RFQ Attachment #1 Questions and Answers
Solicitation – 140D0424Q0203
Question No. Question Government Response
1 Normally when we bid delivery, that is the delivery of a deliverable signed report. However, lately most or nearly all reviewers are now asking for a draft and watermark draft before we sign. Does your reviewer on this project want a draft copy before we sign the final?
No. See SOW Section 5, #3.
2 Traditionally on the same line as a delivery date of a signed report, I was told and had poor experience situation when I learned after the fact, your system was requiring our delivery date to include the time for your reviewer to read and approve. Normally on all other projects except that one, reviewer time was outside of our delivery time for an appraisal report review. What is your situation on this project? If we are to include the reviewer time, then we need to know how much time the reviewer will need. It is best if the review time is outside of our delivery time. Will your reviewer want to accompany us on the inspection and is your reviewer knowledgeable on SD Property Right Laws, including the laws for access and water.?
See SOW Section 6, Target date for review and comments is less than 30 days after receiving the initial appraisal report. See SOW Section 4, The prework meeting may occur at the property at the time of inspection.
3 I bid this same project a month or more ago. I had NO feedback or comments back or results back.
Where can I find the published results of the bids received?
Results of quotes received are not disclosed.
4 On a few jobs last few years, the reviewer was required to accompany us on the inspection. Is this the same situation for this project?
See SOW, Section 4.
5 This is a total acquisition of the property. The property is 20 miles from my office. The property is an aged building site and they do not own any other land around in close proximity from what I researched. If this is a simple acquisition, do you have any alternatives you can employ? It seems this process is taxpayer costly and wondered if you ever pondered alternative acquisitions.
Federal Government acquisitions must follow regulatory procedures in compliance with relevant laws and regulations.
6 We are aware of the location with the pond and in this area including other ponds, we call this the 81 ponds area. We have high levels of mercury in the water, and we are encouraged not to eat the fish.
The mercury is common in many ponds and other areas due to nature. Is there any way we can be assured this pond has zero mercury content? It is always a local question we ask.
The value requested must reflect market value. See definition of market value provided in SOW. A hypothetical condition has not been approved.
7 Can I get a waiver on the new requirement regarding this item? This was not included on the previous request.
The biggest change to this Bulfer Tract Solicitation was this addition in full form:
There is no waiver for this requirement.

8 We utilized our own contracting IT person, we utilize Google, Dropbox, and One Drive, along with Microsoft Teams and zoom. We have password protection. It seems odd to have so many regulations on a project when the project market value is likely to be low and you eat up more than the value in contracting and these requirements. I just wanted to understand why so many rules and regulations for basically buying a rural acreage with a low value home site, around ponds which are known to have mercury. What am I missing with this scenario? Is this the new government acquisition process
