SECTION D – INSTRUCTIONS TO OFFERORS

NPS Exclusive Use Helicopters 98 Solicitation# 140D0423R0031 and Fairbanks, Alaska

D12 Organizational Safety

D12.1 Safety Management System (SMS). The Government will evaluate the Offeror’s written submittal in response to the Safety Management System (SMS) Components identified in the Exhibit 13, Safety Management System (SMS), Flight Time, Accident History and FAA Violation Questionnaire in Section C. A more favorable rating will result within this area to Offerors that demonstrate implemented FAA and IS-BAO SMS standards listed in Exhibit 13 in Section C.

D12.1.1 Accidents and FAA Violations. The Government will evaluate any known aircraft accidents and FAA violations incurred under the Offeror FAA operating certificate. The total number of flight hours provided by the Offeror will be used, as well as any data resulting from the Government’s own experiences with the Offeror. A more favorable safety component rating will result within this area to Offerors that possess an accident rate less than the agency five-year average, have fewer FAA violations, and satisfy the components in Exhibit 13, Safety Management System (SMS), Flight Time, Accident History and FAA Violation Questionnaire in Section C. Offerors providing an accident prevention action plan or evidence of actions taken to prevent future accidents may positively impact your offer. Only the Offeror’s accident and violation history within the last five years (identified in D4.9.2.1) will be considered.

Failure to provide documentation listed above is considered unacceptable and may remove the offer from further consideration.

D13 Organizational Past Performance

D13.1 Organizational Past Performance. The purpose of the past performance evaluation is to allow the Government to assess the Offeror’s ability to safely and efficiently perform the effort described in this RFP, based on the Offeror’s demonstrated present and past performance. The Offeror may provide information on problems encountered on identified contracts and the Offeror’s corrective actions. The Government will consider this information, as well as information obtained from any other sources, including any information on your company contained in CPARS, the Government-wide past performance database located on-line at https://www.cpars.gov/, when evaluating the Offeror’s past performance.

D13.2 The Contracting Officer shall seek recent and relevant performance information. Information older than the last three year period is not desired unless it is particularly pertinent to the Offeror’s current capability. If the information provided is determined to be recent by the evaluation team the Offeror’s past performance will be evaluated for relevance. Relevant contracts include performance of efforts involving aviation support efforts in fire management and resource management environments that are similar in scope, magnitude and complexity to the efforts described in this solicitation.

D13.3 The Government may contact some or all of the Offeror’s customers to ask whether or not they believe: (1) that the Offeror was capable, efficient, and effective; (2) that the Offeror’s performance conformed to the terms and conditions of its contract; (3) that the Offeror was reasonable and cooperative during performance; and (4) that the Offeror was committed to customer satisfaction. Information older than the last three (3)-year period will not be evaluated.

D13.4 The Government will give greater weight to its own experiences with the Offeror (specifically DOI), if any, than it will give to reports obtained from others. The more recent the experience, and the broader and deeper, the better the evaluation will be received. Both fire and Alaska experience will be given greater weight. Your firm’s repair stations and maintenance facilities capabilities will also be considered. Only your firm’s experience as an organization will be considered. Offerors with no relevant past or present performance history shall receive a Neutral rating.

D14 Total Evaluated Price

D14.1 The price submission will not be scored or rated. Price will be evaluated IAW FAR Part 15. 404-1(b) to be determined fair and reasonable, balanced, complete, and accurate. The Government will apply the unit prices in acceptable offers, including out year unit prices, to the daily availability quantities identified in Section A. For the purpose of evaluating flight time, the estimates in Section A will be applied to the flight rates offered for each year. The Offeror can offer a discounted unit price to the Government for the optional extension(s) pricing tables in Section A. If the Offeror does not propose a unit price for the optional extension(s), the unit price will default to the same unit price proposed for the Exclusive Use Period, per year. The totals for availability and estimated flight for all years including possible extensions and additional pay items will be added together to arrive at the total evaluated price for each offeror.

D14.1.1 Once the total evaluated prices of all acceptable offers have been determined, the Government will compare the total evaluated prices and eliminate any offer with an unreasonably high-evaluated price, without considering aircraft capability or offeror

SECTION D – INSTRUCTIONS TO OFFERORS

NPS Exclusive Use Helicopters 99 Solicitation# 140D0423R0031 and Fairbanks, Alaska capability. The Government will then perform a tradeoff analysis, as described below in D15 with the remaining offers. The total evaluated price is for evaluation purposes only and does not become a contractually binding amount after contract award.

D14.2 The solicitation notified offerors that the award will include the Government’s unilateral option to extend performance for an additional period of up to six (6) months under FAR 52.217-8, during which time, the pricing and terms of the last option period shall apply. The Government cannot predict if or when the option may be exercised. Because any exercise of the Government’s option extends the pricing and terms of the last option period, the Government expressly and affirmatively evaluates pricing for the option to extend under FAR 52.217-8 co-extensive with the Government’s price evaluation for each exclusive use period of this award. Offerors are NOT to enter a price for the six (6) month period.

D14.3 The Government reserves the right to reject offers that have materially unbalanced availability and flight rates in comparison to other offers received. An offer is materially unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated in relation to cost for other work, and there is a reasonable doubt that the offer will result in the lowest overall cost to the Government even though it may be the low evaluated offer, or if it is so unbalanced as to be tantamount to allowing an advance payment.

D15 Tradeoff Analysis and Contractor Selection

D15.1 The Contractor will be selected on the basis of the Government’s evaluation of the proposal against the evaluation factors set forth in the solicitation: Aircraft Capability, Organizational Safety, Organizational Past Performance, and Total Evaluated Price as set forth in D10.

D15.2 If one offer is the best on all the factors, then that offer will be selected as being the best value to the Government. If no offer is best on all the factors, then the Government will consider the differences among offers and make tradeoffs in order to determine which offer is the best value. The Government will award the contract to the offer that has the best combination of Aircraft Capability, Organizational Safety, Organizational Past Performance, and Total Evaluated Price, however, reserves the right to not award any contract if evaluated offers are deemed not in the best interest of the Government.

D16 Notice of Award

The Government intends to award one contract as a result of this requirement. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

D17 Inquiries Regarding the Solicitation

Formal communications, such as requests for clarification, questions and/or written information concerning this solicitation shall be submitted in writing via e-mail to Laura Houser, laura_houser@ibc.doi.gov and Heather Sizick, heather_sizick@ibc.doi.gov.

The requests shall be in the following format:
