SECTION A - REQUIREMENTS AND PRICE
A1. ITEM REQUIREMENT
Navy On-Call Fixed Wing Range Support Services
The Department of the Navy requires On-call aircraft for the U.S. Navy ship weapon system test and evaluation (T&E) program.
Aircraft are subject to dispatch anywhere in the contiguous United States, Hawaii, U.S. Territories, and international locations. Contract will be Indefinite Delivery, Indefinite Quantity (IDIQ).
Designated Base: Contractors home base.
Aircraft Required: One (1) multi engine turbine or turboprop powered fixed wing aircraft as specified in Section B.
Crew Complement Required: One (1) Pilot in Command (PIC), one (1) Co-Pilot, one (1) System Support Operator, and one (1) Mechanic as required per dispatch as specified in Section B.
Minimum Aircraft Requirements: Certified Visual Flight Rules (VFR)/Instrument Flight Rules (IFR), Day/Night, Flight into known icing conditions.
Aircraft certified under 14 CFR 23 or 25
Heating and air conditioning.
An aircraft make and model for which engineering and logistical support, for continued airworthiness, is provided from the current type certificate holder or supplemental type certificate holder.
Equipped with five (5) forward or aft facing passenger seats.
Maximum service ceiling of no less than 20,000 ft Mean Sea Level (MSL).
Minimum endurance of at least six (6) hours and 2,400 Nautical Miles (NM) with sufficient IFR reserves remaining.
Capable of operating from airports with a runway of 6,000’ in length.
Other Requirements: U.S. Security Clearances. Secret clearances are required for all contractor personnel working under this contract.

A2. PRICING SCHEDULE
The proposed pricing shall include all applicable Federal, State, and local taxes and duties as per FAR 52.212-4(k) Taxes.
A2.1. Instructions for Completion of the Following Pricing Schedules:
1. Enter the offeror’s name and base of operation location on each pricing page being submitted. The name and location should correspond with the name and location entered on the SF1449 and the 14 CFR 135 holder’s name and operating location(s) as established by the certificate holder, NOT the location of any one aircraft. (Remittance address information different than that entered on the SF1449 form should be included on the “Offeror’s Miscellaneous Information” page included in Section E.)
2. Enter the applicable make and model of the aircraft being offered along with a daily availability, flight rate, Co- Pilot, and Configuration Labor for the base period and all option periods. Pricing must be included for all years for the offer to be acceptable.
3. Enter individual FAA registration number(s) of each aircraft where identified.
4. The Pricing Schedule pages included in this document will be made a part of subsequent individual conformed contract, if selected for award.
5. Complete and submit a separate Pricing Schedule for each aircraft offered.
6. All pricing shall be in whole dollars only.

A2.2. Minimum Guarantee.
The one-time minimum amount guaranteed under the contract, as required by contract clause 52.216-22, is one day of Daily of Availability from the Rate Schedule for the First Year of the Contract. Immediately after contract award, the Contracting Officer will issue a task order obligating the guaranteed minimum amount.
A2.3. Funding will not be obligated under the Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The Contracting Officer will issue task orders during the base contract year and each exercised option year that will obligate funding for the payment of aircraft services, as needed.
A2.4. All fuel shall be provided by the Contractor and should be included in the flight rate (wet rate).
A2.5. All rates in Section A2, above must be in whole dollars. If the unit prices are adjusted during the life of the contract, they will be adjusted to a whole dollar as follows: amounts of 50 cents or less will be rounded down and amounts of 51 cents or more will be rounded up.

A3. AVIATION FUEL INFORMATION
The contract's hourly flight rates are subject to economic price adjustments (EPA) for changes in the price of the Into-Plane Jet Fuel (CONUS) fuel base price (see C12, Economic Price Adjustment-Fuel).
IMPORTANT NOTICE: The hourly flight rates proposed are subject to adjustment, up or down, due to the fluctuation in jet fuel price from the reference below. It is important for the contractor to understand the ramifications of the contract's Economic Price Adjustment clause (see C12). The referenced price below (in this section) should be considered when developing the hourly flight rates offered in your proposal. If the referenced price per gallon for jet fuel changes in accordance with section C12, the Government or contractor is entitled to an adjustment to the hourly flight rates based upon the change in fuel price per gallon and the economic cruise speed and fuel consumption of the contract aircraft. The Contractor agrees to negotiate price adjustments, up or down, based upon its aircraft fuel consumption information and the current reference price of jet fuel at the time of the adjustment.

SECTION B – TECHNICAL SPECIFICATIONS

B. GENERAL REQUIREMENTS
B1. Scope of Contract.
B1.1. The aircraft mission support described within this contract is of critical importance to the U.S. Navy ship weapon system test and evaluation (T&E) program. This is a very significant process that involves a large contingent of personnel and equipment. At the completion of testing, the ship would be tasked to carry out operations in support of national defense. In the execution of this contract, the Contractor shall conform to military standards for flight operations and safety.
B1.2. The intent of this contract is to obtain flight services utilizing one (1) fully functional on call (OC) airplane operated and maintained by qualified Contractor personnel, and equipped to meet the specifications, for the support of Department of Defense (DoD) programs. The types of services required to be performed by the aircraft include, but are not limited to: aerial surveillance, reconnaissance and/or clearance; tactical datalink; and data and communications relay;
in support of weapon systems and sensors test and trials as requested by the Government. The vendor must provide one aircraft that is capable of performing all of the services identified in Section B1, to be used for specific missions at the Government's discretion.
B1.3. The Department of the Navy has interagency and cooperative agreements with other Federal agencies, State agencies, and private landholders and may dispatch aircraft under this contract for such cooperative use.
B1.4. The primary purpose of this contract is to provide flight services as described herein, however, the Government may require the Contractor to install or remove special use equipment (see B8) on the aircraft; or purchase and/or repair Government Property (if applicable) for use in the performance of this contract such as additional antennas, radios, etc.
B1.5. Project Description and Requirements. Assigned missions will primarily be located in the continental U.S., Alaska, Hawaii, and U.S. territories, however, international missions may be required.
B1.5.1. Combat System Ship Qualification Trial (CSSQT) Support. CSSQTs are conducted offshore of the East and West coasts of the conterminous United States as well as Hawaii. The Contractor may be required to temporarily base aircraft in the vicinity to Norfolk VA, Wallops Island VA, Jacksonville FL, Port Hueneme CA, Honolulu HI or other Navy Atlantic Fleet and Pacific Fleet coastal testing locations. CSSQTs may require aircraft availability for periods up to 14 days and provide 30 hours of flight time per trial. CSSQTs average four to five times per year however, additional T&E missions may also require support. The character and tempo of CSSQT operations may vary substantially from one evolution to the next.
B1.5.1.1. CSSQT flight schedules are highly dependent upon other range/airspace users, as well as the particular requirements and priorities for each ship and ships schedule. The period and duration of the trial will be identified to the Contractor in advance, with a goal of 45 days prior to the start of testing. Due to refinement of Program Office schedules, mission timeframes are subject to change but are normally finalized at least 30 days prior to the start date of the test event.
For typical CSSQT events, the Contractor will be responsible to ensure the specified equipment is available at the designated test/trial location and returned to its operating base, or alternate government-designated location, upon completion of operations. If fuel or other considerations preclude carrying the required equipment to/from the designated operating location, the Contractor shall notify the Contracting Officer Representative (COR) and Contracting Officer (CO) for further instructions. In such cases, additional funds may be modified onto the task order and the Contractor will be directed to ship the equipment OR the Government, at its option, may ship the specified equipment by other means.
B1.5.2. Shipbuilding Tests and Trials. Shipbuilding tests and trials are conducted in port and offshore adjacent to Bath ME, Portland ME, Pascagoula MS, Pensacola FL, Everett, WA, or at other locations designated by the Government.

Shipbuilding tests and trials may require aircraft availability for periods of three (3) to four (4) days and provide ten (10) to 12 hours of flight time per trial. These tests/trials usually occur two (2) or three (3) times per year.
B1.5.3. Aircraft ferry to the test/trial location will be coordinated to provide adequate time for the flight crews to orient themselves with the test/trial locations and to participate in mission briefings while ensuring proper crew rest requirements are met. Time will also be allowed to facilitate aircraft configuration and checkout prior to the first operations.
B1.6. General Mission Descriptions.
B1.6.1. Area Surveillance Missions. Area surveillance missions consist of the performance of predetermined flight profiles for the purpose of determining the surface environment/ship/watercraft density in the affected range/weapon impact area.
B1.6.2. Datalink Missions. Datalink missions consist of predetermined flight profiles for the purpose of exercising datalink transfer/recording for weapon system operator training and interoperability assessments and to provide situational awareness to range safety officers during ship live fire events.
B1.6.3. Standard Navy Target Control (SNTC) Relay. SNTC relay missions requires the aircraft to carry internal equipment that allows the target control team (beyond direct line of sight) of the target drone to relay control inputs on designated frequencies.
B1.6.4. Communications Relay (AUTOCAT). Communications relay missions requires the aircraft to carry internal equipment that allows units participating in a test event (beyond direct line of sight) to communicate on the Very High Frequency (VHF) and Ultra High Frequency (UHF) spectrums.
B1.6.5. Tracking Support Missions. Tracking missions generally consist of the performance of predetermined flight profiles for the purpose of providing an aerial radar target for weapon system testing/calibration and/or operator training.
B1.6.6. Ferry Support Missions. Ferry operations involve transporting the aircraft to or from a Government-designated test location/forward operating base (FOB) remote from the designated operating base. This may include carriage of internal/external special mission equipment necessary for performance of mission services at destination. The route and altitude selected shall be the most economical available. Aircraft vendor employees may fly on the aircraft while ferrying unless the Government has designated the seats/space for its own use.
B1.6.7. When internal/external equipment is carried to or from the FOB in support of that particular aircraft's assigned mission(s), the aircraft will be considered operating in a ferry status. Refer to paragraph B1.6.6. However, if in addition, the aircraft is required to carry secondary or special mission support equipment to permit further (different) configuration and/or reconfiguration, the aircraft will be considered operating in a logistics status as defined in paragraph B1.6.7.
B2. Certifications.
The Contractor must obtain and keep current all of the following required certificates and must ensure that contract aircraft are operated and maintained in compliance with those certificates at all times:
B2.1. The Contractor shall possess either an Operating Certificate or Air Carrier Certificate issued by the Federal Aviation Administration (FAA) authorizing operations under 14 CFR Part 135 or 121. Failure to maintain certification throughout the contract period, including options, may result in contract termination. Further, the operations specifications shall authorize operation of the category and class of aircraft and condition of flight required under this contract (i.e. for multiengine operations: IFR day or night). When operating outside of the United States and its possessions and territories, the Contractor’s operations specifications require approval for the country or area in which operations will be conducted.

B2.2. The aircraft shall have a current Airworthiness Certificate issued under 14 CFR 21. Multiple Airworthiness Certificates issued in accordance with 14 CFR 21.187 may be required.
B2.3. The aircraft will be required to have special equipment installed or attached to it during this contract. The installation of any special equipment required by this contract shall be FAA approved or authorized by the Contracting Officer or designated representative. When the temporary attachment or installation of equipment is required for contract performance and for the purpose of complying with the Federal Aviation Regulations, the Director of Maintenance (DOM) or his designee is hereby designated to install such special equipment. When required the DOM shall place the aircraft in the restricted airworthiness category in accordance with FAA requirements. When the special equipment is removed from the aircraft, the aircraft shall be placed back in the standard airworthiness category in accordance with FAA requirements.
B2.4. NAVAIR Certification. Due to DoD Directive #5030.61, which addresses DoD Airworthiness Policy, the Navy has been tasked to conduct inspections on all commercial aircraft on government contracts supporting the U.S. Navy.
This will require personnel from the Navy’s Airworthiness Office COMNAVAIRSYSCOM (NAVAIR) Code 4.0 and PMA-226 to assess whether the operations flown under this contract are public or civil aircraft operations. If operations are deemed public, then a NAVAIR Interim Flight Clearance (IFC) shall be granted which certifies that NAVAIR has determined that the aircraft, when configured for these public aircraft operations, is airworthy for the intended operation.
Regardless of whether or not the government determines the planned missions qualify as Public Air Operations (PAO), a complete evaluation of the contract aircraft will be conducted by NAVAIR.
B2.5. The Contractor shall maintain a satisfactory Air Mobility Command (AMC) certification (aka CARB) for carrying Government passengers/cargo during the contract period, including option years.
B2.6. Access to Military Base License and Landing Permits. The Contractor shall obtain Civil Aircraft landing permits for operations from military bases throughout the United States and its possessions and territories. The necessary applications shall be submitted within three (3) business days of issuance of COR letter from Government to vendor.
B2.7. Military Fueling Facilities. Upon written request from the Contractor to the Contracting Officer, the Contracting Officer will work with the Navy to assist the Contractor in obtaining authorization to purchase fuel and oil from DOD agencies. In such cases, the Contractor shall be responsible for adherence to applicable procedures and regulations. The assistance is for the convenience of the Government and does not obligate the Government to make such fuel available.
B3. Order of Precedence (Specifications).
In the event of inconsistencies within the technical specification, the following order shall be used in such resolution:
(a) Typed provisions of these specifications;
(b) Agency supplements and/or exhibits incorporated by reference;
(c) 14 CFR incorporated by reference;
(d) Aircraft manufacturer's specifications; and
(e) Other documents incorporated by reference.
B4. Contract and Task Order Documentation.
B4.1. The Contractor shall maintain a complete, current copy of the contract in each contract aircraft throughout the performance period. Electronic copies of the contract may be used. The Contractor shall ensure that the contract is current including all modifications, and is uploaded on an appropriate viewing device (e.g., laptop or tablet), which shall be charged
Solicitation 140D0423R0016 14 US NAVY Fixed Wing Range Support Services and made available at the aircraft for reference by government representatives upon request. Further, the Contractor shall agree to hold the government harmless for any inadvertent or accidental damage to the device.
B4.2. The pilot shall have the applicable task order information (i.e. task number, performance period) in their possession prior to any flights under this contract and make this information available to government representatives on request.
EQUIPMENT REQUIREMENTS
B5. Condition of Equipment.
Contractor-furnished aircraft and equipment shall be operable, free of damage, and in good repair. Aircraft systems and components shall be free of leaks except where specified by the manufacturer.
B5.1. The aircraft shall comply with its type design. Any alterations shall be FAA-approved.
B5.2. All windows and windshields shall be clean and free of scratches, cracks, crazing, distortion, or repairs that hinder visibility. The manufacturer or FAA shall approve all repairs.
B5.3. The aircraft interior shall be clean and neat. Tears, rips, or other damage to the upholstery or headliner are not acceptable. The exterior finish, including the paint, shall be clean and neat and in good condition. Any corrosion shall be within manufacturer and/or FAA acceptable limits.
B5.4. The instrument and control panels shall be finished with non-reflective paint. Each control and instrument required to be labeled shall be so labeled in accordance with the aircraft's type design. Where practical, the instruments shall be arranged in the panel in accordance with 14 CFR Part 23.1321.
B5.5. The aircraft shall possess a current Airworthiness Certificate and be maintained in accordance with the terms of such certificate.
B6. Aircraft Equipment Requirements.
B6.1. The Contractor shall furnish a complete set of current Sectional or World Aeronautical Charts covering the area of operation and all relevant IFR enroute and terminal publications. The Contractor shall ensure aircrews have access to Notices to Airmen (NOTAMs) and weather planning information.
Note: Electronic flight bags are acceptable if authorized by the FAA in the company’s operation specifications (A061).
B6.2. All aircraft certified in the standard category shall be equipped in accordance with 14 CFR Parts 91, 121 or 135, as applicable.
B6.3. Fire extinguisher(s) as required by 14 CFR Part 135.155 shall be a handheld bottle with a minimum 2-B:C rating, one (1) mounted in the cockpit area accessible to the flight crew and at least one mounted in the rear of the cabin area.
The fire extinguisher shall be maintained in accordance with NFPA 10: Standards for Portable Fire Extinguishers, or the Contractor’s 135 operations manual.
B6.4. The aircraft shall be equipped in accordance with 14 CFR Parts 91 and 135 for carrying passengers day and night and in VFR and IFR conditions. Aircraft shall be certified to fly in known icing conditions. Aircraft shall be equipped for extended overwater operations.

B6.5. The aircraft shall be equipped with five (5) approved forward or aft facing passenger seats in the cabin area to support onboard personnel and equipment requirements (as necessary).
B6.5.1. Each passenger seat shall be equipped with an approved lap belt installation.
B6.6. The aircraft shall be equipped with an approved shoulder harness and inertia reel installation at the pilot and copilot positions.
B6.7. The aircraft shall have sufficient air conditioning capability to regulate cabin temperature as required for crew and equipment safety.
B7. Avionics Requirements.
B7.1. General.
B7.1.1. The Contractor shall furnish, install, and maintain the following systems in accordance with the manufacturer's specifications and the installation and maintenance standards of Section B7. Detailed avionics systems performance requirements are listed in Avionics Operational Test Standards (copies available upon request from Department of Interior Office of Aviation Services (DOI OAS) Avionics, or at:

B7.1.2. All aircraft shall meet the requirements specified in 14 CFR Part 135.165, “Radio and Navigation equipment:
Extended over water or IFR operations”.
B7.1.3. Antenna Installations. Each aircraft provided shall have provisions for the installation of special mission equipment (see B8) antennas mounted per Government instructions. Cabling shall be of sufficient length to reach the location of the rack mounting in the vicinity of the equipment control/operators.
B7.2. Avionics Installation and Maintenance Standards.
B7.2.1. The Contractor’s avionics systems and their installation and maintenance shall comply with all manufacturers’ specifications and applicable Federal Aviation Regulations contained within 14 CFR, regardless of any exclusions for public aircraft allowed in 14 CFR.
B7.2.2. The Contractor shall adhere to the recommendations in FAA AC 43.13-1B Chapter 11, "Aircraft Electrical Systems," and Chapter 12, "Aircraft Avionics Systems," as well as AC 43.13-2A Chapter 1, "Structural Data," Chapter 2, "Communication, Navigation, and Emergency Locator Transmitter System Installations," and Chapter 3, "Antenna Installation."
B7.2.3. All avionics systems requiring an antenna shall be installed with a properly matched, aircraft-certified antenna, unless otherwise specified. Antennas shall be polarized, as required by the avionics system and shall have a voltage standing wave ratio (VSWR) of 3.0 to 1 or better.
B7.2.4. The Contractor’s avionics equipment mounting location and installation shall not interfere with passenger safety, space, and comfort. Avionics equipment will not be mounted under seats designed for deformation during energy attenuation.
In all instances, the designated areas for collapse shall be protected.
B7.2.5. The Contractor shall maintain the aircraft's static pressure system, altimeter instrument system, and automatic pressure altitude reporting system in accordance with the IFR requirements of 14 CFR, Part 91.411 and shall inspect and test said systems every 24 calendar months as specified by 14 CFR, Part 43, Appendices E and F.
B7.3. Communication Systems.

B7.3.1. Two (2) emergency locator transmitters (ELTs) shall be furnished by contractor as follows:
B7.3.1.1. One (1) survival type ELT (ELT/S) attached to the life raft, meeting the requirements of 14 CFR, Part 135.167(c).
B7.3.1.2. One (1) automatic-portable or automatic-fixed 406 Megahertz (MHz) Emergency Locator Transmitter (ELT/AP or ELT/AF), meeting FAA TSO-C126 and COSPAS/SARSAT specifications, shall be installed in the aircraft per the manufacturer's installation manual, in a conspicuous or marked location. The ELT shall be interfaced to the aircraft Global Positioning System (GPS) so as to transmit aircraft location and registration number when activated. An external fixed-type antenna, mounted atop the fuselage, will be used in all applications.
B7.3.2. High Frequency Single Sideband Amplitude Modulation (HF-SSB/AM) aeronautical transceiver. One (1) 32,000-channel HF-SSB/AM aeronautical transceiver (HF-1), operating in the two (2) MHz to 18 MHz band, FAA approved to TSO-C31c and TSO-C32c, and a minimum of 100 watts PEP output shall be installed in the aircraft.
B7.3.2.1. The aircraft shall be configured with all equipment required for the rapid installation of a second identical unit (HF-2) when required.
B7.3.3. VHF-AM aeronautical transceivers. Two (2) VHF/AM (VHF-1, VHF-2) aeronautical transceivers, each operating in the 118.000 MHz to 135.975 MHz band, with a minimum of 720 channels in 25 kHz increments, and a minimum five (5) watts carrier power output.
B7.3.4. VHF-FM aeronautical transceiver. One (1) VHF-FM (FM-1) aeronautical transceiver, operating in the 150.000 MHz to 174.000 MHz band, with a minimum of 15 user-programmable channels in selectable 2.5 kHz increments, and with channel spacing of both 12.5 and 25.0 kHz (individually selectable by channel), and meeting the standards of RTCA document DO-160C.
B7.3.4.1. Nominal carrier output power shall be ten (10) watts. The transceiver shall be capable of displaying receiver and transmitter operating frequency, and shall provide both receiver and transmitter activation indicators for MAIN and GUARD. Simultaneous monitoring of both MAIN (150-174 MHz) and GUARD (168.625 MHz or as required) receivers is required. Scanning of the GUARD frequency is not acceptable. The transceiver’s operational controls shall be mounted in a location that is convenient to both pilot and copilot (Technisonics TFM-138B, or equal).
B7.3.5. UHF-AM aeronautical transceiver. Two (2) 7,000-channel UHF-AM (UHF-1, UHF-2) aeronautical transceivers, operating in the 225.000 to 399.975 MHz band on 25 kHz increments, a minimum ten (10) watts carrier power output, and 20 preset channels plus one (1) guard channel minimum (Magnavox Electronic Systems Company, 1313 Production Road, Fort Wayne, Indiana 46808, 219-429-6000, Model AN/ARC 164 UHF/AM system, or equal). The UHF-1 controls shall be located conveniently for use by both the pilot and copilot. UHF-2 controls shall be located conveniently for use in the cabin.
B7.3.6. AUTOCAT. Provisions for a special mission equipment (see B8) UHF radio relay system, including UHF radios, antennas, and racks, for configuration/reconfiguration when communications relay (AUTOCAT) missions are ordered.
B7.3.6.1. When AUTOCAT radios are installed, a 28 volts direct current (VDC) power source is required, consisting of two (2) American Wire Gauge (AWG) #8 wires and protected by a 60-amp magnetic circuit breaker. This power source shall be connected to a terminal strip contained within a junction box in each equipment rack. Sufficient length of extra wire is required in the aircraft cabin for connection to the equipment racks.
B7.3.6.2. The aircraft shall be equipped with provisions for/capability of the permanent/temporary installation of two (2) ARC-182 or equivalent blade antennas, one (1) top mounted and one (1) bottom mounted (a minimum of 12 inches separation from the other antenna is required). Both antennas may be mounted on the bottom of the aircraft provided
Solicitation 140D0423R0016 17 US NAVY Fixed Wing Range Support Services operational problems do not occur. Cabling to each antenna shall be RG-214A/U terminated with a male-type TNC connector. Cabling shall be of sufficient length to reach the location of the rack mounting.
B7.3.7. The aircraft requires the mounting of one (1) equipment rack, each being 30 inches H x 26.5 inches D x 22.5 inches W, and weighing approximately 280 pounds.
B7.4. Navigation Systems.
B7.4.1. Two (2) VHF Omnidirectional Radio Range Localizer (VOR/LOC) aeronautical navigation receivers (NAV-1, NAV-2) with indicators, each with a minimum of 100 navigation receive channels.
B7.4.2. One (1) distance measuring equipment (DME) system, with a minimum of 200 channels and TACAN/NAV 1/NAV 2 channeling.
B7.4.3. One (1) DME/Tactical Navigation (TACAN) system with multi-station scanning, 126 channels, and a minimum 250 watts peak transmitting power. Installation shall be completed by an FAA-approved and appropriately rated repair station. A TACAN with air-to-air ranging capability shall be provided by the Contractor when ordered on a Contract Instruction issued by the COR, when in the COR’s judgment, air-to-air TACAN is mission essential. (BF Goodrich Aerospace, 7020 Huntley Road, Columbus, Ohio 43229, (614)888-9502, Model AN/ARN-154 DME/TACAN Aeronautical Navigation system, or equal.) The TACAN controls shall be located conveniently for use by both the pilot and copilot.
B7.4.4. Digital readouts will be provided from GPS/TACAN that will provide heading, speed, and altitude information to two (2) equipment stations (one (1) port and one (1) starboard).
B7.4.5. Two (2) Global Positioning Systems (GPS-1, GPS-2) certified under TSO-C129(A1) for IFR enroute navigation shall be permanently installed in each aircraft. The GPS shall reference latitude and longitude coordinates for aircraft positioning, utilize an approved, fixed, external aircraft antenna, and be powered by the aircraft electrical system. It shall be equipped with both ARINC 429 and RS-232 ports for output of aircraft position and other data. The GPS shall be linked to a high resolution CRT for moving map display. (ARGUS 5000/CE)
B7.4.5.1. One (1) GPS shall be interfaced to, and provide all data required by the RADAR tracking system specified in paragraph B7.6.4.
B7.4.5.2. The second GPS will be Government provided and shall be installed in the aft cabin and interfaced to and provide data to the LINK-16 datalink systems in each aircraft.
B7.4.5.3. GPS data recording will be provided by a stand-alone high-data-rate Wide Area Augmentation System (WAAS)-enabled receiver and a dedicated laptop based recording system.
B7.5. Audio Systems.
B7.5.1. Five (5) complete, independent, audio control systems shall be installed for the pilot, copilot, and the three (3) mission equipment operator positions. Each system shall provide separate controls for selection of the receiver audio outputs and transmitter microphone/Push-to-Talk (PTT) inputs of each installed system, including the satellite telephone and ICS. Separate audio level controls shall be provided for each position above to adjust the output levels to their respective earphones.
B7.5.1.1. Transmitter selection and operation. Transmitter side tone audio shall be provided for the user, as well as, at the other position(s) for cross monitoring.
B7.5.1.2. Receiver audio selection and operation. Separate controls shall be provided for selection of audio from one (1) or any combination of available receivers. The audio output shall be free of distortion, hum, noise, and crosstalk and shall
Solicitation 140D0423R0016 18 US NAVY Fixed Wing Range Support Services be amplified sufficiently to facilitate ease of use in a noisy cockpit/cabin environment. The port center and port aft positions in the aft cabin shall monitor the receivers as selected by their adjacent mission equipment operator positions.
B7.5.1.3. The controls of each audio system shall be located conveniently for use. Labeling and marking of controls shall be clear, understandable, legible, and permanent.
B7.5.2. An intercommunications system (ICS) shall be provided for pilot, copilot, and all five (5) aft positions. ICS audio shall mix with, but not mute, selected receiver audio. An ICS audio level control shall be provided for each position. Adjustment of the audio level at any position shall not affect the level at any other position. Microphone operation on the intercom system shall be via PTT switches. A "hot-mic" capability shall be provided for all positions via an activation switch or may be voice activated (VOX). ICS side-tone audio shall be provided for the earphones corresponding with the microphone in use. The ICS audio output shall be free of distortion, hum, noise, and crosstalk and shall be amplified sufficiently to facilitate ease of use in a noisy cockpit/cabin environment. "Portable"-type ICS systems are not acceptable.
B7.5.3. Headsets, Microphones, and PTTs.
B7.5.3.1. The aircraft shall be furnished with one headset/microphone at each of the five (5) aft cabin positions.
B7.5.3.2. The audio system shall be designed for 600-ohm headsets and carbon-equivalent, amplified-capacitor boom-microphones.
B7.5.3.3. All earphone/microphone jacks in the aircraft cabin shall accept U-174/U type plugs.
B7.5.3.4. Push-to-Talk (PTT) Operation. Separate PTT switches shall be provided for transmitter operation and ICS operation. The pilot's and copilot's switches shall be located on the control yokes. The switches for the three (3) mission equipment operator positions shall be located on the cords to the headset/microphone connectors. ICS-only PTT switches for the two (2) additional aft seat positions shall also be located on the cords to the headset/microphone connectors.
B7.6. Other Avionics.
B7.6.1. One (1) radar altimeter with indicator, having a minimum altitude range of from 20 to 2,000 feet, variable decision height selection, and decision height arrival aural warning (King KRA 10A or equal).
B7.6.2. One (1) Underwater Acoustic Beacon (UAB/“pinger”). The pinger shall be water activated, mounted to the aircraft airframe, shall meet or exceed the requirements of FAA Advisory Circular 21-10A, and shall be maintained in accordance with the manufacturer's specifications (Dukane Corp. Model N15F210B or equal).
B7.6.3. One (1) radio-magnetic indicator (RMI) presentation, incorporated with NAV-1/TACAN (switchable) on single needle and NAV 2 on double needle. If the TACAN system installed provides a "digital readout" of bearing information, it is optional to tie the TACAN to the RMI needle.
B7.6.4. The RADAR system shall be interfaced to the compatible GPS system described in paragraph B7.4.5 as a means of determining aircraft position for computational purposes.
B7.6.5 The RADAR system shall be capable of determining and displaying the latitude and longitude of targets such as that described above, as well as, their range and bearing relative to the aircraft’s position. Reference “B8 Special Equipment” section.
B7.7. Avionics Installation and Maintenance Standards.

B7.7.1. All avionics systems used in or on the aircraft for this contract and their installation and maintenance shall comply with all applicable provisions of 14 CFR regardless of any exclusions for public aircraft operations allowed in 14 CFR. Handheld, portable, or marine-type equipment is not acceptable.
B7.7.2. Strict adherence to the recommendations in the following FAA Advisory Circulars is required: AC 43.13-1B Chapter 11, "Aircraft Electrical Systems," and Chapter 12, "Aircraft Avionics Systems”; AC 43.13-2B Chapter 1, "Structural Data," Chapter 2, "Communication, Navigation, and Emergency Locator Transmitter System Installations," and Chapter 3, "Antenna Installation.
B7.7.3. All avionics systems requiring an antenna shall be installed with a properly matched, aircraft-certified antenna unless otherwise specified.
B7.7.4. Antennas shall be polarized as required by the avionics system and shall have a voltage standing wave ratio (VSWR) of 3.0 to 1 or better.
B7.7.5. Avionics equipment mounting location and installation shall not interfere with passenger safety space and comfort. Avionics equipment will not be mounted under seats designed for deformation during energy attenuation. In all instances, the designated areas for collapse shall be protected.
B7.7.6. The aircraft's static pressure system, altimeter instrument system, and automatic pressure altitude reporting system shall be maintained in accordance with the IFR requirements of 14 CFR 91.411 and inspected and tested every 24 calendar months as specified by 14 CFR Part 43, appendices E and F.
B8. Special Equipment.
B8.1. The Contractor shall provide maritime search RADAR in the aircraft under this contract. The selected RADAR shall have 360 degree coverage with 80 nm range and the capability to reliably detect a surface target with a 3 sq meter radar cross section. The RADAR display and operator station will be located in a position, not in the cockpit, that allows for a single operator. The aircraft shall be outfitted, or able to be outfit with the ability to electronically transmit the surface surveillance picture into the supported range if required. The minimum radar requirements are listed as follows:
• Airborne Radar Search and Detect (APS) -148 equivalent or better
• Radar coverage of 80 NM wide sweep per above, 360 degree around aircraft providing a 160 NM swath of coverage.
• Minimum Detection specifications: Capable of reliably detecting a 3 sq meter vessel, a 30 sq meter vessel from 50 miles away, and a 150 sq meter vessel from 100 miles away.
Note: Contractor must present radar certification documentation supporting radar performance/specifications.
B8.2. Standard Navy Target Control System (SNTC) Block 2 or Block 3B. The aircraft shall be equipped with provisions for/capability for the permanent/temporary installation of two (2) Government furnished SNTC relay units to be provided by the test range. The aircraft will require the mounting of one (1) 19-inch equipment rack for installation of the two (2) SNTC units. SNTC Block 2 requires an antenna operating at 433 MHz, and SNTC Block 3B requires an antenna operating in the range of 358-380 MHz.
B8.3. Additional Government Furnished Equipment to be provided when needed. See Exhibit 6.
PERSONNEL REQUIREMENTS

B9. Flight Crew Requirements.
B9.1. The Contractor shall furnish a flight crew consisting of a Pilot in Command (PIC), a Second in Command (SIC), and one or two Systems Support Operator(s) (SSO) as required by the mission for each day the aircraft is required to be available. Pilots meeting the requirements for PIC, located in B10.2, may fly as SIC.
B9.2. The flight crew shall be familiar with the contract and the applicable task orders issued under this contract
B9.2.1. The flight crew shall be able to provide contract and/or task order information to the Project Inspector (PI) or manager as requested.
B10. Pilot Qualifications.
B10.1. General. Pilot flight hours will be verified from an employer certified pilot log. Further verification of flight hours may be required at the COR’s discretion.
B10.2. Pilot in Command (PIC) Minimum Qualifications. The Contractor shall provide a pilot(s) who meets the following minimum qualifications and who possesses the required certificates and evidence of having satisfactorily passed the evaluations for the required tasks:
B10.2.1. An FAA Airline Transport Pilot (ATP) certificate with airplane category, appropriate class(es) and type rating for offered aircraft.
B10.2.2 Hold an FAA instrument rating-airplane.
B10.2.3 Hold a current Government agency pilot qualification card issued by a DOI approved pilot inspector.
B10.2.4. A minimum of a current second-class medical certificate issued in accordance with 14 CFR Part 67.
B10.2.5 A current FAA competency check completed in accordance with 14 CFR 135.293(a and b) in the same make and model as the contract aircraft; a current 14 CFR 135.299 line check; and, if appropriate (for airplane multiengine and single engine turbine), a current 14 CFR 135.297 instrument proficiency check.
B10.2.6 Each pilot shall, at the discretion of the Contracting Officer's designated representative(s), pass an agency flight evaluation check in make and model of aircraft to be flown on this contract, to include low-level operations or other special use operations as appropriate. The flight check will be in an aircraft supplied by the Contractor, at no expense to the Government. The satisfactory completion of the evaluation flight will not substitute for any of the total flight hours or other requirements listed in this contract.
B10.2.7 Each pilot shall be proficient in the operation of all equipment identified in Section B. The agencies may require pilots to demonstrate this proficiency during an evaluation flight. The Contractor shall ensure that crewmembers are properly trained in flight operations which require special maneuvers or qualifications.
B10.2.8 The Contractor shall complete and submit an Airplane Pilot Qualifications and Approval experience resume form OAS-64A (Government provided before inspection) for each pilot offered for inspection and approval. The resume shall include the names and pilot addresses of past employers, substantiation of related type and typical terrain flying, and any and all accidents involving aircraft.
