1 In “Instructions to Offerors”, the solicitation states:
“The appraisal report will be used to provide guidance to the National Park Service in establishing fair market value rent.”
Question: Since the Statement of Work identifies this as a fee simple appraisal assignment (and not a leasehold interest), should this reference be “fair market value” rather than “fair market rent”?

2 In “Technical Qualification for Requirement”, Section 2(a), the text reads:
“The applicant must possess the ability to evaluate the fair market rent for vacant desert property.”
Question: Should this also read “fair market value” to remain consistent with the fee simple interest described in the SOW?
