Question 1
We respectfully request reconsideration of the dual hydraulics requirement. This specification is unique to the Airbus A-Star/H125 aircraft and effectively eliminates any operator utilizing the Bell 407.
Answer 1
The dual hydraulics requirement has been removed. See highlighted changes within the solicitation.
Question 2
You are requesting a light helicopter with 1450 pounds of performance. It seems this solicitation is written for the Airbus H125 (B3e Astar). Would the DOI consider the H145D3 (Light Twin) for this contract?
Answer 2
See highlighted changes within the solicitation reflecting IAF standards, including configuration with high skids and 1.5 hours of fuel.
Question 3
Section A1 & B6.14.2 require pop out floats. Would you accept the H145D3 (Modern Twin) with Category A single engine performance in lieu of pop out floats?
Answer 3
Pop-out floats must be available or capable but are not required to be installed at all times.
Question 4
Section B 6.26 requires a convex mirror. This aircraft is equipped with a forward facing camera on the tail and a rearward facing camera on the fuselage that allow full visibility of the skids, hook, and load on the pilots Multi function display at all times. The USFS has accepted this as an alternative to the convex mirror requirement. Would the DOI be willing to accept this system to fulfill this specification?
Answer 4
FAA-approved camera system (STC or equivalent) has been added, see highlighted changes within the solicitation.
Question 5
There seems to be a conflict between section A-1 and exhibit E-3. Can you clarify which of these statements are required.
Section A-1 *Note: Payload amounts shall be computed with the helicopter configured for the contract, including high skid gear and tundra pads, using the Government’s Standard Interagency Load Calculation Method and Form. This calculation will also incorporate the Helicopter Fuel Consumption and Weight Reduction Chart (Section C Exhibits), as well as the offered aircraft’s applicable Hover Ceiling Charts, weight and balance report, and equipment list.
Exhibit E-3 All equipment requirements from Section B6 and B7 must be identified on the following documents and must be included in the aircraft weight for performance calculations: (B6 and B7 include cargo basket, floats, tundra pads, etc)
Answer 5
Payload calculations shall be done following the method in Section A-1, including the helicopter configured with high skid gear, tundra pads, and all required equipment. All items listed in Sections B6 and B7 must be properly listed on the equipment list. Additional load calculations for specific configurations, like high skid and tundra pads, are required per Exhibit E-2.
Question 6
Section: B20.8 Flights with doors open or removed. The STC for an Airbus H125 equipped with a Swiss Rotors Maximum Pilot view kit only allows for the left hand/Co-pilot side rear door to be opened. Will the DOI make an exception due to the STC's requirements?
Answer 6
The firing boss and PSD operator do not need to be on the same side. The PSD machine may be positioned on either side of the aircraft, provided operations follow the aircraft’s certified configuration and safety requirements. See highlighted changes within the solicitation.
Question 7
Section: D9.1 The offeror must propose an aircraft that meets or exceeds the Minimum Aircraft Requirements specified in Section A of this solicitation. The offer will be rated Unsatisfactory if the proposed aircraft fails to meet any of the Minimum Aircraft Requirements specified in Section A of this solicitation.
Section D9.2 The Government will evaluate the technical capability of each offeror’s proposed aircraft using the Section A and B requirements, as well as any other enhancements made to the aircraft, from which the Government will derive benefit. The greater an aircraft’s capability, the better the evaluation it will receive.
The aircraft we intend to offer will meet all the requirements in Section A as stated in D9.1. Section D9.2 states that the government will evaluate technical capability using sections A & B requirements, if we fail to meet section B20.8 for example will this make our bid invalid?
Answer 7
The proposed aircraft must meet all minimum requirements in Section A to be acceptable. Section B will be utilized to evaluate the technical capability of the offered aircraft. While safety enhancements are valued and may positively influence the evaluation, the aircraft must be operated in accordance with its certified configuration. Any deviations or exceptions require prior approval by the Government.
Question 8
Section: E Minimum Aircraft Requirements
Skid type landing gear with Emergency Pop-out Floats Yes/No
Dual Aft Sliding Doors Yes/No
Operational Air Conditioning Unit Yes/No
Crash Resistant Fuel System Yes/No
Dual Hydraulics Yes/No
With the checkboxes having an option for yes or no, are these used purely for evaluation criteria, or are they requirements?
Answer 8
The checkboxes in Exhibit E-3 highlight specific minimum items and are used for evaluation criteria.
Changes have been made to Exhibit E-3. See highlighted changes within the solicitation.
Question 9
We would like to get some information on the intent regarding aircraft choice. The aircraft requirement of a dual hydraulic system is eliminating the Bell 407 helicopter. Our question is if this is in fact a requirement or if it was added to the solicitation in error.
Answer 9
The dual hydraulics requirement has been removed. See highlighted changes within the solicitation.
Question 10
Regarding the air conditioning system, which averages around 100 lbs of additional equipped aircraft weight, a Bell 407 likely will not meet the jettisonable external payload requirement of 1450 lbs at 30 deg C and 500 feet PA. Was this an error or is 1.9h of fuel requested?
Answer 10
See highlighted changes within the solicitation reflecting IAF standards, including configuration with high skids and 1.5 hours of fuel.

A2.2 Minimum Guarantee. The Minimum Guarantee under the contract, as required by contract clause 52.216-22, is 120 days of Daily Availability from the Rate Schedule for the first year of the contract. Immediately after contract award, the Contracting Officer will issue a task order obligating the guaranteed minimum amount. However, the guaranteed quantity for daily availability is subject to reductions due to unavailability.
A2.3 Maximum Quantity. The maximum quantity of services the Government may order under the contract (ceiling amount) is $5,000,000. This amount is not historical or planned expenditure but set in accordance with FAR 16.504(a)(4).
A2.4 Obligation of Funding. Funding will not be obligated under the Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Contracting Officer may issue a separate task order prior to the exclusive use period for each ordering period covered under the contract. Each task order will obligate funding for the payment of aircraft services.
A2.5 In the Lower 48 states all fuel shall be provided by the contractor and should be included in the flight rate (wet rate).
A2.6 In Alaska, fuel will be furnished by the Government. All fuel not otherwise furnished by the Government must be purchased by or charged to the Contractor. The purchase must be approved by the Contracting Officer. Fuel related costs shall be recorded as a line entry (i.e., date, fuel charge, dollar amount, and Pay Item Code Fuel Charge [FC]), shall be used and shall be supported by paid legible, itemized invoices from the supplier. Certified true copies may be submitted in lieu of the original invoice.
A2.7 For flights in Alaska flight time will be paid at a dry rate. The dry rate will be calculated by reducing the current (wet) flight rate by the base price of fuel multiplied by the hourly fuel consumption rate for the type aircraft as shown in the Fuel Consumption Rates Chart Exhibit.
A2.8 Rates for flight hours shall be in whole dollars. If the unit prices are adjusted during the life of the contract, they will be adjusted to a whole dollar as follows: amounts of 50 cents or less will be rounded down and amounts of 51 cents or more will be rounded up.

A3.2 AVIATION FUEL INFORMATION
The contract's hourly flight rates are subject to economic price adjustments (EPA) for changes in the price of the Jet Fuel contiguous United States (CONUS) fuel base price (see C13, Economic Price Adjustment-Fuel).
IMPORTANT NOTICE: The hourly flight rates proposed are subject to adjustment, up or down, due to the fluctuation in jet fuel price from the reference below. It is important for the contractor to understand the ramifications of the contract's Economic Price Adjustment clause (see C13). The referenced price below (in this section) should be considered when developing the hourly flight rates offered in your proposal. If the referenced price per gallon for jet fuel changes in accordance with section C13, the Government or contractor is entitled to an adjustment to the hourly flight rates based upon the change in fuel price per gallon and the economic cruise speed and fuel consumption of the contract aircraft. The Contractor agrees to accept price adjustments, up or down, based upon its aircraft fuel consumption information and the current reference price of jet fuel at the time of the adjustment. The adjustments will be made via issuance of a bilateral modification, which must be agreed to by both parties prior to being fully executed.
