Vendor Question Government Answer Is remote work allowed? The place of performance is the contractor's site.

Can the Government confirm whether all non-video instructional content must be created using Moodle Workplace’s native tools (e.g., Pages, Lessons, Quizzes, H5P), or whether third-party authored content deployed as SCORM

All non-video instructional content must be created using tools organic to Moodle Workplace, per SOW section III.3.

XXXX respectfully asks the Government to utilize the GSA MAS contract vehicle/SIN 611430 for the subject procurement.

After thorough market research, the Government has determined soliciting on the open market under FAR 12/13 procedures will maximize competition and obtain the best value for the Government.

We would appreciate clarification on whether this is a new requirement or if there is an incumbent contractor. If applicable, kindly share the relevant contract details.

This is a new requirement. There is no incumbent.

Is their any specific page limit for past performance volume ?

There is no page limit for the past performance volume; however it must use the past performance template provided.

Will the eight to ten Learning Experiences be delivered sequentially or concurrently, and will the Government identify any priority sequencing for delivery?

Some may be developed sequentially and some may be develpped concurrently, requiring approximately two to four LXs per month.

Will subject matter experts be available for consultation during Learning Experience development, or should the contractor rely exclusively on Government-provided objectives and materials?

Subject Matter Expert Involvement is limited to the following in the

SOW:

Subject matter experts will review the design document submitted by the vendor and provide feedback within 5 business days [Sec III (4)(5)].

For Learning Experience video components, will the Government provide scripts, narration, or branding guidance, or is full scripting and video production expected of the contractor?

The Government will provide some content directly. The vendor must use newer tools and applications to quickly gather potential content based on the learning obejectives. [Sec III (2)] The vendor is encouraged to use generative AI tools to maximize efficiency, reduce development time and streamline instructional design and development. [Sec III (3)] These statements apply to the creation of video scripts and video production. The Government will provide branding guidance.

Regarding accessibility compliance, is a separate Accessibility Conformance Report required for each Learning Experience, or would a consolidated report be acceptable for the overall

A consolidated report is acceptable for the overall effort as long as it addresses the accessibility conformance of each deliverable to meet 508 standards.
