The purpose of the amendment is to respond to questions for solicitation 140D0425Q0486 and to extend the response due date to 3:00 PM MD on June 20, 2025.
Question #1 Would it be up to the appraiser to determine whether or not the existing improvements contribute to and should be included in the valuation of the subject property?
Or does the client have a say in that matter?
Answer: It is up to the appraiser to determine whether the existing improvements contribute to and should be included in the valuation of the subject property. If the buildings contribute to market value, then they need to be valued accordingly in the before and after. If the buildings no longer contribute to market value, briefly describe the building

Question #2: If the appraiser determines there is a lack of private, open market comparable sales, can public/government entity sales be used in the analysis? If so, are there any specific guidelines for their use?
Answer: In very specific situations and with extraordinary verification public/government entity sales can be used in the analysis. Refer to UASFLA (Yellow Book) for sales that require extraordinary verification and the steps that need to be taken in the verification process.
Those sections include but are not limited to
Section 1.5.2.4, Section 4.4.2.4 and Appendix E.
