About this file
This document is a Class Limited-Sources Justification (LSJ) for the Department of the Interior (DOI) to establish a new single-award Blanket Purchase Agreement (BPA) with Trimble Inc. for Global Positioning System (GPS) software and hardware maintenance. The five-year BPA will cover software support for existing proprietary GPS post-processing and field data collection software used with Trimble GPS receivers, with a base period of 12 months from 04/01/2025 to 03/31/2026 and four 12-month option periods through 03/31/2030.
The justification centers on Trimble being the sole source due to the proprietary nature of their software and DOI's substantial $50 million investment in Trimble GPS hardware. A Request for Information (RFI) was issued on 12/17/2024 seeking alternative products, but no responses were received. The BPA will be issued under GSA Schedule 47QSMS24D002E, with the contracting officer seeking additional discounts and conducting a thorough price evaluation. The document emphasizes that switching to another vendor would require extensive new hardware purchases and department-wide retraining, resulting in significant operational disruption and cost.

CLASS LIMITED-SOURCES JUSTIFICATION
AUTHORITY: FAR 8.405-6 and 40 U.S.C 501
Requirement: Trimble BPA Recompete
This acquisition is conducted under the authority of the Multiple Award Schedule (MAS) Program.
1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
This document is a Department-wide class sole source Limited Source Justification for the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of the Department of the Interior (DOI), Office of the Chief Information Officer (OCIO), Office of the Geospatial Information Officer.
2. Nature and/or description of the action being approved.
The purpose of this class limited source justification (LSJ) is for a requirement to establish a new Department-wide single-award Blanket Purchase Agreement (BPA) for the purchase of Mapping and Geographic Information System (MGIS), Global Position Satellite (GPS) post processing software, support for existing proprietary GPS post processing software and field data collection software used with Trimble GPS receivers for a base period of 12 months and four (4) 12-month option periods in accordance with FAR 8.405-6(a)(1)(i)B, Only one source.
This is a follow-on requirement to BPA 140D0420A0005. It is expected that a BPA will be issued under General services Administration (GSA) Schedule 47QSMS24D002E to Trimble Inc. as a result of this requirement.
3. A description of the supplies or services required to meet the agency’s needs
(including the estimated value).
This proposed single-award BPA will provide software support for existing proprietary GPS post processing software and field data collection software used with Trimble GPS receivers, to maintain compatibility with the existing software and hardware systems used throughout DOI. Trimble GPS receivers, field data collection software, and post processing software are one of the most prevalent systems used within DOI agencies for high accuracy GPS mapping for resource management purposes. GPS technology is essential for the accomplishment of the many land management and scientific DOI mission critical tasks conducted in the field.
The total value of the proposed BPA is estimated to be across a Base Period of 12-months with four (4) 12-month option periods. An enterprise-wide ordering vehicle will maximize the level of discount for DOI and provide an easy-to-use procurement vehicle for Bureau Program staff and Contracting Officers (CO) to utilize.
We intend to award a five-year contract with a Base Period of 12-months with four (4) 12-month option periods. This is a follow-on requirement to BPA 140D0420A0005.
Base Period: 04/01/2025 – 03/31/2026 Option Year 1: 04/01/2026 – 03/31/2027 Option Year 2: 04/01/2027 – 03/31/2028 Option Year 3: 04/01/2028 – 03/31/2029 Option Year 4: 04/01/2029 – 03/31/2030
4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
DOI Bureaus utilize GPS technology for the accomplishment of the many land management and scientific DOI mission critical tasks conducted in the field. A variety of GPS hardware is procured to carry out these missions, however, Trimble comprises the majority of GPS hardware acquired in DOI. Unlike computer systems or open architecture software, Trimble software for field GPS device is proprietary in nature. As a consequence, consumers must deal with Trimble, Inc. when purchasing software or support for Trimble GPS hardware products. Thus, Trimble Inc. is the only company that can provide the Trimble software, site support and maintenance for the Trimble hardware products currently in use within DOI. Additionally, purchases of new software licenses must be compatible with existing Trimble hardware and software. Trimble Inc.
is the only vendor on GSA that offers Trimble software, site support and maintenance.
Trimble GPS systems (receivers and software) have been used in the Federal Government, including the DOI, for twenty plus years and are the predominant GPS systems used for mapping and survey data collection. During this period no other software from any other manufacturer has been developed that can process Trimble generated data files. DOI also has a significant financial investment in Trimble GPS hardware. OCIO estimates DOI’s Trimble investment to be approximately $50,000,000.00. Trimble Inc. is the only company that can supply the required software and software maintenance which will maintain and protect the value of DOI’s investment in Trimble Hardware.
Purchasing another vendor’s software would require extensive new hardware purchases across DOI and a retraining of employees Department-wide, as other software would be incompatible with the current Trimble hardware in place within DOI.
This would result both a disruption in service as well as a significant investment of man-hours at substantial financial and operation cost to DOI.
Lastly, a Request for Information (RFI) was issued under GSA seeking alternative products or services that the proposed Trimble products/services perform substantially the same functions. No responses were received for such products.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
GSA Schedule 47QSMS24D002E, held by Trimble, Inc., includes fixed-priced supplies and services. The prices under GSA Schedule 47QSMS24D002E have already been negotiated and found fair and reasonable by GSA in accordance with FAR 8.404(d).
The AQD CO will also seek discounts from the established schedule pricing in accordance with FAR 8.405-4 and will conduct a thorough price evaluation as required by FAR 8.405-2(d) prior to award to ensure that the pricing is reasonable. Also, additional discounts will be requested at the order level by the ordering level CO. The CO's price evaluation and analysis will be documented in the contract file.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
AQD conducted market research by reviewing the acquisition history of the existing BPA 140D0420A0005 and a Request for Information (RFI)/Sources Sought utilizing
GSA MAS 334511.
The review of the acquisition history of the current BPA concluded that it was competed a sole-source action against GSA Schedule GS 07F-5588P, held by Trimble, Inc. It was also determined that these are commercially available services and Trimble products are commercially available on the GSA Schedule as well as on the open market.
On December 17, 2024, a RFI was released on GSA MAS 334511 (Search, Detection, Navigation, Guidance, Aeronautical and Nautical Systems and Instruments Includes telecommunications equipment and accessories) seeking sources that are capable of providing support, maintenance, upgrades and the rights to distribute software for Trimble products or comparable products/services. The RFI was distributed to 56 vendors via GSA MAS 334511 with a closing date of January 2, 2025. This included the incumbent vendor under 140D0420A0005, Trimble, Inc., however, a copy of the RFI was also directly provided to Trimble Inc. on December 2, 2024, as well.
No responses to the RFI were received via GSA e-Buy prior to closing. However, Trimble, Inc. responded on January 2, 2025, via direct email to the Contracting Officer.
7. Any other facts supporting the justification.
A copy of the fully executed class LSJ will be posted on SAM.Gov as required by FAR
8.405 within 14 days after executing the BPA.
This document is being executed as a class LSJ at the BPA level and as such applies to all future orders off the underlying BPA. As a result, DOI Bureaus will NOT need to prepare individual LSJs at the order level, which will reduce the administrative burden that required for new, individual awards.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made.
DOI will continue to review the GPS marketplace to determine if the technological environment changes and if so, assess whether it would be feasible to transition to a competitive procurement approach/vehicle.
