This Request for Quote (RFQ) is issued in accordance with the Federal Acquisition Regulation (FAR) Part 12, the acquisition of commercial items and FAR Part 13 Simplified Acquisition Procedures.

DELIVERY/PERIOD OF PERFORMANCE
The target period of performance is 300 calendar days from the date of the Purchase Order (PO) award. The initial appraisal target date is 135 calendar days from the date of award. If the target delivery dates are not achievable, then the contractor may provide justification (workload, etc.) and propose an alternative delivery date. See Section 3: Performance & Submission Requirements specified in the SOW.

TECHNICAL QUALIFICATION FOR REQUIREMENT
FACTOR A: TECHNICAL QUALIFICATIONS
1. State Certification: The offeror making the quote will be responsible for completing the assignment and certification of the completed appraisal report. Sub-contracting of this assignment is not permissible. The offeror must hold a valid license as a Certified General Appraiser by the State of Louisiana as demonstrated by providing a copy of the State Licensing Certificate in the quote or, have the ability to obtain a temporary practice permit for the State of Louisiana. If the appraiser is licensed in another state and applying for a license in the subject jurisdiction, they must provide a copy of their current state license. (A temporary license must also be provided by the contracted appraiser and included in the addenda of the appraisal report.)
2. Technical Acceptability:
a. Experience for Assignment: Both geographical competency and technical competency of the offeror will be considered. The offeror shall provide a standard Appraiser's Statement of Qualifications and a signed offer letter that describes and attests to the following:
1. Please provide a summary of years of experience appraising timbered land properties, merchantable timber, bottomland properties, large acreage properties, recreational lands, wetlands, landlocked properties, and improved rural residential tracts similar to the subject tracts. Include site size range, improvement types, location and assignment type. Experience that shows geographic competency will be given greater consideration. If the appraiser has experience with similar properties, but not in the subject market, then they must state this fact and the actions proposed to gain geographic competency.
2. Please provide a summary of years of experience appraising lands for federal acquisition under UASFLA guidelines. If the offeror doesn’t have federal acquisition experience, please state such and describe experience appraising properties for State and/or other regulatory agencies. Specific experience that illustrates experience with partial acquisitions subject to Federal agency standards will be given greater consideration.
3. Offerors with professional designations from a recognized professional appraisal organization will be given greater consideration; however, designation isn’t required. If the appraiser is a member of a professional organization, this should be identified in the statement of qualifications with the name of the organization, and the level, type, or category of such membership.
4. The offeror must provide a recent completion certificate for UASFLA course.
b. Qualifications of Associate Appraisers: Sub-contracting of this assignment is not permissible.
The offeror is required to be the signatory of the appraisal reports. Any associate appraisers expected to contribute to the appraisal development and/or report writing must be appropriately licensed and identified in the quote along with a description of their anticipated contributions, a statement of qualifications and a copy of their license or permit. No other associates may work on the project without prior written authorization from the AVSO Review Appraiser. If the quote doesn’t identify associate appraisers as providing assistance, it is expected that the offeror is doing 100 percent of the research, verifications, property inspections, valuation analyses and appraisal writing.
c. Initial Delivery Date: Target date for initial delivery of the appraisal reports to the AVSO
Reviewer is 90 days from the date of engagement with the last report due no later than 135 days from notice to proceed.
FACTOR B: PAST PERFORMANCE
1. Past Performance
a. Provide a list of at least five (5) of the most recent UASFLA-compliant appraisal reports completed. Include property type, size of property, date of value, location, and the client contact information for reference purposes. If assignments were completed for AVSO, provide AVSO case number. If none completed, please state such.
b. Provide a list of at least two (2) of the most recent appraisal reports completed for timberland with/without improvements and in the subject market or similar market areas. Include property type, size of site, date of value, location, and the client contact information for reference purposes.
c. Provide two sets of comparable sale summary sheets for timber properties that demonstrate typical reporting levels for you work. Sale summary sheets in compliance with UASFLA 2.3.3.4 will be given greater consideration.
FACTOR C: PRICE QUOTE
a. The Quoter must provide a firm-fixed price quote with any and all discounts applied for all the work to complete the assignment described in the Statements of Work (SOWs).
b. Price quotes will be evaluated for completeness and reasonableness.
EVALUATION OF QUOTATIONS
FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Award of this Purchase Order will be made on a Best Value/Trade Off basis.
• The following factors shall be used to evaluate offers:

Technical Qualifications and Past Performance when combined, are more important than the Price Quote.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Further past performance determinations in federal contracting shall be made through a review of relevant information listed within the System of Award Management (SAM) and the Contractor Performance Assessment Reporting System (CPARS).

Intended Users The intended users of the report are the client (AVSO) and the U. S. Fish and Wildlife Service (FWS) on behalf of the United States of America (USA).
Intended Use The appraisal report will be used by FWS in conjunction with negotiating the acquisition of the subject property via a land purchase from the current owner. It is not intended for any other use.
Please refer to the authorized Extraordinary Assumption regarding assumed title interests in Section 2 of this SOW. Please refer to item #4 of the Special Appraisal Instructions of this SOW for additional valuation instructions.

Property Description The subject property is located on the northwestern side of Lonesome Road, Morehouse Parish, Louisiana. GPS Coordinates are 32.823355°,-92.020054°.
The property is comprised of 709.59 +/- acres.
The current and historic use of the property is for recreational/timberland. Harvesting activity is unknown.
Maps identifying the subject tract are included in this SOW along with a corresponding workbook summarizing the affiliated tax property Id’s and surrounding ownership interests. Additional ownership information including articles of incorporation will be provided to the awarded contracted appraiser. The contracted appraiser will be responsible for independently verifying ownership interests. It is anticipated that additional and expanded descriptive information on the subject’s attributes will be uncovered during a physical inspection and due diligence research by the Appraiser. The Appraiser must immediately notify the AVSO Review Appraiser of any significant discrepancies in the property description provided above. This may result in amended instructions.
According to the AVSO Division of Mineral Evaluation (DME) the subject property there is the geologic potential for the occurrence of construction aggregate materials, however these materials are not likely to be of economic quantity/grade. There is the ongoing production of gas deposits, but there is no recent or current exploration or development to indicate industry interest in additional development of the subject property. There is no recognized mineral development potential associated with the surface rights acquisition of the property.
Property Access Access is via Lonesome Road, Morehouse Parish, Louisiana.

- R 4 E, Morehouse Parish, Louisiana further described as follows:

The above described tract of land is situated in a portion of Sections 1, 11, 12 & 14, T 21 N - R 4 E, Morehouse Parish, Louisiana as surveyed by Jeffrey M. Messinger, Professional Land Surveyor, and shown on plat of survey file 5645 .1 M-4563.1 containing 709.59 acres and is subject to a twenty five foot Right of Way along Paw Paw Lake Trail, Long Lonesome Road, and Meter Station Road.
The subject along with 481.03 +/- non-contiguous acres were acquired by the owner in an exchange on November 29, 2022. Copies of the vesting deed will be provided to the contracted appraiser upon award.
Upon a signed offer to purchase, a survey will be completed by FWS prior to acquisition to establish a final legal description for conveyance and determine an accurate acreage. Please refer to item #4 of the Special Appraisal Instructions section of this SOW for additional valuation instructions.
Property Interest to be Appraised
Fee simple, excluding oil, gas and mineral rights and any known reservations, restrictions and encumbrances of record. See Section 2, Extraordinary Assumptions (EA’s).
Any information developed by the Appraiser, or observations that are found to be contrary to the described property rights must be immediately brought to the attention of the AVSO Review Appraiser as a request for possible amended instructions.
Reservations/Outstanding Rights A title report has not and will not be provided by FWS. (Please refer to the authorized Extraordinary Assumption regarding assumed title interests in Section 2 of this SOW.)
Verification with the property owner is advised. Appraiser’s Use of Consultant’s Reports
The owner has indicated a potential for merchantable timber on the subject property. However, no timber cruise, stocking/harvest information, or harvesting permits have been provided by FWS and/or the landowner for the identified tracts. Please notify the AVSO Review Appraiser if you determine a timber cruise is necessary to achieve credible assignment results (note: this notification generally occurs subsequent to inspecting the subject property and often after completing preliminary highest and best use analysis and identifying potential comparable sales).
Please note that justification supporting your determination that a timber cruise is necessary to achieve credible assignment results must be provided to the AVSO Review Appraiser. Assuming adequate support exists, the AVSO Review Appraiser will contact FWS to coordinate for a timber cruise to be completed. This may result in the purchase award with the contracted Appraiser needing to be adjusted to accommodate the procurement of the timber cruise and the period of performance may need to be adjusted to accommodate completion of the cruise and appraisal assignment.
Should a timber cruise/valuation be determined necessary, please note that Section 1.13 of UASFLA states “the appraiser cannot merely accept such consultant reports as accurate, but rather must analyze such reports and adopt them only if reasonable and adequately documented and supported. The results of secondary valuation reports (minerals, fixtures, or timber valuations) cannot simply be added to the value of the land to arrive at a value of the property as a whole. To do so would violate the unit rule and professional standards. The appraiser must consider these components of the property in light of how they contribute to the market value of the property as a whole.”

Market Value Market Value is the amount in cash or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of value, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property. (Uniform Appraisal Standards for Federal Land Acquisitions, 1.2.4 of 6th Edition) This definition of value must be placed in the Scope of Work section of the report in accordance with UASFLA 2.3.1.8.
Date of Value The date of value is to be the date of the last property inspection, which should be within 30 days of the date of the initial appraisal report unless the AVSO Review Appraiser approves in advance other conditions in writing.
Extraordinary Assumptions (EA’s) A title report has not been provided for the property to be acquired and the reviewer is authorizing the use of the following extraordinary assumption:
“It is noted that a title commitment was not provided for the subject property. I received a deed and other information related to the property being appraised, but it is uncertain if this information encompasses all outstanding rights or reservations currently found on the tract.
AVSO has informed me that according to information provided to U.S. Fish and Wildlife Service, the oil, gas and mineral rights have been previously reserved. The AVSO client, U. S.
Fish and Wildlife Service (FWS), has requested that I assume there is clear title to the subject property and that there are no additional encumbrances, reservations or restrictions beyond those already identified; excluding the oil, gas and mineral rights, that could materially affect value. Use of this statement may have affected the assignment results, but is consistent with FWS policy. If a change in the estate appraised is required based on information in the final title when obtained, could require an amendment of the appraisal, or a re-appraisal of the property so that the estate appraised accurately reflects the estate to be transferred.”
If the Appraiser determines that additional extraordinary assumptions are necessary for credible assignment results, he/she must contact the AVSO Review Appraiser for prior written approval.
Hypothetical Conditions (HC’s) None. If the Appraiser determines that a hypothetical condition is necessary for credible assignment results, he/she must contact the AVSO Review Appraiser for prior written approval.
Jurisdictional Exceptions (JE’s) Opinions of market value for federal acquisition purposes shall not be linked to a specific opinion of exposure time [UASFLA, 6th Ed., Section 1.2.4, 1.2.7.2 and 4.2.1.2 (legal basis)], unlike other appraisal assignments subject to USPAP [Standard Rule 1-2(c) and 2-2(a)(vi)]. This exclusion of exposure time requires the use of a Jurisdictional Exception (JE) to USPAP. (Refer to page 15 of USPAP for proper reporting.)
If the Appraiser believes that USPAP’s Jurisdictional Exception Rule is needed to comply with any other additional law or UASFLA regulation, he/she must contact the AVSO Review Appraiser to obtain prior written approval.
Please also note that in accordance with UASFLA, Section 1.2.4, estimates of marketing time are not appropriate and must not be included in appraisal reports prepared to UASFLA standards.
Placement in Report The Appraiser must clearly identify and discuss the implications of any authorized Extraordinary Assumptions and Hypothetical Conditions (including a statement that their use might have affected the assignment results) within the General Assumptions and Limiting Conditions and Scope of Work sections of the appraisal report along with the Jurisdictional Exception (assignment condition) per UASFLA Sections 2.3.1.7 & 2.3.1.8. Please also identify any authorized EAs and HC’s wherever the final value conclusion is stated, this includes the Letter of Transmittal and the Summary of Salient Facts.
Property Inspection The Appraiser must physically inspect the subject property (UASFLA Section 1.2.6.3). The owner has given permission to enter the property to conduct an inspection. The documents granting permission to appraise will be provided to the contracted Appraiser upon award. Please contact the owner directly, after award, to arrange a date and time for inspection. You must notify the AVSO Review Appraiser, in advance, when the property inspection will occur. Coordination of the inspection with the FWS Refuge Manager is recommended.
For appraisals with an intended use of acquisition, the Appraiser must certify in the report that he/she extended an offer to the property owner (or the owner’s representative) to accompany him/her during the property inspection. [Uniform Relocation Assistance & Real Property Acquisition Policies Act of 1970 (PL 91-646) as amended and the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Ed. (Section 2.3.1.4)]
Pre-Work Meeting/Conference Call The contracted Appraiser will be required to participate in a pre-work meeting by telephone with the assigned AVSO Review Appraiser. The AVSO Review Appraiser will coordinate the date and time of the pre-work meeting directly with the contracted Appraiser. Weekly status updates are required.
Controversies/Issues Should the Appraiser identify controversies or issues during the course of the assignment, immediately notify the assigned AVSO Review Appraiser.
Legal Instructions None given. Should the appraiser determine that legal instruction is required to satisfy UASFLA requirements, they must immediately notify the AVSO Review Appraiser.
Special Appraisal Instructions
1. Even though communication is encouraged with the property owner and the client agency, only the assigned AVSO Administrative Officer, in conjunction with the assigned AVSO Review Appraiser’s concurrence, can modify appraisal instructions (in writing).
2. The Appraiser may not communicate assignment results to any party except AVSO unless authorized to do so in writing by AVSO.
3. Any communication (verbal or written) with the Client Agency Realty Contact shall include the assigned AVSO Review Appraiser.
4. The area of acquisition is estimated to contain approximately 709.59 acres ±, with the actual acreage to be acquired dependent upon completion of a formal survey. Consequently, it is requested that in addition to stating the final conclusions(s) of the larger parcel(s) within the appraisal report, the unit value (e.g., $XX/acre) for the larger parcel(s) be stated along with the range of acreage within which that unit value(s) would be valid (e.g., $XX/acre is valid for a range of XX-XX acres). This is an assignment condition and to be reported as such within the appraisal report:
NOTE TO INTENDED USER: This range in acreage for the concluded unit value is only applicable to the final surveyed acreage for the footprint of the appraised larger parcel(s) and considers no material changes to the physical characteristics of the larger parcel(s). This range in value is only intended to be a tool to assist the acquiring agency in re-calculating the value of an appraised larger parcel(s) after completion of the survey. The range in acreage within which the concluded unit value(s) would be valid is not intended for use by acquiring agency/client to add additional lands/tracts to the proposed acquisition or to allow the retention/removal of lands/tracts from the proposed acquisition by the landowner of client agency as a result of negotiations after the appraisal has been completed. Addition or removal of the tract(s) from the appraised larger parcel(s) could change the physical characteristics of the property and require amendment of the appraisal or reappraisal.
General Appraisal Requirements & Instructions
1. The Appraiser must hold a valid license as a Certified General Appraiser as demonstrated by a copy of the state certificate. (Valid credentials would also include those issued under a reciprocity agreement and/or those characterized as “temporary” under the jurisdiction’s licensing and certification statutes where the subject is located and must also be provided if applicable.)
2. This AVSO Statement of Work, any written assignment specific legal instructions/opinions or hypothetical conditions, and pages 1 & 2 of the Contract Award document must be included within the Addenda to the appraisal report along with the Appraiser’s license, to include temporary if applicable, and qualifications.
3. All appraisals complying with UASFLA should reasonably conform to the sequence and content outlined in UASFLA, Section 2.3 as well as Appendix B or C, depending on applicability.
4. The appraisal is to be documented in an “Appraisal” reporting format [USPAP Standard 2-
2(a)]. UASFLA, Section 2.2 states that reporting formats set forth under Sections 2.3, 2.4, and
2.5 (Appendix B, C, or D) are consistent with and/or exceed the requirements for an appraisal report under Standard 2 of USPAP.
5. The Appraiser must appraise the subject property in its existing “As Is” condition unless otherwise instructed herein or authorized in writing by the AVSO Review Appraiser to do otherwise.
6. All the comparable properties used in direct comparison to the subject are to be personally inspected (UASFLA Section 1.2.6.3). Color photographs of comparable properties shall be included in the appraisal report along with comparable data maps and/or exhibits. AVSO will accept aerial photographs for comparable land properties if the aerial photographs accurately represent the comparable property as of the date of sale.
7. The appraisal report will be reviewed for compliance with the terms of this Statement of Work
(including all cited standards). Any findings of inadequacy will require clarification and/or correction.
8. The Appraiser shall consider the appraisal report and all Department of the Interior (DOI) internal documents furnished to the Appraiser to be confidential. Refer all requests for information concerning the appraisal to the AVSO Review Appraiser.
9. AVSO will not normally accept custody of confidential information. Should the Appraiser find it necessary to rely on confidential information, he/she will contact the AVSO Review Appraiser for instructions. The Review Appraiser will view the information and provide further instruction to the Appraiser regarding handling and storage of the confidential information.
10. If including any proprietary information in the appraisal, the Appraiser must gain concurrence from AVSO Review Appraiser and deliver the proprietary information in a separate binder.
11. While the public is not an intended user of the appraisal report, please be aware that the Freedom of Information Act (FOIA) and Agency policy may result in the release of all or part of the appraisal report to others.
12. The Appraiser must indicate whether he/she has (or has not) performed any services, as an Appraiser or in any other capacity, regarding the subject property within the three-year period immediately preceding acceptance of the assignment. If a service has been provided regarding the subject property, the service provided must be specified and appropriately disclosed following the direction of the USPAP Ethics Rule, Conduct Section. This disclosure must be made within the quote and also noted on the signed certification page of the completed report.
SECTION 3 – Performance & Submission Requirements
After contract award, the Appraiser must address any questions regarding appraisal instructions and/or technical requirements for the appraisal to the AVSO Review Appraiser. The contract award package will identify the AVSO Review Appraiser and his/her contact information in the Project Contact Information document.
This assignment is part of a three (3) report contracting package. The contractor shall have 90 calendar days from the date of award to deliver the initial report for the first appraisal to the AVSO Review Appraiser. An additional 45 days will be provided to complete the remaining two appraisal reports for a total of 135 days to provide all reports. If the contractor determines that a performance period of 135 days is not realistically feasible, it is the contractor’s responsibility to provide an alternative delivery date, with justification for the change, in the quote. NOTE: Preference may be given to the quotes which best meets the stated delivery date.
