LIMITED-SOURCES JUSTIFICATION
AUTHORITY: FAR 8.405-6 and 40 U.S.C 501
This acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
This is a Limited Source Justification executed by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division 1, Branch 1, on behalf of the Department of the Interior (DOI), Bureau of Land Management (BLM), for Mission Solutions Support (MSS).
2. Nature and/or description of the action being approved.
This is a follow-on requirement for the MSS award of a labor hour-priced labor task order for a period of one (1) year to:
Vistronix, LLC 11091 Sunset Hills Road, Suite 800 Reston, VA 20190-5381
The action will be a follow on of an existing requirement for the services associated with Blanket Purchase Agreement (BPA) GS35F343DA / 140L0662A0006, Call Order 140L0624F0132. The period of performance for the current Task Order is 8/22/2024 – 8/21/2025.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The MSS will support the delivery of mission systems. The MSS will ensure successful application modernization and strategic alignment occurs across BLM and DOI using three primary capabilities: Product Owner Support, Solutions Architecture Support, and Analysis Support.
Analysis Support: Analysis support enables BLM to conduct comprehensive evaluations and application rationalizations at both the BLM and DOI levels, facilitating informed decision-making regarding technology investments and alignment with federal policies and administration initiatives. This team is currently evaluating permitting applications and providing a path forward for short-term (90 days) and long-term efforts that meet the Presidential executive orders
LSJ MSS Order along with mapping capability gaps for the President’s Council on Environmental Quality’s Permitting Technology Action Plan.
Solution Architect Support: Solution architect support develops efficient technology solutions that streamline processes and enhance manageability in a way that is independent and eliminates conflict of interest. The solution architect support provides Application Rationalization and Product Roadmaps, aligning business needs with technology solutions while assuring that solutions are manageable and meet BLM’s and DOI’s Information Technology (IT) strategies.
Product Owner Support: Product owner support is applied to ongoing modernization efforts and sustainment operations. The contractor will support the Product Team (program) side of operations offering business and system analysis capabilities which include agile development team backlog support, requirement gathering support and alignment with business needs and contract requirements (working with Federal Product Owner), and user acceptance testing.
Current projects directly supported and requiring this service include Mineral and Land Records System (MLRS), General Land Office Records Automation (GLORAS), Recreation and Permit Tracking Online Reporting (RAPTOR), Recreation Management Information System (RMIS), ePlanning, Accounts Collections and Receivables System (ACReS), Wild Horse and Burro System (WHBS), and Vegetation Management Action Portal (VMAP).
The estimated contract value is as follows:

4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(i)C – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
Rationale: The current order, 140L0624F0132, was awarded from BPA GS35F343DA / 140L0662A0006. The BPA was competed with no restrictions against the Federal Supply Schedules (FSS), utilizing the applicable FSS ordering procedures.
This Limited Sources Justification is to allow Vistronix to continue providing mission critical support services for BLM. This follow-on requirement will be a direct, single award Task Order to Vistronix, utilizing their contract GS35F343DA with the FSS Multiple Award Schedule (MAS) 541519. Use of logical follow-on authority is necessary to ensure continuity of operations and to ensure that BLM’s mission critical support is provided to ensure compliance with Federal Information Technology Acquisition Reform Act (FITARA) and capital planning and investment (CPIC) requirements. The MSS provides critical services in solution and analysis, artifact creation, functional and capabilities mapping, business modernization support, and product management support. Without the support, BLM’s capacity to assess, modernize, and manage mission applications would be at significant risk, including jeopardizing ongoing modernization efforts of which two (2) are Major Investments.
Vistronix possesses the immediate capacity to support the MSS, with a comprehensive understanding of the various support requirements. In addition, Vistronix has highly skilled employees in place, with systems access. Since the support has been ongoing since August 2024, Vistronix is currently operating at maximum velocity, meeting all the required support requirements. Vistronix is the only vendor able to provide these continued support services without introducing an unplanned costly and inefficient transition or a break in service. A break in service for the MSS would impact various applications’ development cycle.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
The Contracting Officer determines that the anticipated prices will be fair and reasonable based on established FSS MAS pricing for Contract GS35F343DA. In addition, comparisons to the last period of performance under 140L0624F0132 are available. All applicable discounts will be requested in accordance with FAR 8.405-4.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
In accordance with FAR 8.404(c), use of the General Services Administration Federal Supply Schedule permits streamlined acquisition procedures, and further market research is not required when proper ordering procedures are followed. However, consistent with FAR 10.002(e), limited market research was conducted by reviewing the current Blanket Purchase Agreement (BPA) and associated order in the Federal Procurement Data System and evaluating the availability of required services under Vistronix’s current GSA Schedule contract (GS-35F-343DA). This review confirmed that the contractor is capable of continuing to provide the necessary services under an existing contract vehicle. This action is intended as a short-term bridge to avoid disruption to mission-critical IT support. A change in contractor at this stage would be detrimental to ongoing modernization initiatives. Full competition for these services is planned, and this bridge action ensures continuity while allowing time for appropriate acquisition planning.
7. Any other facts supporting the justification.
The posting will be posted in accordance with FAR 8.405-6.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made.
This order will be included in a future procurement of services associated with MSS with an anticipated award in Fiscal Year 2026, Fourth Quarter. The procurement for the competed requirement is in the acquisition planning phase and no release date is set for the solicitation.
