About this file
This is an Amendment to a federal solicitation (Amendment 001) for exclusive use helicopter flight services at Mesa Verde National Park in Colorado. The solicitation (140D0426Q0396) seeks a fully contractor-operated and maintained light helicopter with a five-year ordering period, with the exclusive use period of 120 calendar days (May 15 through September 12) each year, based at Ft. Lewis Helibase in Hesperus, Colorado. The contractor must provide one helicopter meeting minimum requirements including five passenger seats (non-jettisonable payload of 1,000 pounds at 7,000 feet), turbine engine, 130-knot airspeed, 14 CFR 27 certification, crash-resistant fuel system, and dual hydraulics as a target enhancement. The contract encompasses an Indefinite-Delivery, Indefinite-Quantity (IDIQ) vehicle with a maximum ceiling of $8,000,000 and a minimum guarantee of 120 days of daily availability in the first year. Pricing schedules require offerors to provide daily availability rates and flight hour rates across all five contract years, with estimated quantities of 250 flight hours annually and 50 flight hours for extensions. The amendment incorporates answers to seven questions submitted by prospective offerors addressing equipment specifications, including clarifications that the Airbus H145's Fenestron tail rotor is not acceptable as equivalent to the BLR FastFin system, the 300-pound external cargo basket rating is mandatory, and the 15-cubic-foot baggage compartment must be separate from the cabin.
The solicitation requires contractors to hold FAA Part 135 Air Carrier Certificate, Part 133 Rotorcraft External Load Operations Certificate authorizing Class B loads, and Part 137 Agricultural Aircraft Operations Certificate. Extensive technical specifications mandate specific avionics systems including dual VHF-AM transceivers, two P25-compliant VHF-FM transceivers, Emergency Locator Transmitter, GPS navigation, traffic awareness systems, and Automated Flight Following (AFF) satellite-based aircraft tracking compatible with the government's AFF Program. Personnel requirements include a pilot-in-command with relief pilot, mechanic with relief mechanic, and fuel service vehicle driver with relief driver. For Lower 48 operations, a fuel servicing vehicle with minimum 12 hours of usable fuel capacity, 10-gallon-per-minute flow rate, and Spill Prevention, Control, and Countermeasure (SPCC) Plan compliance is mandatory. Additional pay items are specified for standby crew rates ($70/hour for pilots), fuel servicing vehicle mileage at varying rates based on tank capacity ($2.39 to $7.59 per mile), and fuel charges for Alaska operations at actual cost. The contract includes economic price adjustment provisions for jet fuel fluctuations based on reference fuel prices from regional airports near Mesa Verde (ranging from $8.25 to $10.95 per gallon), with adjustments made via bilateral modification when fuel prices change by more than a specified threshold.

This amendment is issued to provide answers to the questions asked by prospective offerors and to incorporate changes in the solicitation.
Please see attached Questions & Answers and conformed solicitation containing all changes.
Period of Performance: 03/01/2027 to
02/29/2032
Question 1 Section A1 Paragraph Minimum Helicopter Requirements
BLR FastFin is not available for the Airbus H145. The H145 uses a factory Fenestron enclosed tail rotor designed to provide yaw authority and resistance to loss of tail rotor effectiveness, which is the purpose of the FastFin system. Will the Government accept the H145's Fenestron and factory tail design as an "equivalent system" that meets this minimum requirement? If so, what documentation should the offeror submit to show equivalency?
Answer 1 No, the Government doesn’t accept Fenestron as an equivalent system.
Question 2 Section B6 Paragraph B6.21.2
The FAA-approved external cargo basket available for the H145 is rated at 200 lb, below the 300 lb minimum specified. The H145 cabin offers a large flat floor with tie-downs (B6.6) that accommodates 58-inch tools and bulky cargo internally. Will the Government accept a 200 lb-rated basket for the H145, given this internal cargo capacity? Would doing so affect the technical evaluation or acceptance at contract inspection?
Answer 2 No, the Government requires the 300 lb-rating for operational capability.
Question 3 Section B6 Paragraph B6.21.1
Calls for a 15 cubic foot baggage compartment "separate from the cabin." The H145's aft cargo area, reached through the rear clamshell doors, exceeds 15 cubic feet (approximately 45 cubic feet with 6 seats) and is integral to the cabin. Will the Government accept this aft cargo area, with approved cargo restraint (B6.22), as meeting B6.21.1? If not, what configuration would be acceptable?
Answer 3 No, "separate from the cabin" is required by the Government.
Question 4 Section A
Paragraph A3.1
Due to the Volatile nature of the price of diesel can we get the per mile rate reviewed on an annual basis to account for changes in the cost of diesel instead of it being fixed for 5 years? As it is impossible to know how many miles will be driven on contract from year to year.
Answer 4 No change to the terms in Paragraph A3.1.
Question 5 Section A Paragraph A3.1
No Extended Pay Rate is specified for the Mechanic. What is the Extended Pay Rate for the Mechanic?
Answer 5 Pilot is removed from the description. There is a single standby rate for all crew members.
Question 6 Section A Paragraph A3.1
Could the USWFS review and adjust Extended Rates annually like the USFS? This would help avoid creating an economic hardship on the vendor performing the contract when Government mandated wages set via DoL Wage Determination, exceed the fixed extended rates set at the beginning of the 5 year contract performance period.
Answer 6 No change to the terms in Paragraph A3.1.
Question 7 Section A Paragraph A3.1
The mileage rate for the fuel truck seems low, $3.30 per mile. The DOI On Call FSV rate for the greater than 750 gallon truck is $4.60 per mile. Is this rate the true proposed rate for this solicitation?
Answer 7 Rates are updated in the table under paragraph A3.1.

A2.2 Minimum Guarantee. The Minimum Guarantee under the contract, as required by contract clause FAR 52.216-22, is 120 days of Daily Availability, from the Rate Schedule, for the first year (base year) of the contract. Immediately after contract award, the Contracting Officer will issue a task order obligating the guaranteed minimum amount. However, the guaranteed quantity for daily availability is subject to reductions due to unavailability.
A2.3 Maximum Quantity. The maximum quantity of services the Government may order under the contract (ceiling amount) is $8,000,000. This amount is not historical or planned expenditure but set in accordance with FAR 16.504(a)(4).
A2.4 Obligation of Funding. Funding will not be obligated under the Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Contracting Officer may issue a separate task order prior to the exclusive use period for each ordering period covered under the contract. Each task order will obligate funding for the payment of aircraft services.
A2.5 In the Lower-48 states all fuel shall be provided by the contractor and should be included in the flight rate (wet rate).
A2.6 In Alaska, fuel will be furnished by the Government. All fuel not otherwise furnished by the Government must be purchased by or charged to the Contractor. The purchase must be approved by the Contracting Officer. Fuel related costs shall be recorded as a line entry (i.e., date, fuel charge, dollar amount, and Pay Item Code Fuel Charge [FC]), shall be used and shall be supported by paid legible, itemized invoices from the supplier. Certified true copies may be submitted in lieu of the original invoice.
A2.7 For flights in Alaska, flight time will be paid at a dry rate. The dry rate will be calculated by reducing the current (wet) flight rate by the base price of fuel multiplied by the hourly fuel consumption rate for the type aircraft as shown in the Helicopter Fuel Consumption and Weight Reduction Chart.
A2.8 Rates for flight hours shall be in whole dollars. If the unit prices are adjusted during the life of the contract, they will be adjusted to a whole dollar as follows: amounts of 50 cents or less will be rounded down and amounts of 51 cents or more will be rounded up.

A3.2 AVIATION FUEL INFORMATION
USWFS Exclusive Use Type 3 Helicopter 12 Solicitation #140D0426Q0396 Mesa Verde NP
The contract's hourly flight rates are subject to economic price adjustments (EPA) for changes in the price of the Jet Fuel contiguous United States (CONUS) fuel base price (see C13, Economic Price Adjustment-Fuel).
IMPORTANT NOTICE: The hourly flight rates proposed are subject to adjustment, up or down, due to the fluctuation in jet fuel price from the reference below. It is important for the contractor to understand the ramifications of the contract's Economic Price Adjustment clause (see C13). The referenced price below (in this section) should be considered when developing the hourly flight rates offered in your quotation. If the referenced price per gallon for jet fuel changes in accordance with section C13, the Government or contractor is entitled to an adjustment to the hourly flight rates based upon the change in fuel price per gallon and the economic cruise speed and fuel consumption of the contract aircraft.
