Procurement Office:

The Department of the Interior (DOI) – Interior Business Center (IBC), Acquisition Services Directorate (AQD)

Response Due Date:

January 8, 2025, by 5PM EST

NOTICE OF INTENT SYNOPSIS:

The Department of the Interior (DOI), Interior Business Center, Acquisition Services Directorate on behalf of DOI Office of the Solicitor (SOL) Departmental Ethics Office (DEO) intends to award a Purchase Order to QuickSeries Publishing, Inc., on a single source basis for the continued operation and support of the DOI Ethics Mobile App. The intended procurement is classified under North American Industry Classification System code (NAICS) Code 513210 – Software Publishers.

This is a single source procurement under the authority of FAR Part 13, as there is only one source reasonably available that can satisfy agency requirements. This acquisition is conducted under the procedures as described in FAR Part 13 - Simplified Acquisition Procedures and FAR Part 12 - Acquisition of Commercial Items.

Description:

SOL requires Mobile App Services for the continued operation, maintenance and support of the DOI Ethics Mobile App, a critical resource for delivering ethics-related information and guidance to DOI employees, ensuring compliance with applicable laws and regulations and fostering an ethical culture across the organization. The DOI Ethics Mobile App provides employees with immediate access to essential ethics resources, including the DOI Ethics Pocket eGuide, FAQs, microlearning videos, and real-time announcements.

Purpose and Objective:

The Departmental Ethics Office (DEO) manages the Department of the Interior’s ethics program and provides ethics advice and training to employees nationwide. Historically, the DEO has relied on in-person training, videos, and printed materials such as the DOI Ethics Pocket Guide to deliver ethics information. In 2023, DEO contracted QuickSeries Publishing to develop the DOI Ethics Mobile App, as a modern solution for delivering ethics content and communications. The mobile app is a customized application specifically designed to deliver the electronic DOI Ethics Pocket Guide (eGuide), a QuickSeries product specifically designed for DEO.

The original development and operation of the DOI Ethics Mobile App was single sourced to QuickSeries under Purchase Order 140D0423P0055. QuickSeries is the only company capable of developing and operating the mobile app because the business is the sole publisher and distributor of QuickSeries products and services. QuickSeries retains all distribution rights for the QuickSeries line of pocket guides, eGuides and related Outreach products. As such, there are no other service providers available to provide mobile app services for QuickSeries products other than Quickseries Publishing.

To meet this requirement, the Government anticipates awarding a Firm Fixed Price (FFP) Purchase Order to the single source, QuickSeries Publishing, Inc., for the Mobile App Services shown above.

Period of Performance: One (1) 12-month Base Period and four (4) 12-month Option Periods
