SYNOPSIS FOR ENVIRONMENTAL IMPACT STATEMENT (EIS) AND ENVIRONMENTAL
ASSESSMENT (EA) SERVICES
DEPARTMENT OF THE INTERIOR (DOI), INTERIOR BUSINESS CENTER (IBC)
ACQUISITION SERVICES DIRECTORATE (AQD)
ON BEHALF OF THE UNITED STATES AIR FORCE CIVIL ENGINEER CENTER (AFCEC)

1. CONTRACT INFORMATION: This contract is being procured in accordance with the Selection of Architects and Engineers Statute also known as the Brooks
Architect-Engineer (A-E) Act (Public Law (PL) 92-582) as implemented in FAR Subpart
36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The services will support complex Environmental
Assessment (EA) as well as conducting Environmental Impact Statements (EIS) for the
Department of the Air Force (DAF). The contract will be nationwide and involve Conservation, and Environmental Planning and Programming in support of key environmental programs and/or projects.
The Government intends to award a Multiple Award Indefinite Delivery/Indefinite
Quantity (ID/IQ) Task Order Contract (MATOC) with a target of five contracts, each with a five year ordering period. The total ceiling amount of the program will not exceed
$100,000,000.00.
Work will be issued by negotiated firm-fixed-price task orders. The contracting officer will consider the following factors in deciding which contractor will be selected to negotiate an order: performance and quality of deliverables under the current contract, current capacity to accomplish the order in the required time, uniquely specialized experience, and equitable distribution of work among the contractors.
This MATOC is being solicited as unrestricted utilizing the North American Industrial
Classification System (NAICS) code541330, Engineering Services, with a size standard of $25.5M. The Product Service Code (PSC) is C219 – Architect and Engineering-
General. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in SAM.gov.
If a large business is selected, it must comply with FAR 52.219-9 regarding the requirement for a small business subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals which will be considered in negotiation of this contract are: (1) at least 30% of a contractor's intended subcontract amount be placed with small businesses (SB) (which includes all categories of small businesses); (2) at least 5% of a contractor's intended subcontract amount be placed with small disadvantaged businesses (SDB); (3) at least 5% of a contractor's intended subcontract amount be placed with women owned small businesses (WOSB); (4) at least 3% of a contractor’s intended subcontract amount be placed with HUBZone small businesses; and
(5) at least 3% of a contractor’s intended subcontract amount be placed with Service
Disabled Veteran Owned Small Businesses (SDVOSB). The plan is not required with this submittal, but will be required with the price proposal of the firm selected for negotiations.
2 . PROJECT INFORMATION: The EA and EIS services will both be technically and legally sufficient pursuant to provisions of the National Environmental Policy Act of
1969 (NEPA), Title 42 United States Code (USC) Section 4321 et seq.], the 2023 Fiscal
Responsibility Act’s amendments to NEPA, and 32 CFR 989, Environmental Impact
Analysis Process (EIAP).
Activities will include services resulting in a project EA with either a Finding of No
Significant Impact (FONSI), a mitigated FONSI, or a determination that an Environmental
Impact Statement is required. If analysis indicates the potential for significant environmental or socio-economic impacts, recommendations to mitigate measures to minimize impacts to less than significant, implement a no action alternative and/or withdrawal of the EA leading to the preparation of the EIS.
Activities for the EIS include evaluating current and baseline conditions and prediction of beneficial and adverse effects of proposed actions identified through the EA for resources such as: Airspace and Air Quality, Noise and acoustics, Cultural, Biological and Natural resources including water resources. Land use, Hazardous waste and material, infrastructure, utilities, earth resources, socioeconomics, and safety and occupational health. Other activities may include identification of the past, present, and reasonably foreseeable future of environmental trends. All aspects of project management are needed to include but not limited too; schedules, reports, websites, meetings, coordination and consultation, development, and public interfacing such as press releases, public hearings etc.
Environmental Conservation, Planning and Programming
The Contractor shall provide A-E services in support of facility and installation planning and programming activities. Activities must support and be directly related to or associated with real property activities. Single actions not associated with real property activities will not be accomplished as standalone contract actions under this scope. Planning activities may include those activities necessary to assess and manage environmental implications and conditions of installation activities as well as planning associated with managing real property and real property activities. Tasks include various activities to support the
Environmental Conservation and Environmental Planning mission. Major activities include, but are not limited to, support on the National Environmental Policy Act (NEPA)
Environmental Impact Analysis Process (EIAP) and planning, natural infrastructure assessment and management, EMS, natural and cultural resource programs, comprehensive planning programs, and Air Force geointegration. The Contractor shall support NEPA environmental assessments, environmental impact statements and peripheral studies to include but not limited forestry, wildlife, archeology, Native American consultations, transportation, airspace and range management, and noise programs. Activities must support and be directly related to or associated with real property activities. Tasks include but not limited to:
• Environmental Suitability Decision Documents
• Description of the Proposed Action and Alternatives (DOPAA)
• Environmental Assessment (EAs)
• Environmental Reviews (ERs)
• Environmental Impact Statements (EISs)
• FONSIs (Findings of no significant impact)
• FONPAs (Findings of no Practicable Alternative)
• Natural Resource Surveys Cultural Resource SurveysRecord of Decision (RODs)
• Mitigation Plans and Analyses
• Airspace Analyses
• Sensitive Receptor Analyses
• Encroachment Studies
• Socioeconomic Impact Analysis Study (SIAS)
• Noise Impact Analysis Studies and Noise Contour Development
• Air Impact Analysis Studies and General Conformity Analysis
• National Historic Preservation Act consultation support
• Biological Assessment Development and US Fish and Wildlife consultation support
• Wetlands Delineation

Other Areas of Essential Support
The Contractor shall address and interpret all aspects of design and environmental laws and regulations, including the preparation and presentation of expert testimony, if required.
Some tasks may require access to or the review of classified material (requiring the contractor to provide personnel with specified security clearances), as identified in the specific task order. Some tasks may require planning and logistical support, to include on-site translation and/or interpretation, at various meetings and conferences worldwide along with regulatory/professional interface with vested parties. Additional support may require tasks and efforts to support the DAF in responding to Freedom of Information Act (FOIA) requests.
3. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance:
a. Specialized Experience, Technical Competence and Professional Qualifications: Ensure that all specialized experience requirements are reflected on appropriate personnel resumes in Section E and example projects in Section F, Part I of the SF 330. For criteria listed below, recent experience of subcontractors may be submitted to demonstrate applicable experience and competence provided the nature and extent of all team arrangements are identified and disclosed. Offerors should describe the nature and extent of prior teaming experience with the proposed subcontractors. Responding firms should demonstrate the professional qualifications in these key disciplines:
(1) Project Manager
(2) Geotechnical Engineer
(3) Civil Engineer
(4) Hydraulic Engineer
(5) Hydrologic Engineer
(6) Structural Engineer
(7) Geologist
(8) Planner
(9) Biologist
(10) GIS/CADD
(11) Archeologist/Cultural
(12) Environmental Engineer
The basis of evaluation will be information provided in section E of the SF 330. The SF 330 shall include a matrix in Section G showing experience of the proposed lead disciplines on the projects listed in Section F of the SF 330. The education, professional registration, certifications, overall and relevant experience, and longevity with the firm will be considered. All disciplines are equal in importance. This criterion is primarily concerned with the qualifications of the key personnel and not the number of personnel. The lead personnel for each discipline should be clearly identified in section E. Only one resume (the lead for that discipline) will be evaluated for each discipline.
The evaluation may consider characteristics such as: breadth, depth and complexity of experience; application of engineering principles, guidance, policies and criteria;
application of risk and uncertainty methods; incorporation of innovative solutions; and use of modeling tools.
b. Labor category distribution: Within Section E, Part I, SF 330, identifying expertise and level of proficiencies within labor categories will be considered.
c. In-house versus Teaming: Within Section E, Part I, SF 330, in-house, which is defined as work performed by prime, in comparison to team qualifications will be considered to ensure that the entire team is not fully supported by external labor support.
d. Past Performance: The firms will be evaluated in terms of work quality, compliance to schedules, and cost controls, with emphasis on projects submitted under factor (a), as determined from the Contractor Performance Assessment Reporting System (CPARS) and other sources. CPARS will be queried for all firms submitting a SF 330. The Government will retrieve the past performance evaluation for the Joint Venture if the offeror is a JV. If the JV has no past performance evaluation the past performance evaluation will be retrieved for each JV partner. Past performance evaluations will not be retrieved for the proposed subcontractors. If deemed appropriate by the evaluation board, performance evaluations for any significant team subcontractors who have previously been prime A-E contractors may also be considered. In addition to CPARS, the board may seek information on past performance from other sources.
e. Capacity to perform approximately $1,000,000.00 in work of the required type in a one-year period. The evaluation will consider the availability of an adequate number of personnel among the proposed team in the key disciplines. The evaluation will look at numbers listed in Part II of the SF 330. Include a Part II form for each firm that is part of the proposed team.
f. Geographic Proximity: In Section H, Part I, SF 330, provide the physical location of a firm office(s). The geographic location for this IDIQ MATOC is nationwide.
g. Volume of Government A-E Contract Awards: In Section H, Part I, SF 330, provide the volume of DOD contact awards, stated in dollars, for each firm for the past twelve (12) months.
Incorporate the awards to all branch offices. The objective is to provide an impartial distribution of DoD A-E awards among qualified A-E firms. List the project name, location, contract number, dollar amount, and the month/year of the award.
h. Airspace and Noise Analyses: In Section H, Part I, SF 330, provide information on recent project experience across DOD to include a summary of the project, period of performance of project and dollar amount. Projects should be within the past 10 years.
4. SUBMISSION REQUIREMENTS:
Interested firms having the capabilities described in this announcement and wishing to be considered must submit their SF330, Part I, for the proposed combined team (firm or
Joint Venture and all subcontractors), and SF 330 Part II, for the firm or JV and each subcontractor to Xanthe Otterstedt, xanthe_otterstedt@ibc.doi.gov and
Otterstedt_proposal_submissions@ibc.doi.gov not later than 4:00 PM on May 23, 2025.
The SF 330 Part I shall not exceed 120 pages (8.5” x 11”), including no more than 20 pages for Section H. Double-sided sheets will count as two pages. For Section F
(Example Projects Which Best Illustrate Proposed Team’s Qualifications for This
Contract), 10 is the maximum number of relevant projects for the prime and all subcontractors combined that can be submitted. The Cover, Cover Letter, Table of
Contents, Acronym, and Tabs do not count against the page count limit. Use no smaller than 10 font type. Include the firm's SAM EUID number in SF 330, Part I, Section H. In
Section H, provide any additional information necessary, also indicate the estimated percentage involvement of each firm on the proposed team. Project descriptions shall clearly state the extent of work completed, the extent of work performed by the team (i.e.
disciplines and scope), extent of design completed by the proposed team (i.e. preparation of design-build package; 100% design; report, etc.), and dates of completion for design and construction. Clearly cite whether the experience is that of the prime (or joint venture), consultant or an individual for each project in Section F. Work cited that is experience of the prime (or joint venture) from an office other than that identified in
Section C should be so labeled. Projects for which designs or studies are not complete may be given lesser consideration than completed efforts.
This announcement is considered the final synopsis/pre-solicitation notice. Solicitation packages are not provided and no additional project information will be given to firms during the announcement period. This is not a request for proposal.
All questions must be submitted in writing to Xanthe Otterstedt no later 14 days after the initial notice posting.
