retaining responsibility for the final value opinion?
No allotments in this project have potential for economic mineral resources. A mineral consultation report will be provided to the appraiser awarded the contract. No allotments in this project have positive net stumpage value.
Timber statements reflecting net stumpage value for 182 1679 and 182 1541 will be provided to the appraiser awarded the contract.
For tracts containing merchantable timber or other resource-related interests, will AVSO provide timber statements, timber cruise data, title documentation, or other supporting information, or will the appraiser be expected to independently develop all resource-related data and analyses?
See the response to question number one.
Does the Government want separate appraisal reports for each parcel/case, or one project report with individual values for each parcel?
Please provide an appraisal report for each allotment.
A couple of the parcels do not appear to touch a public road. Do these parcels lack legal or physical access, or should they be appraised as if they have access?
Make a general assumption that all allotments have legal and physical access.
Parcel 182 1541 appears to have significant timber cover, possibly 80–90 acres. Will the Government provide a timber statement after award, or should the appraiser include a timber cruise or timber specialist in the quote
See the response to question number one.
6 Parcel 182 1679 appears to be 94 acres split into two proximate but non-contiguous parcels. Should the appraiser provide one value for the entire 94 acres, or separate values for each non-contiguous parcel?
Please provide one value for the entire 94.0-acres.
