STATEMENT OF REQUIREMENTS
Department of the Army
Aberdeen Proving Grounds
1. PURPOSE:
This Statement of Work (SOW) describes the support needed by the U.S. Army Communication- Electronics Command (CECOM) Leadership Training Programs in delivery of training services.
Leadership for today is vitally important, but equally important is leadership for tomorrow. Every organization must find and encourage the next generation of leaders so that it’s easier to anticipate and fill succession gaps. The Department of the Army, Aberdeen Proving Ground (APG) has identified a corporate need to build a pipeline of leaders from all leadership levels to implement change and to fulfill the organization’s mission and values. APG envisions developing a sustainable learning community of leaders to successfully carry APG into the future to meet those challenges. Educating individuals and helping them align their individual work goals with organizational goals are two critical tasks for building a strong bench. Leadership development creates cross-functional networks, resulting in a deeper understanding of the Department of the Army’s interrelated systems. An integrated succession management program that links succession planning with leadership development can be a source of competitive advantage for organizations. This strategy can help buffer organizations in turbulent times of great uncertainty when it seems like there is a surprise at every turn. Effective leadership development programs help to build a deep capacity for leadership. Not only is there leadership bench strength and a full leadership pipeline, there also is a highly developed workforce that is adaptable and attuned to the challenges and opportunities that are presented in their organization and ultimately the Army.
