This is a Request for Proposals (RFP) for exclusive use fixed-wing smokejumper flight services for the Department of the Interior's Bureau of Land Management (BLM) Alaska Fire Service. The solicitation seeks two fixed-wing, multi-engine aircraft with a 120-day exclusive use period each, to be based at Fort Wainwright, Alaska, with potential operations throughout Alaska and the Lower 48 states. The contract period is five years, from March 1, 2026, through February 28, 2031, with a six-month extension option.

The solicitation is a 100% small business set-aside under NAICS code 481211, with a small business size standard of 1,500 employees. Contractors must provide aircraft capable of smokejumper operations, including seating for 19 passengers or 8 smokejumpers, side-facing exit, rear ramp/door, and meeting specific technical requirements such as VFR/IFR certification, known icing capability, and a minimum payload of 4,000 pounds. Proposals are due November 19, 2025, with an estimated award for the first exclusive use period starting March 29, 2026, for the first aircraft and April 30, 2026, for the second aircraft. The government intends to award a single indefinite-delivery/indefinite-quantity contract with firm fixed-unit pricing.

SECTION A – SCHEDULE OF SUPPLIES/SERVICES

BLM Exclusive Use Smokejumper 8 Solicitation # 140D0425R0130 Flight Services, Fort Wainwright, Alaska

SCHEDULE OF SUPPLIES/SERVICES

A1 – General

The Department of the Interior (DOI), Bureau of Land Management (BLM) Alaska Fire Service (AFS), requires contractor operated and maintained aircraft (Items 1 & 2) for Exclusive Use (EU) flight services for smokejumper operations in support of natural resource and fire suppression missions. The EU period will be 120 calendar days for both Item 1 and Item 2.

BLM AFS requires two (2) fixed wing multi-engine aircraft equipped for smokejumper deployment on fires primarily in the State of Alaska, and may include fires in the Lower 48 States, as directed by the Government. Aircraft must be capable of operating at or near gross weight and will serve as aerial platforms for deploying airborne firefighters and equipment, including low-level flight (below 500 feet) for paracargo delivery.

The aircraft will begin the EU period at Ft. Wainwright and may operate out of field stations with paved or unpaved airstrips of 3,000 feet or more in length, including Eagle, Dahl Creek, Galena, McGrath, Fort Yukon, and Kenai.

The Government will assign the aircraft to support its missions and objectives 24 hours per day, 7 days per week during the pre-determined EU period, as well as during any needed extensions. Services also include transportation of Government personnel and cargo, aerial delivery of fire support equipment, project fire support, and other interagency governmental work.

Under the National Mobilization Plan, aircraft may be dispatched to locations nationwide beyond those listed.

Environmental conditions will vary, including paved and/or gravel runways in remote locations, freezing spring temperatures, summer highs in the 90s, and frequent thunderstorms in the mountains. Aircraft may encounter turbulence from wildfires and weather systems. With extended daylight, variable conditions, and lightning storms, aircraft may require double-crewing and increased maintenance. The Government may request additional pilots and mechanics, should the need arise.

While at Ft. Wainwright, the contractor must be prepared to provide housing and logistical support for flight crews. Away from base, housing may range from barracks to rented accommodations or tent camps in remote villages. The Government will supply a sleeping bag, mosquito net, cotton cord, and plastic sheeting. Contractors must provide tents for their crews.

Alaska Fire Service offers dining facilities in Fairbanks, Galena, and Ft. Yukon. In other locations, meals may consist of sack lunches, meals ready to eat (MREs), or fresh food boxes. In some cases, pilots may be required to provide their own meals.

This contract has a base five-year ordering period with a six-month extension of services option, IAW FAR 52.217-8.

Contractor services include provision of two (2) fixed wing multi engine aircraft, personnel, and all other associated equipment, as prescribed in this solicitation.

The aircraft will be used for transporting and dropping smokejumpers, transporting and dropping paracargo, reconnaissance, testing of parachutes and other aerial equipment, transportation of personnel and/or cargo in support of fire suppression activities, search and rescue, natural resource missions, and other administrative and related resource activities as directed by the Government.

B1.2 The Government and Contractor must establish an effective working relationship to successfully complete this contract.

The Contractor’s employees’ cooperation, professionalism, and positive attitude toward aviation safety and accomplishment of the mission are an integral element of this relationship. The aircraft and crew are an integral component of an aerial firefighting team.

B1.3 The Government has interagency and cooperative agreements with other Federal agencies, State agencies, and private landholders and may dispatch aircraft under this contract for such cooperative use.

B1.4 During any ordered use period and any subsequent extension, aircraft furnished shall be subject to the exclusive use and control of the Government 24 hours per day, 7 days per week.

B2 Certification

B2.1 A Title 14 of the Code of Federal Regulations (CFR) Air Carrier Certificate or Operating Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., airplane, multiengine, visual flight rules (VFR), instrument flight rules (IFR), day/night, passengers, and cargo).

B2.2 The aircraft must be identified as required by 14 CFR Part 121.135 (7) or 135.63 or Operations Specifications Part D, "Aircraft Listing," as appropriate. Aircraft shall be fully equipped to carry the number of passengers offered in accordance with the standards of 14 CFR Part 121 or 135, as appropriate.

B2.3 This solicitation allows non-U.S. operators to compete for the contract. For the purposes of the North American Free Trade Agreement (NAFTA), this contract is considered to be a specialty air services contract. NAFTA is replaced by the United States Mexico Canada Agreement (USMCA) as of July 1, 2020. USMCA, Appendix 13, contains reference to air transport services, which includes; air freight, air charter for things, air passenger service, passenger air charter services, and specialty air services including aerial fertilization, spraying and seeding. A Canadian operator must hold an air operator certificate with approved operation specifications issued by Transport Canada. The air operator certificate must include operating authority for carriage of the number of passengers offered in the category and class of aircraft offered on this contract. The certificate must authorize flights to be conducted under VFR day and night, IFR, with both passengers and cargo. References in this contract to specific portions of 14 CFR for other than specific equipment requirements may be complied with by showing compliance with an equivalent Transport Canada regulation/requirement or by complying with the referenced 14 CFR requirement.

B2.4 The contract aircraft must have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder.
