About this file
This is a Questions and Answers document (RFQ Attachment #1) for federal solicitation 140D0426Q0240 issued by the Department of Interior's Appraisal and Valuation Services Office (AVSO). The document does not address specific products, services, pricing terms, response dates, or award information, as it consists solely of clarifications to an appraisal solicitation.
The four questions and government responses address critical appraisal requirements for a Las Vegas affordable housing property on 15 acres with pending geotechnical work. Key clarifications include: (1) ROW Encumbrance Documents and geotechnical results will be provided upon contract award, with the appraisal to proceed without extraordinary assumptions unless prior written approval is obtained; (2) no extraordinary assumptions or hypothetical conditions are authorized in the Statement of Work; (3) the appraiser should follow Special Appraisal Instructions #5 and #6 regarding appropriate units of comparison (net acreage/price per square foot for commercial/industrial highest and best use or price per developable lot/unit for residential highest and best use), with deference to appraiser judgment in considering related instructions #3, #4, and #7; and (4) all quotes will be considered regardless of whether the appraiser holds a Certified General Appraiser license outside Nevada under the AACE Act authority.

RFQ Attachment #1 Questions and Answers
Solicitation – 140D0426Q0240
Question No. Question Government Response
1 The Draft Affordable Housing Matrix references a pending case (NVNV106699491) for the City of Las Vegas — Affordable Housing STR for Soil Borings/Geo-Tech Sampling on 15.00 acres.
1a. Have the soil borings/geo-tech results been completed?
1b. If so, can these be provided?
1c. If not, is the appraiser expected to make any extraordinary assumptions regarding subsurface conditions, or should the appraisal proceed on an "as is" basis assuming no adverse conditions?
As indicated in the SOW, the ROW Encumbrance Documents referenced in the Draft Affordable Housing Matrix will be provided to the Contract Appraiser upon Contract Award.
2 The SOW states "No extraordinary assumptions are allowed without prior written approval from the AVSO Review Appraiser."
2a. Given that this is a federal parcel with no title insurance history, no Phase I ESA referenced, and pending geo-tech work, is AVSO anticipating that any extraordinary assumptions may be necessary and forthcoming after contract award?
No Extraordinary Assumptions or Hypothetical Conditions are authorized in the SOW. As stated in the SOW, no extraordinary assumptions are allowed without prior written approval from the AVSO Review Appraiser.
3 Special Appraisal Instruction #5 directs that commercial/industrial HBU parcels should be analyzed on a Net Acreage/Price per Net Square Foot basis, and Instruction #6 directs residential HBU parcels toward Price Per Developable Lot or Unit.
3a. Given the MFM zoning overlay at up to 25 du/acre, is AVSO expecting the primary analysis to be on a per-unit (Price Per Developable Unit) basis, with Price Per Acre as the secondary test?
3b. Or does AVSO defer entirely to the appraiser's judgment on the primary unit of comparison?
The requirements applicable to the appropriate Unit of Comparison are set forth in Special Appraisal Instructions #5 and #6 of the SOW, with related considerations addressed in Special Appraisal Instructions #3, #4, and #7.
4 Does DOI/AVSO recognize the authority granted under the AACE Act (Pub. L. 118–230, 43 U.S.C. § 1478) for this solicitation, such that a Certified General Appraiser licensed in a state other than Nevada may perform this assignment without obtaining a Nevada temporary practice permit or reciprocal credential, provided the two-step priority conditions of the Act are satisfied?
All quotes will be considered.
