About this file
This is a Questions and Answers document for RFQ Solicitation 140D0426Q0170. The document contains one substantive question and answer regarding appraiser responsibilities for securing timber cruises on properties under evaluation.
The single answered question addresses whether AVSO (the procuring entity) has preferences, restrictions, or requirements for the timber cruise provider, or whether the appraiser has sole discretion in selecting one. The government response clarifies that while the appraiser may exercise discretion in choosing the timber cruise provider, the signing appraiser bears responsibility for the decision to rely on that work. The appraiser must have a reasonable basis to believe the selected provider is competent and must have no reason to doubt the credibility of the work performed. Questions 2 and 3 are listed in the document structure but contain no corresponding questions or answers.

RFQ Attachment #1 Questions and Answers
Solicitation – 140D0426Q0170
Question No. Question Government Response
1 The scope indicates that the appraiser would be responsible for securing a timber cruise on the property, does AVSO have any preferences or restrictions/requirements on that provider or is it at the sole discretion of the appraiser?
Whenever a signing appraiser is relying on work done by others, they are responsible for the decision to rely on that work. The signing appraiser is required to have a reasonable basis to believe that those performing the work are competent and have no reason to doubt that the work is credible.
