About this file
This document is an amendment to a solicitation for a Weed Control Unmanned Aircraft System (UAS) with both spray system and solid material spreader capabilities for the Department of the Interior (DOI). The purpose of the amendment is to respond to industry questions. The government is interested in fully integrated UAS systems, not just standalone UAS platforms. For testing and demonstration purposes, prospective firms are not required to apply for Certificates of Waiver or Authorization (COA). The government is considering UAS platforms that have not yet undergone operational testing, but notes that FAA compliance requirements increase when including a liquid sprayer system, requiring an exemption waiver and COA. The period of performance is July 18, 2024 to July 17, 2027.

Government Response: Interested in fully integrated systems.
2. Industry Question: Are prospective firms required to apply for a Certificates of Waiver or
Authorization (COA), which serves as operational approval for the specific airspace in which they intend to operate for testing and demonstration purposes?
Government Response: Not applicable.
3. Industry Question: Is the Government considering UAS platforms that have not yet undergone operational testing? If so, what is considered a reasonable timeline for obtaining final FAA approvals and certifications?
(As background / context for this question, the below text describes FAA requirements for the use of concept or prototype [non-NSN] platforms)
In order to operate a UAS for standard flight with a total weight above fifty-five pounds, an exemption waiver is required, allowing for operation under Part 91, instead of Part 107 operations. When including the liquid sprayer system, FAA compliance requirements increase, as operations now fall under Part 137. In order to perform any flight testing, Companies will need to submit all documentation to the FAA to get an approved 44807 exemption waiver. Before filing the petition, the following information will need to be generated for the aircraft:
¿ Concept of Operations
¿ Operations Manual
¿ Emergency Procedures
¿ Checklists
¿ Maintenance Manual
¿ Training Program
¿ Flight History (not applicable to test vehicle)
¿ Safety Risk Analysis¿
Once approved, the FAA issues a "blanket" COA for flights at or below 400 feet in class G airspace to all UAS operators with a Section 44807 exemption as appropriate.
