About this file
This is an Amendment Attachment containing Questions and Answers for federal contract solicitation 140D0426Q0544. The document does not address specific products or services required, response dates, award dates, or pricing terms; rather, it clarifies requirements and assumptions related to probate appraisals for vacant land parcels.
The government confirms that four tracts of land, each between approximately 40 and 160 acres in size, require appraisals for probate purposes. All four parcels are for the same individual with a date of death in 2015, and the appraisals will be retrospective valuations as of the dates of death, which will not be disclosed during the proposal phase. Contractors are prohibited from relying on sales that occurred after the date of death for valuation conclusions, despite USPAP guidelines that may permit such use. The government clarifies that physical inspections are not required for probate appraisals of vacant land, and consequently, flyover inspections are not authorized. These clarifications address common appraisal methodology questions and establish the scope limitations for contractors preparing proposals.

Amendment Attachment 001 Questions and Answers
Solicitation – 140D0426Q0544
Question No. Question Government Response
Context: On page 1 of the SOW the legal description says 40-to-160-acre parcels but under acreage it says 2.5 acres or less per Case No.
Question: Looking at the exhibits, it looks like all four are in the 40-to-160 category – correct?
The 2.5 acres is a typo, the tracts are between approximately 40 and 160 acres in size.
Question A: Confirm all four are for probate?
Question B: If so, these will be retrospective appraisals as of the dates of death – but those dates won’t be disclosed for consideration in our proposal – correct? I ask because I’ve seen some that are +/- 20 years ago – this complicates the data search, selection, etc.
Yes, all four are for probate for the same individual with a DOD in the year 2015.
Context: Previously, we’ve been instructed that we cannot use sales after the DoD despite USPAP guidelines.
Question: Confirm?
This is correct, sales after the DoD are not to be relied upon for the valuation conclusion.
Assumption: An inspection is not required for probate appraisals of vacant land.
Question: correct?
An inspection is not required.
Assumption: All the locations are remote.
Question: If inspections are required, flyovers would be authorized?
Inspections are not required.
