About this file
This is a Questions and Answers (Q&A) amendment document for federal appraisal contract solicitation 140D0426Q0446 issued by the Interior Business Center. The document addresses four clarifications from potential bidders regarding requirements and evaluation criteria for completing 26 property appraisals.
Key clarifications include: (1) Yellow Book (GASFLA) standards are not required; only compliance with the Statement of Work and USPAP is mandatory; (2) review appraisers may discuss appraisal formats and content during a required pre-work conference, though this discussion will not extend the agreed delivery deadline; (3) the government will evaluate proposals based on best value considering multiple factors including fee and delivery timing, and bidders may submit alternative scenarios if solicitation documents permit multiple bids; and (4) when two separate contract solicitations exist, each will be reviewed independently using the same best-value evaluation criteria that account for fee, timing, and other documented factors. Bidders with capacity to complete multiple jobs may submit scenarios reflecting different award combinations if the solicitation documents allow.

Amendment Attachment 001 Questions and Answers
Solicitation – 140D0426Q0446
Question No. Question Government Response
1 Question: Are the 26 reports to be completed under Yellow Book standards?” And if so, I expect the “larger parcel” requirements to make the overall assignment more time consuming and difficult. My subject parcels could be very different (larger) than the “tract Listing Table” shown within the quote package.
UASFLA is not a requirement for any of these appraisals, only compliance with the Statement of Work, which also requires compliance with
USPAP.
2 Question: If I am awarded the assignment, can I have the review appraiser look at/review my first job for questions/edits? This will eliminate redundancies in future reports and assist with a quicker completion of the assignment.
Vetting the format prior to submission of the assignments would be best practice but won’t extend the agreed upon delivery date. Appraisal formats and content can be a topic of discussion during the required pre-work conference between the assigned review appraiser and the awarded appraiser.
3 Question: I can complete the assignment within a 60-day period; however, my fee would change (go downwards 15%) if I was given 100 days to complete the assignment.
The solicitation will consider the best value to the government based on a number of factors detailed in the solicitation documents, including fee and timing of delivery. If the solicitation documents accommodate multiple bids, please submit both scenarios.
4 Question: I received a bid package for Case Name AQD_NAV_2026_01 from Morgan Schickler and Ann T.
Woodall. This package included an additional 28 properties. Does the Interior Business Center want two separate appraisers for the overall job or will there be a single award for both jobs? I can complete both jobs, but I need more time than 60 days.
Each of the two contract solicitations will be reviewed separately. The solicitation will consider the best value to the government based on a number of factors detailed in the solicitation documents, including fee and timing of delivery. If the solicitation documents accommodate multiple bids, please submit both scenarios where one or both bids are awarded.
