About this file
This is Amendment 1 to solicitation 140D0424Q0733 issued by the Department of Interior Business Center for the purchase of up to five new tandem seat aircraft over five years, with one aircraft guaranteed at contract award. The amendment provides answers to offeror questions and updates Section B5 regarding paint scheme requirements, changing from three-color to two-color.
Key answers clarify that TDFM radios, satellite phones, and AFF installation are not required; circuit breaker positions can be in a sub panel if accessible; no extra throttle quadrant holes are needed; and any future accessories like belly pods, floats or skis would be purchased separately. The amendment extends the proposal due date to December 20, 2024 at 1400 MS. The base requirements include a high-wing, single-engine aircraft with tandem seating, tricycle landing gear convertible to conventional gear, and capability for seaplane/amphibious configurations. The aircraft must have a minimum 200 HP fuel-injected engine, 1000 lbs useful load with wheels, 700 lbs with floats, and 4-hour endurance with 450 lb payload.

Solicitation 140D0424Q0733
Amendment 1 Attachment: Questions and Answers
Section: N/A Paragraph: N/A Question: Will the Government require TDFM radios or Sat phones be installed in these aircraft?
Answer: The Government is not requesting the vendor to install TDFM radio, sat phone, or AFF.
Section: B5 Paragraph: B5.2.10 Question: The additional circuit breaker positions requested. Can these be in a sub panel (recessed under the main panel, but still pilot and maintainer accessible)?
Answer: Yes, as long as additional circuit breaker positions are accessible by pilot and maintainers and do not inhibit aircraft controls.
Section: B5 Paragraph: B5.1.5 Question: Paint – the RFP requests a three-color scheme. We wanted to confirm the three-color request, as it adds significant cost to the aircraft.
Answer: The Government is requesting a two-color paint scheme. The three-color scheme listed in the solicitation was a mistake. DOI will provide color and scheme drawings upon reward.
Section: N/A Paragraph: N/A Question: Throttle quadrant – Are there going to be any extra holes needed for future (recessed) data connectors in the throttle quadrant?
Answer: Not required at this time.
Section: N/A Paragraph: N/A Question: Does the Government anticipate needing or purchasing accessories like belly pods / floats / skis or similar in the future for these aircraft?
Answer: If additional accessories like belly pod, floats, skis, etc are required in the future, DOI will purchase those items separate from this contract.
