The purpose of the amendment is to respond to questions for solicitation 140D0424Q0007.
The submission of response date remains the same at on or before 3:00 P.M. Eastern Time, October 25, 2023.
Q1: The Fort Berthold Reservation covers a wide area with varied topography and road access. How involved or complex will the inspections be as this will have an impact on the fee?
A1: All subject properties are expected to be physically inspected unless of inclement weather and impossible physical conditions making it unsafe to do so. All waivers must be requested in writing to the review appraiser.

Q2: Is there any current mapping available for the allotments to show how much of the area of the reservation will be involved?
A2: AVSO will forward any mapping available to
AVSO to the successful bidder.
Q3: Has it been determined at this point which allotments would be inaccessible by normal means and might be excluded from inspection?
A3: No. A legal description has been provided in the bid request and the vendor can map the properties. All properties are expected to be inspected and if conditions make it unsafe then a written request to the review appraiser must be made explaining why the property could not be inspected.
Q4: Will the BIA provide staff to assist in getting to the allotments for inspection?
A4: A request can be made to BIA to provide someone but there are no guarantees. Plan for no one to be available.
Q5: Will weather conditions be considered as the
North Dakota weather allows the ability to conduct proper inspections?
A5: All subject properties are expected to be physically inspected unless of inclement weather conditions making it unsafe to do so. All waivers must be requested in writing to the review appraiser.
Q6: Please confirm that the requirements are
USPAP and not Yellow Book?
A6: None of the properties are to be appraised to Yellow Book standards.
Q7: Can we ask for clarification if needed on the questions submitted?
A7: Any questions submitted after the deadline for submission for questions will be answered on a case-by-case basis.
