About this file
This document contains questions and answers regarding a request for quotation for land appraisal services. The solicitation involves appraising multiple parcels of land in New Hampshire as part of a land exchange between the Bureau of Land Management and the Appalachian Mountain Club. While legal and physical access exists for the parcels, some areas may require use of an ATV or four-wheel drive vehicle, or hiking to inspect. Appraisers are responsible for having the necessary means to adequately inspect each property. As long as appraisers have at least a temporary appraisal license in New Hampshire by the time a contract is awarded, they can submit a proposal even if their reciprocal license application is still pending. The solicitation number is 140D0424Q0187 and involves work for the Department of the Interior Departmental Offices Interior Business Center.

RFQ Attachment #1 Questions and Answers
Solicitation – 140D0424Q0187
Question No. Question Government Response
1 Is any additional information available regarding property access, i.e., hike-in, 4-wheel drive, etc.? The solicitation references access being available, but for some of the parcels, it appears that these rights-of-way may not be improved with physical access.
While there is legal and physical access, there may be areas requiring either an ATV or 4-wheel drive.
Alternatively, they may need to be prepared to hike areas that are otherwise not accessible by motorized vehicles. It is the appraisers’ responsibility to have the necessary means to adequately inspect the property. The appraisers should consider AO-2 of USPAP regarding the extent of the inspection.
USPAP AO-2 provides guidance on the purpose and extent of the inspection. In part AO-2 states “The primary reason for an appraiser to inspect a property is to gather information about the characteristics of the property that are relevant to its value.”
“It is the appraiser’s responsibility to determine the appropriate scope of work, including the extent of a personal inspection (when one is performed, required or necessary to produce credible assignment results given the intended use of the assignment results).”
2 My business partner and I are currently not licensed in NH – we submitted our reciprocal license applications last week. If those are not yet fully processed, would it be okay to submit our proposal and include documentation of the pending application?
As long as the appraisers performing the work are licensed with at least temporary licenses in New Hampshire before being awarded the contract, there is no issue.
