INTERIOR BUSINESS CENTER
Washington, DC 20240
SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT)
AUTHORITY: FAR 13.106-1(b)(1)
PR#
1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 5 in support of the Alaska Regional Office of the Office of Aviation Services (OAS).
2. Description of supplies or services required to meet agency needs.
One “Float Plane Tug” to move aircraft equipped with floats in and out of the hanger and ramp. Ford or Dodge One-ton regular or extended cab/chassis modified to accept front frame assembly and shortened wheelbase. This item requires extensive modification and fabrication as described by the customer.
3. Identification of the single source to be solicited.
Sole Source: BSI INC (UEI: ZJBZMLKBNEJ6) 2009 Spar AVE Anchorage, AK 99501-1815
4. Reason for Authority Cited
The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available IAW FAR 13.106-1(b)(1)(i). This requirement is a 100% small business set aside IAW FAR 13.003(b)(1).
5. Rationale.
The Office of Aviation Services (OAS) requires a Sea Plane Tug for use at their Anchorage (Lake Hood) facility. Currently, OAS is one of the few, if not the only, maintenance facility on Lake Hood that utilizes a trailer for moving float equipped aircraft. This process is time consuming and costly to the government in man hours by using an outdated and inefficient method of transporting these aircraft. Utilizing trailers that are not designed to accept the variety of aircraft that OAS must maintain poses safety concerns since the aircraft must be ran at full power while strapped to the trailer. The increased load time, when compared to a plane tug, is also detrimental in case of emergencies or severe weather.
