Pre-Solicitation Notice: 140D0425R0025
The Interior Business Center (IBC), Acquisition Services Directorate (AQD), in support of the Naval Sea System Command (NAVSEA) Program Executive Office (PEO) for Integrated Warfare Systems (IWS), has requirements for commercial aviation support services consisting of contractor owned, operated and maintained aircraft. NAVSEA PEO IWS has a requirement for one Exclusive Use and one On-Call rotary-wing aircraft.
IBC intends to post a Request for Proposals (RFP) acquiring the aircraft under Federal Acquisition Regulations (FAR) Part 12 - Acquisition of Commercial Items and Part 15 - Contracting by Negotiation. The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with the issuance of Firm-Fixed-Unit-Price (FFUP) task orders. The period of performance is up to five (5) years and consists of a 12-month base period and four (4), 12-month options.
The intent of the intended RFP will be to obtain flight services utilizing fully functional aircraft, operated and maintained by qualified Contractor personnel, and equipped to meet specifications, for the support of Federal programs. The types of services required to be performed include but are not limited to providing transportation for government and contractor personnel and/or cargo in support of military offshore requirements. These requirements include shipboard landings, drone/target recovery support, target tracking support, aerial photography, aerial reconnaissance, external load transfers, weapons system testing, and administrative and related activities as directed by the Government. The Government may require the Contractor to install or remove special use equipment on the aircraft, maintain Government Furnished Equipment (GFE), purchase additional component equipment for the use in the performance of this contract and/or prepare its aircraft for shipment on a transport aircraft to a forward operating base for specific missions.
Assigned missions shall primarily be performed in the continental U.S., with potential missions in Hawaii. The Contractor may be required to temporarily base aircraft in the vicinity of Norfolk, VA; Wallops Island, VA; Jacksonville, FL; Port Hueneme, CA; and other Navy Atlantic Fleet and Pacific Fleet coastal testing locations.
Aircraft proposed must meet the following minimum specifications:
Aircraft Required:
One Exclusive Use aircraft:
Designated Operating Base: Norfolk VA
Aircraft Required: One (1) exclusive use (EU) multiengine medium lift helicopter configured and equipped as specified in Section B* for support of Navy ship weapon system test and evaluation.
Crew Requirements: One (1) qualified Pilot-in-Command (PIC) per aircraft.
One (1) qualified Aircraft Mechanic per offered model of aircraft.
Minimum Aircraft Requirements:
Seating: Minimum of five passenger seats, not including pilot or Flight Safety Airman seats. Aircraft will be limited to eight passengers or less.
Power plant(s): Twin turbine engine powered.
Configuration: Aircraft must meet Department of the Navy OPNAVINST 3100.8 Series (See attached Exhibit OPNAVINST 3100.8). This instruction allows only certain civil helicopters that have military equivalent to land aboard U.S. Navy vessels. The requirements of this Instruction have been incorporated in Section B.
Landing Gear: Skid type.
Speed/Endurance: Minimum 125 knots VNE at 1,000 feet altitude and 40 degrees C.
Performance: Range of 320 nautical miles at sea level without the use of an auxiliary fuel kit
Payload: Payload (HIGE) of 2,500 pounds at 40 degrees C at 500 feet pressure altitude and payload (HOGE) of 1,800 pounds, determined by using a pilot weight of 200 lb. and fuel for one hour and 30 minutes and appropriate Hover Ceiling Charts. (Hovering with wind from any direction up to maximum demonstrated shall be used for computing payloads.)
Special Requirements: Equipped as specified in Section B Certified for 14 CFR Part 133 Class D Operations.
One On-Call aircraft:
Designated Operating Base: Contiguous United States.
Aircraft Required: One (1) on call (OC) helicopter configured and equipped as specified in Section B* for support of Navy ship weapon system test and evaluation.
Crew Requirements: One (1) qualified Pilot-in-Command (PIC) per aircraft.
One (1) qualified Aircraft Mechanic per offered model of aircraft.

Power plant(s): Turbine engine powered.

Special Requirements: Equipped as specified in Section B, except B1.6.4, B6.16, B6.28, and B6.29.
14 CFR Part 133 Class D load operations not required for On Call Helicopter.
Other Requirements:
The contractor shall obtain SECRET security clearances for all pilots and CONFIDENTIAL security clearances for all other personnel ground crewmembers, aircraft technicians, as specified in DD Form 254: Department of Defense Contract Security Classification Specification provided with the contract award.
The contractor will be required to hold and keep current multiple aviation certificates required by the Federal Aviation Administration (FAA), DOI Office of Aviation Services (OAS), Air Mobility Command (AMC), and Naval Air Systems Command (NAVAIR); to include but not limited to: Operating or Air Carrier Certificate, Standard Airworthiness Certificates, Interim Flight Clearances, and Air Mobility Command certification.
This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.
This solicitation is intended to be full and open under NAICS code 481211, Nonscheduled Chartered Passenger Air Transportation. The PSC Code will be V121 (Transportation/Travel/Relocation- Transportation: Air Charter for Things). The Government will award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract in accordance with the best-value determination as stated in the solicitation.
AQD intends to issue the solicitation on or about 1 May 2025. Offers are anticipated to be due on or around 1 June 2025 with an award being issued in July 2025.
AQD will consider all responsible sources that submit a timely offer that conforms to the solicitation. Any contractor interested in doing business with the Federal Government must be registered in System for Award Management (SAM) in order to be awarded a contract. SAM is a Federal Government owned and operated free website at www.SAM.gov.
