Subject: Pre-Solicitation Notice for Solicitation No. 140D0424R0013

Notice Type: Pre-Solicitation Notice

Synopsis:

The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of DOI, Bureau of Land Management (BLM), is preparing to issue a Request for Proposal (RFP) for a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide Operations and Maintenance (O&M) and Development Support Services for Mission Services Platform (MSP). The IDIQ will be capable of issuing Firm Fixed-Price (FFP), Time and Materials (T&M), and Labor Hour (LH) Task Orders, or a combination of FFP, T&M, and LH Task Orders. The solicitation of the MSP IDIQ includes one Task Order: 1) Account Collections and Receivables System (ACReS) to support BLM’s Directorate of Information Technology (HQ500). At time of award of the MSP IDIQ, it is intended that the Task Order will be awarded to satisfy the minimum guarantee.

The Contractor shall deliver solution services that are agile, flexible, scalable, supporting BLM’s current componentry and possible future componentry expansion. The Contractor shall provide application development with operational and maintenance support of released systems and facilitate compliance with federal regulations. This work shall include software development, integration, test, maintenance, audit support, system analysis, business analysis, impact analysis, documentation, reports, training, and progress monitoring using reporting procedures and measures of performance in accordance with best practices of the IT industry. The goal is to implement applications utilizing Agile processes that achieve results through continuous capability enhancements, minimal downtime, prompt response to emerging needs, demonstrated reliability, and optimized performance with resource utilization minimized. All services are non-personal and not inherently governmental in nature.

This requirement will be procured in accordance with FAR Part 12 - “Acquisition of Commercial Items,” follows the procedures of FAR Part 15 - “Contracting by Negotiation,” and in conjunction with FAR Part 16 - “Types of Contracts.”

The following North American Industry Classification System (NAICS) and Product Service Codes apply to this solicitation:

· NAICS: The primary code applicable to this acquisition: 541519 – “Other Computer Related Services”, with a business size of $34 million

· PSC: The primary code applicable to this acquisition: DA01 – “Business Application / Application Development Support Services (Labor)

The solicitation package will include the Solicitation Forms (SF1449), IDIQ Performance Work Statement, and other attachments as required. Documents are anticipated to be posted to SAM.gov | Contract Opportunities on or after 2/2/2024.
