About this file

This is Amendment 2 to a federal solicitation (140D0426Q0357) issued by the Interior Business Center, Acquisition Services Directorate on April 21, 2026, with an effective date of April 21, 2026. The amendment does not extend the deadline for receipt of offers and contains questions and answers clarifying the solicitation requirements.

The amendment addresses three technical questions regarding appraisal services. First, regarding timber valuation data and timber cruises, the government clarified that appraisal request packages may or may not include timber valuation reports or timber cruise data. If such information is provided in the case file, contractors may rely upon it; however, if a timber valuation and/or timber cruise is determined necessary during the appraisal process, the contract appraiser is responsible for obtaining the service at their own expense. Second, concerning AVSO sales data availability, the government confirmed that the AVSO Alaska Region Sales Database reference is applicable to Alaska only and is not applicable to this assignment. For West Region assignments, the AVSO West Region may have applicable sales data or technical reference files that would be made available to the contract appraiser if needed. Third, regarding property descriptions and the treatment of structural improvements, the government clarified that all tracts in this contract are to be valued as if vacant, with improvements not included in the valuation. If structural improvements are present, they should be identified and described briefly to avoid being misleading, but excluded from the final opinion of value.

Amendment 2 is issued to answer questions received in response to the solicitation.

Please see below.

No other changes to the solicitation have been made.

Questions & Answers:

Question:

Technical Question #1 – Timber Valuation Data / Timber Cruises

The Timber Valuation Section on page 2 states that appraisal packages may or may not include existing timber cruises or related timber data, and that the contractor is responsible for obtaining any additional data (including timber cruises) at their own expense.

Based on prior experience with similar assignments, it has been typical for the Tribe or Agency to provide a timber valuation report supported by a timber inventory (either a current cruise or a prior cruise updated to the effective date of value), prepared and signed by a qualified or certified forester.

Please clarify the following:

1. Will timber valuation information be provided?

Will the appraisal request packages include a timber valuation report and/or timber cruise data for the subject properties?

Answer: This varies by tract and appraisal request. If a timber valuation report and/or timber cruise data is relevant or needed, the Tribe and/or BIA Agency would include that information in the case file; however, that cannot be guaranteed.

If the contract appraiser finds that a timber valuation and/or timber cruise is required, during the appraisal process, that contract appraiser is responsible for obtaining such service at their expense.

2. Use and reliance:

If such information is provided, may the contractor rely on the report as a credible basis for timber value, subject to standard appraisal review and reconciliation?

Answer: If a timber valuation report and/or timber cruise data is provided in the appraisal request file, that information by be relied upon by the contract appraiser.

3. If not provided:

If timber data is not provided, it is understood that the contractor must obtain a timber cruise or equivalent analysis at their own expense.

Please confirm that this is the intended interpretation of the SOW.

Answer: Correct, if it is found during the appraisal process that a timber valuation and/or timber cruise is required, it would be the responsibility of the contract appraiser to obtain the necessary service.

Question:

Technical Question #2 – AVSO Sales Data / West Region Data Availability

On page 8 of 11, the SOW references: “AVSO – Alaska Region Sales Database index number (if applicable).”

Given that this assignment is not located in the Alaska Region, please clarify the following:

1. Applicability of Alaska reference:

Should the reference to the AVSO Alaska Region Sales Database be considered applicable to AVSO West Region Sales Database for this assignment?

Answer: It should not. The AVSO Alaska Region Sales Database (technical reference file) is applicable to Alaska only.

2. West Region (Portland Office) data:

Does a West Region (Portland Office) AVSO sales database or internal sales data resource exist, and if so, may it be made available to the contractor for this assignment?

Answer: Depending on the individual tracts, the AVSO West Region may have applicable sales data or technical reference files. The files, relevant only to the assignment, would be made available, if needed by the contract appraiser.

3. Availability of agency/tribal sales data:

Will the Agency provide any relevant regional comparable sales data (including internal databases, prior appraisal files, or verified transactions) to support the contractor’s sales comparison analysis? Recent Sales for Colville Reservation and Spokane Reservation assignments may also be applicable and helpful.

Supporting Rationale (for consideration) Access to relevant agency or regional sales data—where available—can:

• Improve efficiency by reducing duplicative data collection efforts

• Enhance credibility through use of verified or previously vetted transactions

• Promote consistency with prior agency-supported valuation work in the region

• Reduce overall project cost and risk, particularly in rural or non-disclosure markets where sales verification is limited For these reasons, clarification on the availability and use of such data is important to both scope understanding and cost development.

Answer: Depending on the individual tracts, the AVSO West Region may have applicable sales data or technical reference files. The files, relevant only to the assignment, would be made available, if needed by the contract appraiser.

Question:

Technical Question #3 – Property Description / Vacant vs. Structural Improvements

Under Property Description (page 2), the SOW indicates the subject will be appraised as vacant (box checked), and also states:

“Any structural improvements located on the subject property will be valued accordingly as real estate.”

Please clarify the intended scope:

1. Definition of structural improvements:

What is the intended definition of “structural improvements” for this assignment?

Does this include items such as:

o Agricultural improvements (barns, shops, storage structures) o Site improvements (roads, utilities, fencing, wells, septic systems)

Answer: The statement “Any structural improvements located on the subject property will be valued accordingly as real estate” was intended to only apply if the box was checked to indicate that the tract was to be valued as appraised.

All tracts in this contract are to be valued as if vacant and improvements are not to be included in the valuation.

2. Treatment of improvements:

If structural improvements are present, should they:

o Be excluded from the valuation (consistent with a vacant premise), o Be identified and described only, or o Be valued and included in the final opinion of value?

3. Answer: If present structural improvements should be identified and described briefly not to be misleading, but given the assignment to appraise as if vacant, any improvements would not be included in the valuation.
