About this file
This is a Request for Quote (RFQ) for an appraisal of fiber right-of-way permits for three telecommunications entities (AT&T, Zayo, and PG&E) within the Golden Gate National Recreation Area. The solicitation is issued by the Department of the Interior's Interior Business Center, Acquisition Services Directorate, on behalf of the Appraisal and Valuation Services Office.
The appraisal covers a 63,192 linear foot (14.55 acres) right-of-way across San Francisco and Marin Counties, including both underground and two small overhead fiber segments. The National Park Service seeks a market rent analysis for potential 10-year and 30-year permit terms, with separate evaluations for each entity's north and south of the Golden Gate Bridge segments. The target period of performance is 120 calendar days from the purchase order award, with an initial appraisal target of 60 calendar days. The solicitation is now unrestricted after previously being a 100% Small Business Set-Aside, with a quote submission deadline of September 11, 2025.

TECHNICAL QUALIFICATION FOR REQUIREMENT
FACTOR A: TECHNICAL QUALIFICATIONS
1. State Certification: The Offeror must hold a valid license as a Certified General Appraiser with a copy of the license provided in the appraisal report.
The recently enacted PLAW 118-230 relaxes the requirements for the DOI in appraising real property by permitting a non-federal real property appraiser to be certified in one (1) state or territory to perform appraisal services for real property over which the DOI has jurisdiction and is in a State other than where the appraiser is credentialed.
2. Technical Acceptability
a. Experience for Assignment: Both geographical competency and technical competency will be considered.
1. General appraisal experience is required to demonstrate technical competence as demonstrated by a Statement of Qualifications, a resume, or curriculum vitae.
2. Experience in the appraisal of rights-of-way on Federal lands is required as demonstrated by a Statement of Qualifications and the identification of two (2) similar appraisal assignments; project name, date, description of the project, and contact information (phone / email) for someone who can verify performance of cited appraisal assignments.
If the Offeror has no direct experience related to ROW on Federal lands, please submit a redacted appraisal report that demonstrates an understanding of the methodology to be employed in the development of the annual market rent for a ROW crossing more than one property type.
3. Please provide a summary of years of experience appraising rights-of-way on Federal lands as per UASFLA and/or USPAP guidelines. If none, state as such.
4. A designation from a recognized professional appraisal organization will be considered, but is not required.
b. Sub-contracting of this assignment is not permissible; indicate in the offer what specific roles associates or subcontractors will have in the assignment (This does not include office support staff). The qualifications of any identified associate or subcontractor must be included with the offer. If the contractor/Offeror does not list anyone else as providing assistance, it is expected that the proposal is with the contractor/Offeror doing 100 percent of the research, analysis and writing of the appraisal report.
FACTOR B: PAST PERFORMANCE
Submit a list of the two (2) most recent appraisals reviewed by Federal Review Appraisers.
Include the client, agency, property name, property type, location, size, date of value and name of
Federal reviewer with contact information. If preferred, this list can be combined with the experience list required for Factors 2.a.ii above.
FACTOR C: DELIVERY
a. Target date for report review delivery is 60 days from award of requirement.
b. If target date is not achievable, then Offeror is requested to supply an alternate delivery date up to 90 days and a reason for the longer delivery (e.g., heavy workload, vacation, location, etc.).
c. Early delivery is preferrable.
FACTOR D: PRICE
a. Appraisal fees should be commensurate with the location and complexity of the assignment.
b. The appraisal contract may or may not be awarded to the lowest offeror.
EVALUATION OF QUOTATIONS
FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award of this Purchase Order will be made on a Best Value/Trade Off basis.
The following factors shall be used to evaluate offers:
A. Technical Qualifications, B. Past Performance, C. Delivery, D. Price.
Technical Qualifications, Past Performance and Delivery when combined, are more important than cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
Further past performance determinations in federal contracting shall be made through a review of relevant information listed within the System of Award Management (SAM) and the Contractor Performance Assessment Reporting System (CPARS).
All offerors are required to have an active Unique Entity Identifier (UEI) and be registered in www.SAM.gov prior to submission of quotation. **Note, the UEI replaced the DUNS number on April 4, 2022.
