About this file

This document is an Amendment Attachment containing Questions and Answers for Solicitation 140D0425Q0364-A1, relating to a land appraisal for the U.S. Fish & Wildlife Service. The Q&A addresses seven key clarification points about a land appraisal for approximately 1,364.02 acres in Okeechobee County, Florida. Critical details include guidance on using the SOW-provided acreage, valuing mineral estates if they influence property value, confirming access routes, and documenting property improvements. The government responses provide specific instructions to the appraiser, such as using the NRCS-USDA Wetland Map, relying on the SOW acreage, and documenting market evidence for valuation conclusions. The document also clarifies that no Environmental Assessment (EA) will be authorized, and the appraiser should address environmental considerations within the report's assumptions and limiting conditions.

Amendment Attachment 001 Questions and Answers

Solicitation – 140D0425Q0364-A1

Question No. Question Government Response

1 Are wetlands areas to be quantified and, if so, how? Are they identified (i.e., sized, located, and qualities noted) on the WRP maps?

NRCS-USDA Wetland Map will be provided.

2 Will it be acceptable to utilize the Okeechobee County Property Appraiser's parcel size of 1,364.02 acres if the Perry Smith Family Ltd ownership is determined to be the Larger Parcel? If not, what is the size to be based upon?

Please use acreage indicated in the SOW. If there is a discrepancy with other sources, it may be noted but please use acreage provided.

3 Is the mineral estate to be valued: a) based upon sales w/wo mineral rights - if they exist; or b) survey of market participants examining impact of mineral rights on local property values?

If it influences value, whichever is available and best reflects the market.

4 Is it safe to assume that property owners will identify an access route to the property?

FWS and/or the landowner can assist with access if needed.

5 The RFQ states the WRP is "perpetual". Typically, I have encountered WRP's with termination dates. IF the Larger Parcel is encumbered with a permanent WRP, which prohibits ranching/grazing, then why is it being acquired

AVSO does not determine the selection of potential acquisitions or determine designated acquisition areas.

It is anticipated that the shed (s) and fencing visible on the aerials in the interior of the larger parcel probably reflect no contributory value at a Recreational HBU;

however, what level of documentation is required to arrive at that conclusion?

The appraiser should indicate the market evidence that led to that determination: comp sales, discussion with market participants, condition of improvements, etc.; whatever market research the conclusion was based on.

In addition to the EA for the lack of title work; will it be acceptable to provide an EA referencing an assumed absence of environmental contamination.

Appraiser can address this item in the Assumptions and Limiting Conditions and/or discuss in the report but no EA will be authorized.
