Type III Helicopter Flight Services for the Bureau of Land Management (BLM).
This amendment is to answer questions and update Exhibit E-3.
Question 1
Item B6.7: ¿Utility folding aft cabin seating for easy access to a flat cabin floor equipped with tie downs for carriage of bulky cargo)¿
In the Bell 407 helicopters the seats do not fold however they do remove very quickly (3-5 minutes with single tool). When our seats are removed, we can meet the cubic space requirement for the transport of ¿bulky cargo¿ however it will not be on a flat cabin floor. Our cabin floors are contoured by manufacturer.

Will BLM consider a Bell 407 for this contract?

Per Section D6.2.2 of the solicitation: The offeror must propose an aircraft that meets or exceeds the Minimum Aircraft Requirements specified in Section A of this solicitation. The offer will be rated Unsatisfactory if the proposed aircraft fails to meet any of the
Minimum Aircraft Requirements specified in
Section A of this solicitation.
Section A Minimum Helicopter Requirements: Aft
Cabin Seating: Utility folding forward-facing aft cabin seating for easy access to a flat cabin floor equipped with tie downs for carriage of bulky cargo.

Item B.6.20.: Cabin doors which may be removed or opened in flight.
Item B.6.20.1: Dual sliding doors for aft cabin
The Bell 407 does not have sliding doors onboard.
However, we do have FAA approved quick-release standard doors that can be removed extremely quickly by pilots or aircrew.
Will BLM consider this configuration for this contract?
Answer 2
The Bureau is requesting a sliding door. The scope and authorized missions requested by the bureau includes STEP. While in any mission profile to conduct operations for their environment, the bureau needs sliding doors to have the option to fly enroute and have a mission change that may need to pickup or drop off personnel in STEP operations.

In Section A - Requirements and Pricing; Daily
Availability; Quantity, Is the extended amount supposed to reflect 90 Days or 120?
Answer 3
The extended amount is calculated based on the minimum of 90 days.
Question 4
In Exhibit E-3 it is asking for Payload lbs. with
200 lb. pilot, 25 lb. survival kit, and 1.9 hours of fuel at 1,000' PA and 20ºC
