About this file
This is a Justification for Other Than Full and Open Competition document for the U.S. Department of Interior, Interior Business Center, Acquisition Services Directorate, Division II, on behalf of the National Institutes of Health, National Cancer Institute Center for Cancer Research, Laboratory of Receptor Biology and Gene Expression, High-Throughput Imaging Facility (HiTIF).
The acquisition involves procuring one commercially available Yokogawa CV8000 high-throughput spinning disk confocal microscope with an associated workstation, delivery, installation, training, warranty/support, and trade-in removal of an existing Yokogawa CV7000S. The contracting officer determined that simplified procedures under RFO 12.201-1 (41 U.S.C. 1901) authorize this non-competitive procurement. The proposed contractor is Yokogawa Corporation of America, located in Newman, Georgia. Delivery and installation are anticipated within 60-90 days after receipt of order, with installation by a Yokogawa-trained and certified field service engineer within two weeks after delivery. The contract type is Firm Fixed Price, with the estimated total dollar value redacted in the document.
The justification establishes that Yokogawa Corporation of America is the only vendor capable of meeting the Government's salient characteristics, including provision of a dual microlens spinning disk unit, configuration with two sCMOS cameras, and external third-party open-source software control. The acquisition of a second CV8000 is uniquely required to maintain continuity with the existing instrument already in operation at HiTIF, enabling comparable data generation and preserving custom image analysis pipelines developed in CellProfiler, ImageJ, and Python. Market research was conducted through a Request for Information/Sources Sought Notice posted on SAM.gov on March 24, 2026, with responses due by April 6, 2026. One source, Molecular Devices, expressed interest in writing. The contracting officer determined the anticipated price to be fair and reasonable based on market research pricing, historical pricing comparisons, and government estimates.

The requirement is for one commercially available Yokogawa CV8000 high-throughput spinning disk confocal microscope, one associated workstation, delivery, installation, training, warranty/support, and trade-in removal of the existing CV7000S. The solicitation will include specific salient characteristics.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires using the authority cited.
To the best of the Government’s knowledge, the Yokogawa CV8000 distributed by Yokogawa Corporation of America is the only commercial high-throughput microscope that satisfies the Government’s minimum salient characteristics, as will be included in the solicitation. Other sources evaluated through market research did not meet specific salient characteristics such as being able to provide a dual microlens spinning disk unit, configuration with 2 sCMOS cameras, and allowing external third-party, open-source software control of the microscope.
HiTIF already operates one Yokogawa CV8000. Acquisition of a second CV8000 is uniquely required so that users may run experiments on either instrument depending on scheduling and availability while generating directly comparable data across instruments.
This continuity is essential so current and future results can be compared with existing experimental datasets and so assay development and screening campaigns are not confounded by platform-to-platform differences in optics, illumination, acquisition behavior, file structures, or software workflows.
Use of the same platform is also necessary to preserve and reuse the custom open-source image analysis pipelines already developed at HiTIF in CellProfiler, ImageJ, and Python.
Procuring a different platform would require substantial revalidation, redevelopment, and repeat bioinformatic analysis, would duplicate effort, and could jeopardize experimental integrity, reproducibility, and continuity of operations.
Yokogawa Corporation of America is the sole North America distributor of the CV8000 high-throughput microscope, the Original Equipment Manufacturer (OEM) provider of replacement components for the system, and the only source that can provide factory-
