About this file

This document is an amendment to Solicitation 140D0424Q0857 for appraisal services for the Sacramento River National Wildlife Refuge (208). The amendment extends the closing date to August 2, 2024 and provides responses to questions received regarding the solicitation. The key details include:

The scope of work is for appraisal services related to the acquisition of approximately 120.9 acres of land in Glenn County, California for the Sacramento River National Wildlife Refuge. The solicitation does not provide a title report but indicates the property has legal access via a non-exclusive easement. FWS has not conducted a formal survey but provided an estimated acreage. This is not considered a partial acquisition, as the excluded acreage is land lost by accretion to an existing FWS-owned parcel across the river. An appurtenant easement for access along a planned state highway right-of-way already exists and is owned by the seller. No other changes have been made to the original solicitation.

Questions & Answers:

Question: There is no Title Report provided. I would like to review a copy of the Title Report to understand the legal access character of the property.

Answer: Unfortunately, the Title Report can only be provided upon award of the contract. Tract 208R is the subject’s legal access which consists of a non-exclusive easement lying above the unfinished section of Highway 45.

Question: There is a discrepancy between the subject property size and shape in the SOW in comparison to the County Assessor Records. Are we to receive a survey? What is the source of the shape/size information provided in the SOW?

Answer: The shape and size were provided by FWS. They have not conducted a formal survey of the subject property but did survey a portion of it during the acquisition of Tract 33 which abuts the subject to the east and are reasonably confident of the acreage calculation.

Question: I understand that FWS intends to acquire 120.9 acres of Glenn County APN 023-030-041, which the county GIS system indicates to contain 185.95 acres of land. I realize that the area being excluded from the acquisition is now across (and probably within) the Sacramento River channel. This appears to be a partial taking, but that is not explicit in the RFQ. Can you please clarify whether the appraisal should be treated as a partial acquisition and, if not, why not?

Answer: This is not a partial acquisition. The acreage provided by FWS excludes land lost by accretion to an existing FWS-owned parcel across the river. This reflects the difference between the Assessor data and FWS provided acreage.

Question: I also understand that FWS intends to acquire an appurtenant easement for access that appears to follow a planned but as yet undeveloped right of way for State Highway 45. The RFQ does not indicate if the property to be encumbered by the easement is within an existing right of way (that may already be owned by the state), or perhaps within portions of a half-dozen parcels that front the planned right of way. If it will be the latter, can you specify the APNs and related ownerships of the affected parcels?

Answer: The appurtenant easement already exists and is owned by the seller.
