About this file
This is a Questions and Answers (Q&A) amendment document for federal solicitation 140D0426Q0491 regarding appraisal services.
The document addresses a single clarification question regarding subject property inspection requirements for probate appraisals. The questioner noted a discrepancy between the current solicitation's apparent requirement for subject property inspections and past solicitations where no such inspections were required. The government response clarifies that, based on the Statement of Work for contract Warm Springs_26_2, retrospective opinions of value do not require personal inspection of the subject property. The response cites specific SOW language stating that while direct supervision by a State Certified General Appraiser includes performing inspections of the subject and comparable sales "if inspections are required," the retrospective nature of this project eliminates that requirement. Consequently, no subject property inspections are required for this contract.

Amendment Attachment 001 Questions and Answers
Solicitation – 140D0426Q0491
Question No. Question Government Response
1 The SOW states that subject property inspections are required. In past solicitations for probate appraisals, no subject property or comparable sale inspections were required. Please clarify.
Reviewing the statement of work for contract Warm Springs_26_2, it reads on page 4, “Requests for retrospective opinions of value do not require a personal inspection of the subject property.” And, on page 6, item #5 reads, “Direct supervision means the State Certified General Appraiser will be on-site to supervise, aid in analyzing and writing of the applicable approaches to value and will perform the inspection of the subject and comparable sales, if inspections are required.” Since this project involves the appraiser to develop retrospective opinions of value, no subject property inspections are required.
